Jon Wolfsthal is an American security analyst currently serving as director of global risk at the Federation of American Scientists. [1]
Wolfsthal graduated from the New Lincoln School in Manhattan and earned a Bachelor of Arts degree in Political Science from Emory University in 1988. [2] He then attended graduate school at George Washington University. [3]
Wolfsthal began his career in government service at the United States Department of Energy during the 1990s in a variety of positions,including in North Korea,where he served in roles including as an on-site monitor under the 1994 "Agreed Framework". [4] [5]
From March 2009 to March 2012,Wolfsthal served as a special advisor for Nonproliferation and Nuclear Security in the Office of the Vice President of the United States under Vice President Joe Biden and as Director for Nonproliferation at the National Security Council. [6]
From 2014 to 2017,Wolfsthal served as a special assistant to President Barack Obama and Senior Director for Arms Control and Nonproliferation on the United States National Security Council. [7] [8] In that post,he was the most senior White House official setting and implementing U.S. Government policy on arms control,nonproliferation,and nuclear policy. During his tenure at the White House Office,he developed U.S. nuclear and nonproliferation policy. He was involved in crafting President Obama's Prague speech delivered in April 2009,served on the delegation to the 2010 Nuclear Security Summit,helped negotiate and gain Senate approval of the New START arms control agreement with Russia,helped draft the 2010 Nuclear Posture Review [9] and coordinated U.S. policy for the 2015 NPT Review Conference. The co-author of Deadly Arsenals:Tracking Weapons of Mass Destruction,he was described by the office of U.S. Vice President Joe Biden as "a globally recognized expert on nuclear security and nonproliferation", [6] He served previously as deputy director of the James C. Martin Center for Nonproliferation Studies at the Middlebury Institute of International Security at Monterey. [5]
Wolfsthal has taught at the Paul H. Nitze School of Advanced and International Studies,Georgetown University,and the Middlebury Institute of International Studies at Monterey. Wolfsthal is a senior advisor at Global Zero. and non-resident fellow at the Belfer Center for Science and International Affairs. [12] [13] [14]

As of March 2017,Wolfsthal serves as a member of the Bulletin of the Atomic Scientists' Science and Security Board. [17]

Nuclear disarmament is the act of reducing or eliminating nuclear weapons. Its end state can also be a nuclear-weapons-free world,in which nuclear weapons are completely eliminated. The term denuclearization is also used to describe the process leading to complete nuclear disarmament.
In nuclear ethics and deterrence theory,no first use (NFU) refers to a type of pledge or policy wherein a nuclear power formally refrains from the use of nuclear weapons or other weapons of mass destruction (WMD) in warfare,except for as a second strike in retaliation to an attack by an enemy power using WMD. Such a pledge would allow for a unique state of affairs in which a given nuclear power can be engaged in a conflict of conventional weaponry while it formally forswears any of the strategic advantages of nuclear weapons,provided the enemy power does not possess or utilize any such weapons of their own. The concept is primarily invoked in reference to nuclear mutually assured destruction but has also been applied to chemical and biological warfare,as is the case of the official WMD policy of India.
William C. Potter is Sam Nunn and Richard Lugar Professor of Nonproliferation Studies and Founding Director of the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies at Monterey (MIIS). He also directs the MIIS Center for Russian and Eurasian Studies.
As the collapse of the Soviet Union appeared imminent,the United States and their NATO allies grew concerned of the risk of nuclear weapons held in the Soviet republics falling into enemy hands. The Cooperative Threat Reduction (CTR) program was initiated by the Nunn–Lugar Act,which was authored and cosponsored by Sens. Sam Nunn (D-GA) and Richard Lugar (R-IN). According to the CTR website,the purpose of the CTR Program was originally "to secure and dismantle weapons of mass destruction and their associated infrastructure in former Soviet Union states." As the peace dividend grew old,an alternative 2009 explanation of the program was "to secure and dismantle weapons of mass destruction in states of the former Soviet Union and beyond". The CTR program funds have been disbursed since 1997 by the Defense Threat Reduction Agency (DTRA).

Dr. Randall Caroline Forsberg led a lifetime of research and advocacy on ways to reduce the risk of war,minimize the burden of military spending,and promote democratic institutions. Her career started at the Stockholm International Peace Research Institute in 1968. In 1974 she moved to Cambridge,Massachusetts to found the Institute for Defense and Disarmament Studies (IDDS) as well as to launch the national Nuclear Weapons Freeze Campaign. Randall Forsberg was accompanied by an important colleague by the name of Helen Caldicott while she was leading the Nuclear freeze movement in both Manhattan and Central Park. Both women were met with many challenges in their efforts to lead the Nuclear Freeze Movement. These challenges included gender discrimination and discreditation as influential leaders by the media. Forsberg's strong leadership in the nuclear freeze movement is thought to be very influential in the writing of foreign policy during the Reagan administration and is even credited with catalyzing the negotiation of the INF treaty between President Reagan and Mikhail Gorbachev.

George Bunn was an American diplomat,lawyer,and nonproliferation expert. He drafted the legislation that created the U.S. Arms Control and Disarmament Agency (ACDA),was one of the lead U.S. negotiators of the nuclear Nonproliferation Treaty (NPT),served as Dean of the law school at the University of Wisconsin–Madison,and spent the last two decades of his career at the Center for International Security and Cooperation at Stanford University.

C.S. Eliot Kang is an American diplomat and member of the Senior Executive Service. He currently serves as the Assistant Secretary for the Bureau of International Security and Nonproliferation (ISN) at the U.S. Department of State. From January to July 2021 and January 2017 to January 2018,Kang served as acting ISN Assistant Secretary and also exercised the authority of the Under Secretary of State for Arms Control and International Security Affairs. He also served as acting ISN Assistant Secretary from January to June 2009.

He has served as Special Representative of the President for Nuclear Nonproliferation within the Bureau of International Security and Nonproliferation at the State Department since 2021. He previously served in the same role from 2014 through 2017 under President Barack Obama. He also served as a professor of Practice and the Department of Energy Faculty Chair at the National War College.
Oriana Skylar Mastro is an American political scientist currently serving as a Courtesy Assistant Professor of Political Science at Stanford University and Center Fellow (tenure-track) at Stanford's Freeman Spogli Institute for International Studies. She is also a non-resident senior fellow at the American Enterprise Institute and continues to serve in the US Air Force Reserve as a strategic planner at the US Indo-Pacific Command.
