Robert Cortez Scott is an American lawyer and politician serving as the U.S. representative for Virginia's 3rd congressional district since 1993. A member of the Democratic Party, he is the dean of Virginia's congressional delegation and the first Filipino American voting member of Congress. The district serves most of the majority-black precincts of Hampton Roads, including all of the independent cities of Norfolk, Newport News and Portsmouth, and parts of the independent city of Chesapeake. From 2019 to 2023, Scott was chair of the House Education and Labor Committee. He has been ranking member on that committee since 2023.

Since 1990, he has been a member of the Virginia House of Delegates, representing the 66th district in the east-central part of the state, including parts of Caroline and Spotsylvania counties; the former county is included in the Greater Richmond Region and the latter county is included in the Washington metropolitan area. From 1990–1991, the District encompassed all of Spotsylvania County, part of Caroline County, and part of the Fredericksburg City. From 1992–2001, the District encompassed part of Spotsylvania County and all of Fredericksburg City. He is a member of the Republican Party.
Barry D. Knight is an American politician. A Republican, he was elected a member of the Virginia House of Delegates in a special election on January 6, 2009. He currently represents the 98th district, made up of parts of the cities of Virginia Beach and Chesapeake.

Democrats gained 3 seats, winning back control with a 51-49 majority after having previously lost it in 2021.
