Lieutenant Paul Anthony Lynden Singer, MVO is an Australian public servant and naval officer serving as the 12th and current official secretary to the governor-general of Australia under Sir Peter Cosgrove since August 2018 and General David Hurley since July 2019. He is a serving officer in the Royal Australian Navy Reserve (RANR),and formerly an active lieutenant in the Royal Australian Navy (RAN).
Singer enlisted in the Royal Australian Navy in January 1996 as a principal warfare officer. He served on numerous vessels including as the warfare and boarding officer onboard HMAS Anzac (2001–2003) and as the executive officer of HMAS Launceston (2003–2005). From 2005–2006 he was the course implementation officer at HMAS Cerberus. [1]
In May 2008 he transferred to active reserve as a Lieutenant.
In 2008,Singer took up a position at Government House as the Manager Strategic Program and Operations. He managed the 2011 Royal Visit and CHOGM. [1]
In 2015,he was appointed as the Director of Operations at Government House and ran the day to day management of the house. [1]
In 2016,he was appointed as Deputy Official Secretary and finally in 2018 as the Official Secretary. [1]
As the Official Secretary he serves as the ex-officio Secretary of the Order of Australia and secretary of the Australian Bravery Decoration Council. [2]
He was appointed a Member of the Royal Victorian Order (MVO) in the 2016 New Year Honours. [3]
On 19 February 2021 he was appointed an Officer of the Order of St John. [4]
The Royal Australian Navy (RAN) is the naval force of the Australian Defence Force (ADF). The professional head of the RAN is Chief of Navy (CN) Vice Admiral Mark Hammond AM,RAN. CN is also jointly responsible to the Minister of Defence (MINDEF) and the Chief of Defence Force (CDF). The Department of Defence as part of the Australian Public Service administers the ADF.

HMAS Creswell,is the training facility of the Royal Australian Navy (RAN) that predominately includes The Royal Australian Naval College (RANC) as well as the School of Survivability and Ship's Safety,the Beecroft Weapons Range,an administrative support department and Training Ship Jervis Bay. It is located between Jervis Bay Village and Greenpatch,on the shores of Jervis Bay in the Jervis Bay Territory. The RANC has been the initial officer training establishment of the Royal Australian Navy since 1915.
HMAS Watson is a Royal Australian Navy (RAN) base on Sydney Harbour at South Head,near Watsons Bay in Sydney,Australia. Commissioned in 1945,the base served as the RAN's radar training school. In 1956,torpedo and anti-submarine warfare training were relocated to the base,and by 2011,Watson was the main maritime warfare training base,as well as providing post-entry education for maritime warfare officers,training for combat system and electronic warfare sailors,and command training.
Rear Admiral James Vincent Purcell Goldrick,was an Australian naval historian,analyst of contemporary naval and maritime affairs,and a senior officer of the Royal Australian Navy (RAN). Following his retirement from the RAN,Goldrick was a fellow at the Sea Power Centre –Australia and an adjunct professor in the School of Humanities and Social Sciences in the University of New South Wales at the Australian Defence Force Academy. He was also a member of the Naval Studies Group at the Australian Centre for the Study of Armed Conflict and Society,an adjunct professor in the Strategic and Defence Studies Centre of the Australian National University and a professorial fellow of the Australian National Centre for Ocean Resources and Security at the University of Wollongong. He was a visiting fellow at All Souls College,University of Oxford in the first half of 2015,and a non-resident Fellow of the Lowy Institute from 2013 to 2018.
Rear Admiral Kevin John Scarce,is a retired Royal Australian Navy officer who was the 34th Governor of South Australia,serving from August 2007 to August 2014. He was succeeded by Hieu Van Le,who had previously been his lieutenant governor. He was Chancellor of the University of Adelaide from 2014 to 2020.

Vice Admiral Sir Alan Wedel Ramsay McNicoll,was a senior officer in the Royal Australian Navy (RAN) and a diplomat. Born in Melbourne,he entered the Royal Australian Naval College at the age of thirteen and graduated in 1926. Following training and staff appointments in Australia and the United Kingdom,he was attached to the Royal Navy at the outbreak of the Second World War. As torpedo officer of the 1st Submarine Flotilla in the Mediterranean theatre,McNicoll was decorated with the George Medal in 1941 for disarming enemy ordnance. He served aboard HMS King George V from 1942,sailing in support of several Arctic convoys and taking part in the Allied invasion of Sicily. McNicoll was posted for staff duties with the Admiralty from September 1943 and was involved in the planning of the Normandy landings. He returned to Australia in October 1944.
Vice Admiral Stuart Campbell Mayer,is a retired senior officer of the Royal Australian Navy. He joined the navy via the Royal Australian Naval College at HMAS Creswell in 1984 and qualified as a Principal Warfare Officer in 1994. He commanded HMAS Canberra (2002–04),HMAS Anzac (2007–09) and the International Stabilisation Force (2009–10),and deployed on operations to the Persian Gulf,East Timor,and the Arabian Sea during the Iraq War. He served as Commander Australian Fleet from 2014 to 2018,Head Force Design within the Vice Chief of Defence Force Group from 2018 to 2019,and Deputy Commander United Nations Command,based in South Korea,from 2019 to 2021. He retired from the navy in 2022 and was appointed a partner in Ernst &Young's consulting division.
Vice Admiral Robert Andrew Kevin Walls,was a senior officer of the Royal Australian Navy (RAN). In 42 years of service,Walls commanded HMA Ships Tobruk,Moreton and Brisbane,and served as Deputy Chief of Naval Staff and Maritime Commander Australia,before his career culminated in his appointment as Vice Chief of the Defence Force from April 1995 until his retirement in March 1997.
Vice Admiral Jonathan Dallas Mead,is a senior officer in the Royal Australian Navy. He joined the navy via the Royal Australian Naval College at HMAS Creswell in 1984,and spent his early career with the Clearance Diving Branch before training as a Principal Warfare Officer. He captained HMAS Parramatta on operations in the Persian Gulf from 2006 to 2007 during the Iraq War and commanded Combined Task Force 150,overseeing maritime counter-terrorism operations around the Arabian Peninsula and Horn of Africa,from 2011 to 2012. Vice Admiral Mark David Hammond,is a senior officer in the Royal Australian Navy (RAN),serving as the Chief of Navy since July 2022. He joined the RAN as an electronics technician in 1986 and,after being accepted for officer training,graduated from the Australian Defence Force Academy in 1990. Much of Hammond's career has been spent in the Submarine Service. He has served on operations in the Indo-Pacific,commanded the Collins-class submarineHMAS Farncomb,was Deputy Chief of Navy from 2018 to 2020,and served as Commander Australian Fleet from November 2020 to June 2022. He succeeded Vice Admiral Michael Noonan as Chief of Navy on 6 July 2022.
