Valentine Sendanyoye Rugwabiza (born 25,July 1963) is a Rwandan businesswoman and politician who has served as the country's Permanent Representative to the United Nations from 2016 to 2018. She now is the Special Representative of the Secretary-General and head of MINUSCA,the United Nations peacekeeping mission in the Central African Republic. [1] [2]
Rugwabiza was born on 25 July 1963. [3] She has a bachelor's and a master's degree in economics from the National University of Zaire. [3] [4]
For eight years,Rugwabiza worked for Swiss multinational company Hoffmann-La Roche,first as the head of commercial development and marketing for Central Africa in Yaoundé,and then as regional director in Ivory Coast. [5] She returned to Kigali in 1997 to run her own company,Synergy Group. [5] [4]
In 2002,Rugwabiza was appointed Rwanda's ambassador to Switzerland and Permanent Representative to the UN Office in Geneva,serving for three years. [6] [5]
From 2005 until 2013,Rugwabiza was Deputy Director-General of the World Trade Organization, [3] the first woman to hold the position. [4] She is a founding member of the Rwanda Private Sector Federation,the Rwanda Women Entrepreneurs’Organization and the Rwandese Women Leaders’Caucus. [7] [6]
Rugwabiza was CEO of the Rwanda Development Board from 2013 to 2014. [8] She served as Minister for East African Community from 2014 to 2016. [3] In 2015,she was named as one of Jeune Afrique's "50 powerful women in Africa." [9]
Rugwabiza was appointed Rwanda's Permanent Representative to the United Nations by President Paul Kagame in November 2016. [3] [10] She remains a member of the Cabinet of Rwanda [3] and was a member of the East African Legislative Assembly for a five-year term from 2012 until June 2017. [11]
In February 2022,the UN announced that Valentine Rugwabiza would replace the Senegalese Mankeur Ndiaye at the head of Minusca,the United Nations peacekeeping mission in the Central African Republic. [12]

United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic is a UN peacekeeping mission, which started on April 10, 2014, to protect Central African Republic civilians under Chapter VII of the UN Charter. It transformed the 6,000-strong African Union-led peacekeeping force known as MISCA into a UN peacekeeping mission and became operational on September 15, 2014. The Bangui National Forum was a national reconciliation conference organized by the transition government of the Central African Republic (CAR). It took place in Bangui from May 4 to 11, 2015 and was part of the third phase of the Brazzaville process. Following the Brazzaville ceasefire conference of July 2014 and the CAR popular consultations during the first quarter of 2015, the forum resulted in the adoption of a Republican Pact for Peace, National Reconciliation and Reconstruction in the CAR and the signature of a Disarmament, Demobilisation, Rehabilitation and Repatriation (DDRR) agreement among 9 of 10 armed groups.
Antoinette Montaigne is a politician with dual French and Central African citizenship. A lawyer with expertise in children's rights, she served as a city councillor in the suburbs of Paris in France. In January 2019, a series of clashes occurred in the town of Bambari in the Central African Republic between Union for Peace in the Central African Republic (UPC) rebels against government and United Nations Peacekeeping forces. Return, Reclamation, Rehabilitation is a rebel group in the northwestern part of Central African Republic. The group was formed in December 2015 to protect Fulani herders from Anti-balaka militia attacks. The group has launched attacks on numerous towns, killed unarmed civilians and UN peacekeepers, and carried out several kidnappings. Their leader was sanctioned in 2020 by the United States government, and members of the group have been sentenced by the Central African Republic's Special Criminal Court.
Zoukombo is a village located along the National Road 1 that connected Bangui to Cameroon-CAR border in Nana-Mambéré Prefecture. During Central African Republic Civil War, Zoukombo was the headquarter of the FDPC rebel group up until 5 April 2019.
