In the Philippines, provinces are one of its primary political and administrative divisions. There are 82 provinces at present, which are further subdivided into component cities and municipalities. The local government units in the National Capital Region, as well as independent cities, are independent of any provincial government. Mariano Marcos y Rubio was a lawyer, educator, and politician from Batac, Ilocos Norte, Philippines. A Congressman from 1925 to 1931, he is best known for being the father of Ferdinand Marcos, who was President of the Philippines from 1965 to 1986, and the grandfather of current senator Imee Marcos and the current 17th Philippine president Bongbong Marcos.

The 2016 presidential campaign of Miriam Defensor Santiago, a then-incumbent Senator of the Philippines, was announced on October 13, 2015 at a book signing event. Ilocos Norte's 1st congressional district is one of the two congressional districts of the Philippines in the province of Ilocos Norte. It has been represented in the House of Representatives of the Philippines since 1916 and earlier in the Philippine Assembly from 1907 to 1916. The district consists of the provincial capital city of Laoag and adjacent municipalities of Adams, Bacarra, Bangui, Burgos, Carasi, Dumalneg, Pagudpud, Pasuquin, Piddig, Sarrat and Vintar. It is currently represented in the 19th Congress by Sandro Marcos of the Partido Federal ng Pilipinas (PFP).

Ferdinand Alexander "Sandro" Araneta Marcos III is a Filipino politician who is the representative of Ilocos Norte's 1st congressional district since 2022, and the eldest of three sons of Philippine President Bongbong Marcos and First Lady Liza Araneta Marcos.
Cayetano Ligot, the man appointed by Governor General Leonard Wood, was born in Laoag, Ilocos Norte, on August 7, 1877. He was a graduate of the Philippine Normal School and received a bachelor's degree from the Ateneo Rizal College of Pharmacy. He was a teacher, principal, professor, editor of a weekly paper (1915-17), provincial inspector of census, organizer of 121 rural credit banks, and elected governor of Ilocos Norte (1919-22).
