Deborah Ruth Malac (born 1955) [1] is an American diplomat,who served as the United States Ambassador to Uganda. She was nominated by President Barack Obama and was confirmed by the Senate Nov. 19,2015. She previously served as United States Ambassador to Liberia.
Malac is the daughter of Marian Bartak Malac and Barry Forrest Malac, [2] a Czech immigrant. [3] In 1977 Malac earned a B.A. in international studies magna cum laude and Phi Beta Kappa from Furman University. She also received an M.A. in foreign affairs from the University of Virginia in 1981. She later studied at the Industrial College of the Armed Forces (now Dwight D. Eisenhower School for National Security and Resource Strategy) and received an M.S. in national resources strategy there in 2002. [4] Malac spent a year studying international law at the University of Basel on a Fulbright Foundation fellowship. [5]
Malac joined the Department of State in 1981. She has spent most of her career focusing on Africa. Her assignments included serving as desk officer for Laos and South Africa. Overseas assignments brought her to Bangkok,Pretoria,and Yaoundé,Cameroon,Senegal and Ethiopia. [6] [5]
In 2012 Malac became to U.S. Ambassador to Liberia. In 2014,a major Ebola outbreak started there,and Malac helped coordinate the U.S. response to the medical and humanitarian crisis. Liberia's President,Ellen Johnson Sirleaf,joined Malac in a tour of the Liberian capital and implored U.S. President Barack Obama to assist the country. [7] When aid was forthcoming,Malac assured Liberians that American military assistance (which became Operation United Assistance) were not there to organize a coup against Ellen Johnson-Sirleaf. [8] Malac later noted that coordinated efforts helped to curb the epidemic. [9] [10]
On September 19,2015 President Obama nominated Malac to become the U.S Ambassador to Uganda to replace Scott DeLisi,who announced he was retiring. The Senate confirmed the nomination in November 2015. [11] When elections took place shortly after her arrival,the government of Uganda issued statements critical of Malac for her admonition not to sacrifice democratic processes in the country for the sake of security. [12] Her mission terminated on January 26,2020.
In addition to English,Malac speaks French,German and Thai. Malac and her husband,Ron Olson,have three children. [13]
Ellen Johnson Sirleaf is a Liberian politician who served as the 24th President of Liberia from 2006 to 2018. Sirleaf was the first elected female head of state in Africa.

She previously served as the 28th United States Ambassador to the United Nations from 2013 to 2017. Power is a member of the Democratic Party.
Mary Tanyonoh Broh is the former mayor of Monrovia,the capital city of Liberia. She first served the Liberian government in March 2006 as the Special Projects Coordinator for President Ellen Johnson Sirleaf's executive staff. In 2007,she was promoted to direct the Passport Bureau in a successful attempt to curtail and eliminate corruption and bribery within the division. In 2008,Broh became the Deputy Director of the National Port Authority. In February 2009,she was selected to serve as Acting Mayor of Monrovia in place of the previous mayor,Ophelia Hoff Saytumah,in the President's effort to legitimize the Monrovia City Corporation's (MCC) administrative and financial management. Although Broh was seated in February 2009 by appointment,rather than by the usual democratic election process,she was not officially confirmed by the Liberian Senate.

She was the Deputy Director and Chief Operating Officer of the Peace Corps from April 2010 to December 2015,serving as Acting Peace Corps Director from September 2012 until June 2014 when she was elevated to Director. Mayor Gibson has been a community advocate for many years,working over the past 17 years in women's empowerment,legal,and city administration in Liberia and the United States. She was appointed as acting Mayor on November 14,2012;the youngest mayor in the country. Gibson has focused her administration on improving and empowering communities in Paynesville by providing infrastructure,education,access to employment and entrepreneurship,and basic services such as water,energy,sanitation,housing,health,and safety.
Corruption is endemic at every level of Liberian society,making Liberia one of the most politically corrupt nations in the world. As such,corruption is not specifically a punishable crime under Liberian law,which further exacerbates the nature of corruption present in the country. When President Sirleaf took office in 2006,she announced that corruption was “the major public enemy.”
An epidemic of Ebola virus disease occurred in Liberia from 2014 to 2015,along with the neighbouring countries of Guinea and Sierra Leone. The first cases of virus were reported by late March 2014. The Ebola virus,a biosafety level four pathogen,is an RNA virus discovered in 1976.
