Belize has 201 recognized municipalities, consisting of 2 cities, 7 towns, and 192 villages. [1] [2] [3] Each type of municipality has a different form of government as defined by Title VIII of the Laws of Belize. [1] The largest municipality by population in Belize is Belize City with a population of 57,164. [4] The smallest municipalities by population are the villages of Estrella and Honey Camp, each with 37 residents. [4]

Cities and towns

There are two cities (Belize City and Belmopan) and seven towns in Belize. [5] As of 2000, the seven towns are Benque Viejo del Carmen, Corozal Town, Dangriga, Orange Walk Town, Punta Gorda, San Ignacio, and San Pedro. [6]

City and town councils consist of a mayor and a number of councillors (ten in Belize City, six in Belmopan and the towns). Mayors and councillors are directly elected to three-year terms, using the first past the post system. The mayor (except in Belize City) acts as the chief executive of the city or town, and allocates portfolios to the other councillors.

City and town councils have a wide range of functions. According to the Government of Belize website, "urban authorities are responsible for street maintenance and lighting, drains, refuse collection and public cemeteries. They also have discretionary powers over other services including infrastructure, parks and playgrounds, markets and slaughter-houses, public libraries, public buildings and the amenities of the city or town centre." [5]

Villages

Villages in Belize are typically governed by a village council. Village councils began in the 1950s and were formalized by the Village Councils Act 1999 which legalized their role and authority to administer village affairs. Villages are declared by ministerial order and one qualification for village status is a minimum of 200 voters. The council is required to meet at least once every quarter and has discretionary powers to appoint committees. Decisions of village committees are subject to the approval of their council. There are over 180 village councils in Belize. Village councils consist of a chairperson and six councillors, who are directly elected by registered villagers. Village councils have existed in Belize on an informal basis since the 1950s, but they were first put on a statutory footing by the Village Councils Act 1999. After the Act came into force, the first elections for village councils were held in March and April 2001. Village councils have a more limited range of functions than town councils. They "encourage and assist co-operation on economic and social development and general welfare", and can run community centres and advise the national government on the affairs of the locality. [5]

Some rural villages in Belize have an alcalde: a local magistrate who has both an administrative and a judicial role. In addition to presiding over local courts, alcaldes are responsible for managing communal land and act as school officers. This form of local governance is practised mainly in Mayan communities in Belize, but any rural community can choose to appoint an alcalde. [5]

Belmopan is the capital city of Belize. Its population in 2010 was 16,451. In addition to being the smallest capital city in the continental Americas by population, Belmopan is the third-largest settlement in Belize, behind Belize City and San Ignacio. Founded as a planned community in 1970, Belmopan is one of the newest national capital cities in the world. Since 2000, Belmopan has been one of two settlements in Belize to hold official city status, along with Belize City.

Belize is a parliamentary representative democratic monarchy, whereby the king of Belize serves as head of state and the prime minister is the head of government, and of a multi-party system. Executive power is exercised by the government. Legislative power is vested in both the government and the Parliament of Belize.

In many countries, a mayor is the highest-ranking official in a municipal government such as that of a city or a town. Worldwide, there is a wide variance in local laws and customs regarding the powers and responsibilities of a mayor as well as the means by which a mayor is elected or otherwise mandated. Depending on the system chosen, a mayor may be the chief executive officer of the municipal government, may simply chair a multi-member governing body with little or no independent power, or may play a solely ceremonial role. A mayor's duties and responsibilities may be to appoint and oversee municipal managers and employees, provide basic governmental services to constituents, and execute the laws and ordinances passed by a municipal governing body. Options for selection of a mayor include direct election by the public, or selection by an elected governing council or board.

<span class="mw-page-title-main">Cayo District</span> District of Belize

Cayo District is located in the west part of Belize, and it contains the capital, Belmopan. It is the most extensive, second-most populous and third-most densely populated of the six districts of Belize. The district's capital is the town of San Ignacio.

San Ignacio and Santa Elena are towns in western Belize. San Ignacio serves as the cultural-economic hub of Cayo District. It got its start from mahogany and chicle production during British colonisation. Over time it attracted people from the surrounding areas, which led to the diverse population of the town today. San Ignacio is the largest settlement in Cayo District and the second largest in the country, after Belize City.

A municipal council is the legislative body of a municipality or local government area. Depending on the location and classification of the municipality it may be known as a city council, town council, town board, community council, rural council, village council, or board of aldermen.

<span class="mw-page-title-main">2006 Belizean municipal elections</span>

A series of local elections were held on March 1, 2006, to fill vacancies for town councils in Corozal, Orange Walk, San Pedro, San Ignacio, Benque Viejo, Dangriga, Punta Gorda, Belize City and Belmopan. All the councils except Belize City elected one mayor and six councilors; Belize City elected one mayor and ten councilors.

<span class="mw-page-title-main">Vision Inspired by the People</span> Political party in Belize

Vision Inspired by the People (VIP) is a political party established in December 2005 in the Cayo District of Belize. It first contested municipal elections in the capital city of Belmopan on 1 March 2006, receiving 20 percent of votes cast but none of the seven seats. VIP operates primarily in Belmopan, but also has a presence in the Belize and Corozal Districts.

A series of municipal elections were held on March 5, 2003, to elect City and Town Councils in the Cities of Belize and Belmopan and the towns of Corozal, Orange Walk, San Pedro, San Ignacio/Santa Elena, Dangriga and Punta Gorda. 142 candidates ran in this election, of whom 25% were women.

A municipal election was held in Belize on 4 March 2009. Voters elected sixty seven representatives, eighteen in city councils and forty nine in town councils.

The opposition People's United Party won the remaining seats, losing control of town councils in Dangriga and Punta Gorda, maintaining a majority only in Orange Walk Town.

Municipal elections were held in Belize on 7 March 2018. Voters elected a total 67 representatives. This includes a mayor in each of the nine communities, 42 town councils and 16 city councillors. The elections saw the People's United Party approach local parity with the ruling United Democratic Party. In 2015, the UDP won 62 out of the 67 seats nationwide, with the opposition People's United Party won the remaining seats. In 2018, the UDP won 41 seats, with the PUP picking up the remaining 26. The PUP gained complete council control of Belize City and Corozal Town, picked up a council seat in Dangriga, and regained complete control of the Orange Walk Town council. The Belize Progressive Party had 13 councillor candidates in three elections, and mayoral candidates in those three elections as well as in San Ignacio/Santa Elena. There were also seven independent candidates for mayor.

<span class="mw-page-title-main">2021 Belizean municipal elections</span>

Municipal elections were held in Belize on 3 March 2021. Voters elected a total 67 representatives. This includes a mayor in each of the nine communities, 42 town councils and 16 city councillors. This election saw another historic consecutive landslide victory for the People's United Party which won all 9 municipalities and 65 of the 67 municipal seats with the United Democratic Party (UDP) losing 38 municipal seats and only managing to hold on to two. This election took place a few months after the PUP's historic 2020 Belizean general election victory.

Municipal elections were held in Belize on 6 March 2024. Local offices were elected, including the Mayor of Belize City and the City of Belmopan.
