The European Battery Alliance (EBA) is Europe's plan to create its own competitive and sustainable battery cell manufacturing value chain. Its purpose is to ensure that Europe benefits from the technological evolution in the Electric Vehicle Market and beyond. The action plan includes cleaner and more sustainable vehicles as well as safer traffic operations across Europe. [1]

Stakeholders

120 industrial innovation stakeholders are currently active under the EBA alliance in partnership with participant EU states and the European Investment Bank. [2] This entails growth and investment potential of the battery sector across Europe and beyond.

Operations

The action plan adopted focuses on innovating and developing a sustainable and competitive battery 'ecosystem' within Europe. The primary objective is to create a manufacturing value chain with sustainable battery cells at its core in order to avoid a technological dependence from 3rd parties. According to analysts, by 2025, Europe could capture a €250 billion market. EU wide demand is forecast to demand 10 to 20 large-scale battery cell production facilities. [3] The first planned plant, called the "Automotive Cell Co.", will be stationed at a Groupe PSA’s site in Kaiserslautern. Saft Groupe S.A. will be taking part in the operations as this plant will be complementing another production facility located at Hauts-de-France. The two plants are to be operational by 2024, employ around 2,000 and serve up to 15% of Europe's demand. [4]

Environmental impact

The European Union and all stakeholders involved are considering the entire life-cycle of batteries, including the environmental gains of use and the impact triggered by their production. Recycling and the recovery of materials at the end of the life cycle reduces the impact of both mining and manufacturing. CO2 emissions and hazardous substances used are lowered and the impact of mining is reduced. The EU wants to ensure recycling through the Battery Directive to offset the negative side of the equation. [5]

Economic impact

The European Commission sees batteries as a core component of the current industrial revolution. It sees the development and production of this technology as having a strategic commercial role in the transition to clean mobility and clean Energy systems. Bernstein Research stated that developing European cell capacity could cost as much as $30bn (€25bn). [6]

History

EBA was launched in October 2017 by Vice President Maroš Šefčovič.

On 30 september 2020, the EU launched its European Raw Materials Alliance (ERMA). It is aiming for strategic autonomy on critical raw materials. It is modelled on the European Battery Alliance and focuses on metals and rare earths which are used to build magnets for batteries and all kinds of electric and electronic devices. Part of its objectives is to allow the EU to become "almost" self-sufficient on lithium for batteries by 2025. [7] [8] [9]

The EIT’s three “core pillars” of activities are: entrepreneurial education programmes and courses across Europe that transform students into entrepreneurs; business creation and acceleration services that scale ideas and budding businesses; and innovation-driven research projects that turn ideas into products by connecting partners, investors, and expertise.

Sustainable products are those products that provide environmental, social and economic benefits while protecting public health and environment over their whole life cycle, from the extraction of raw materials until the final disposal.

Life cycle thinking refers to the consideration of environmental impacts throughout the various stages of a product's existence and the endeavor to minimize these impacts whenever feasible. It aims to prevent the transfer of environmental burdens from one stage to another. Additionally, life cycle thinking acknowledges the role of technological advancement in addressing environmental concerns.

EVolution is a research project funded by the European Commission under The 7th Framework Programme of the Green Cars initiative. It started on 1 October 2012 with a specified duration of 4 years. The objective of the project was to develop new materials that will significantly reduce the weight of the new generation of hybrid and electric vehicles.

Since 2011 the European Commission has assessed every 3 years a list of Critical Raw Materials (CRMs) for the EU economy within its Raw Materials Initiative. To date, 14 CRMs were identified in 2011, 20 in 2014, 27 in 2017 and 30 in 2020. These materials are mainly used in energy transition and digital technologies. Then in March 2023 Commission President Ursula von der Leyen proposed the Critical Raw Materials Act, "for a regulation of the European Parliament and of the European Council establishing a framework for ensuring a secure and sustainable supply of critical raw materials". At the time, Europe depended on China for 98% of its rare-earth needs, 97% of its lithium supply and 93% of its magnesium supply.

Sustainable Materials Management is a systemic approach to using and reusing materials more productively over their entire lifecycles. It represents a change in how a society thinks about the use of natural resources and environmental protection. By looking at a product's entire lifecycle new opportunities can be found to reduce environmental impacts, conserve resources, and reduce costs.

The InvestEU Programme, until 2021 known as the European Fund for Strategic Investments (EFSI), also called the Juncker Plan, is an initiative of EIB Group and the European Commission aimed at boosting the economy through mobilising private financing for strategic investments. EFSI was established in 2015 through the EU Regulation 2015/1017. EFSI is one of the three pillars of the Investment Plan for Europe. EFSI is a EUR 16 billion guarantee from the EU budget plus EUR 5 billion from the EIB’s own capital. EFSI has been integrated into the EIB Group and projects supported by EFSI are subject to the normal EIB project cycle and governance.

<span class="mw-page-title-main">Environmental footprint of electric cars</span>

Electric cars have a different environmental footprint than conventional internal combustion engine vehicles (ICEVs). While aspects of their production can induce similar, less or alternative environmental impacts, they produce little or no tailpipe emissions, and reduce dependence on petroleum, greenhouse gas emissions, and health effects from air pollution. Electric motors are significantly more efficient than internal combustion engines and thus, even accounting for typical power plant efficiencies and distribution losses, less energy is required to operate an EV. Manufacturing batteries for electric cars requires additional resources and energy, so they may have a larger environmental footprint from the production phase. EVs also generate different impacts in their operation and maintenance. EVs are typically heavier and could produce more tire and road dust air pollution, but their regenerative braking could reduce such particulate pollution from brakes. EVs are mechanically simpler, which reduces the use and disposal of engine oil.

Skeleton Technologies is an energy storage developer and manufacturer for transportation, grid, automotive, and industrial applications. Skeleton uses a patented raw material, curved graphene, to produce solutions for the energy storage market, including high-power supercapacitors and high-energy solid-state batteries.

The electric vehicle supply chain comprises the mining and refining of raw materials and the manufacturing processes that produce lithium ion batteries and other components for electric vehicles. The lithium-ion battery supply chain is a major component of the overall EV supply chain, and the battery accounts for 30%-40% of the value of the vehicle. Lithium, cobalt, graphite, nickel, and manganese are all critical minerals that are necessary for electric vehicle batteries. There is rapidly growing demand for these materials because of growth in the electric vehicle market, which is driven largely by the proposed transition to renewable energy. Securing the supply chain for these materials is a major world economic issue. Recycling and advancement in battery technology are proposed strategies to reduce demand for raw materials. Supply chain issues could create bottlenecks, increase costs of EVs and slow their uptake.
