The 2017 SCO summit was the 17th annual summit of heads of state of the Shanghai Cooperation Organisation held between 7 - 10 June in Astana, Kazakhstan. [1] The upgrading of the membership of India and Pakistan to full members was one of the major topics, beside from security related topics, the Belt and Road Initiative and economic cooperation. [2]

Background

On 21 April 2017 the foreign ministers met in Astana to prepare the meeting. [3] The summit was planned to be before the opening of the Expo 2017, which also takes place in Astana.

India and Pakistan acceptance

The acceptance of India and Pakistan to the Shanghai Cooperation Organization was the first since 2001. This makes the SCO the largest and most populous international regional cooperation organization.

Belt and Road initiative

The summit in Astana was the first state visit of China's President Xi Jinping after the Belt and Road Forum in Beijing. The linking of SCO to the initiative was a major concern of the Chinese government. With Pakistan on a strategic position of the New Silk Road, the summit was thought to have a positive effect on further developments. Also the Belt and Road Initiative was also first proposed by President Xi in Kazakhstan in 2013.

Security issues and anti-terrorism

One of the major tasks of the SCO is the combat against terrorism, which is believed to be strengthened through the acceptance of the new members. [4]

The New Eurasian Land Bridge, also called the Second or New Eurasian Continental Bridge, is the southern counterpart to the Eurasian Land Bridge and runs through China and Central Asia with possible plans for expansion into South and West Asia. The Eurasian Land Bridge system is important as an overland rail link between China and Europe, with transit between the two via Central Asia and Russia. In the light of the Russia-Ukraine war, China halted further investments in the part of the bridge that was planned to go through Russia.

<span class="mw-page-title-main">Astana Economic Forum</span> International platform for dialogue

The Astana Economic Forum (AEF) is an international and regional platform for dialogue and a nonprofit organization headquartered in Nur-Sultan, Kazakhstan. It was organized by the Eurasian Economic Club of Scientists Association and the Government of Kazakhstan in 2008. After a decade the forum is taking on an additional name – The Global Challenges Summit – to reflect the topics and draw of attendees from around the world. Since 2015 the Forum is organized by the Economic Initiatives Fund of Kazakhstan, which is a part of the Economic Research Institute under the Ministry of National Economy. A meeting is held each year in Nur-Sultan in which more than eight thousand delegates from one hundred countries are brought together: They include chief executive officers of businesses, politicians, journalists, scientists and Nobel Prize laureates.

The 2014 SCO summit was the 13th annual summit of heads of state of the Shanghai Cooperation Organisation held between 11 and 12 September in Dushanbe, Tajikistan. Security was among the top issues for 13th annual summit and all members during the last meeting reached a consensus on fighting against separatism, extremism and terrorism, as well as on safeguarding regional peace and security therefore Afghanistan will be focal point during talks in Dushanbe, claim some diplomats of member countries.

<span class="mw-page-title-main">Belt and Road Initiative</span> Chinas global infrastructure project

The Belt and Road Initiative, known within China as the One Belt One Road or OBOR for short, is a global infrastructure development strategy adopted by the Chinese government in 2013 to invest in more than 150 countries and international organizations. It is considered a centerpiece of the Chinese leader Xi Jinping's foreign policy. The BRI forms a central component of Xi's "Major Country Diplomacy" strategy, which calls for China to assume a greater leadership role for global affairs in accordance with its rising power and status. It has been compared to the American Marshall Plan. As of January 2023, 151 countries were listed as having signed up to the BRI.

The Belt and Road Forum for International Cooperation is an international political and economical forum of the Belt and Road Initiative.

<span class="mw-page-title-main">State visits by Xi Jinping to Italy and France</span>

Xi Jinping's visit to Italy and France was a state visit of President and General Secretary Xi Jinping of China to Italy and France from 21–26 March 2019. It was his second trip to the Southern European region in five months, the first state visit to Italy and France in 10 and 5 years respectively and his first foreign trip of 2019. It also coincided with the 55th anniversary of the establishment of China-France relations in 1964. During the visits, Xi met with Emmanuel Macron and Giuseppe Conte, the President of France and Prime Minister of Italy respectively. The two visits were part of a bigger European trip by Xi which also included a visit to Monaco to meet with Albert II, Prince of Monaco. A topic that came up in both visits was the Belt and Road Initiative.

The Shanghai Cooperation Organisation Interbank Consortium is a platform for joint financing of development projects by members and other participants of the Shanghai Cooperation Organisation.
