IBM Center for The Business of Government logo

The IBM Center for The Business of Government is an independent business think tank that focuses on management issues in the U.S. Federal government. Founded in 2002, the Center is located in Washington, D.C.

The center funds independent third-party research, [1] publishes a bi-annual magazine, produces a weekly radio interview program, convenes discussions with practitioners and academics, and hosts forums and other online content. Its aim is to promoted "thought leadership that focuses on public management issues facing government executives at all levels".

History

The Center was established in 1998 as the PriceWaterhouseCoopers Endowment for The Business of Government. In 2002, IBM acquired the management consulting arm of PriceWaterhouseCoopers, and the Center was renamed. Since 2012, the Center has been led by Executive Director Dan Chenok, [2] a former career federal executive for information policy and technology at the Office of Management and Budget (OMB). [3]

Research and publications

"Unlike traditional scholarly outlets, the IBM Center makes explicitly clear that its reports are to be ‘written for government executives and managers’ and that in making the decision to fund research proposals, it looks for very practical findings and recommendations—not just theory and concepts—in order to assist executives and managers to more effectively respond to mission and management challenges." [4]

Since its inception, the center has published more than 250 research reports and books in areas such as public sector management and performance, technology and innovation, security and privacy, acquisition and procurement, and citizen engagement. [3] [ failed verification ] Reports are commissioned through a competitive funding process [5] which occurs twice a year, in the spring and fall.

Funded researchers have included academics from top schools of public management and business at Harvard University, the London School of Economics, Syracuse University and Johns Hopkins University.

The Business of Government Hour

The weekly radio program The Business of Government Hour [24] interviews government executives . As a platform for government executives to discuss their careers, agencies and agency accomplishments, as well as their vision of government in the 21st century, the program provides a forum for government leaders to highlight key initiatives, management challenges and successes.

The Business of Government Hour has interviewed more than 300 government executives from deputy secretaries to C-Suite executives from a range of federal agencies, as well as state and local government executives.

The show has interviewed such government executives and thought leaders as Admiral Thad Allen, Dr. Francis Collins, Dr. Anthony Fauci, Governor Tim Kaine, Dr. Raymond Orbach, Dr. Robert Braun, Dr. Kathleen Merrigan, General Michael Hayden, General James Clapper, Robert F. Hale, David Walker, Gene Dodaro, Michael Astrue, Ambassador Elizabeth Frawley Bagley, Craig Fugate, Alec Ross, Tom Allen, General Tony Zinni and Professor Joseph Nye.[ citation needed ]

The National Telecommunications and Information Administration (NTIA) is an agency of the United States Department of Commerce that serves as the President's principal adviser on telecommunications policies pertaining to the United States' economic and technological advancement and to regulation of the telecommunications industry.

The National Climate Assessment (NCA) is a United States government interagency ongoing effort on climate change science conducted under the auspices of the Global Change Research Act of 1990. The NCA is a major product of the U.S. Global Change Research Program (USGCRP) which coordinates a team of experts and receives input from a Federal Advisory Committee. NCA research is integrated and summarized in the mandatory ongoing National Climate Assessment Reports. The reports are "extensively reviewed by the public and experts, including federal agencies and a panel of the National Academy of Sciences. For the Third National Climate Assessment, released in 2014, USGCRP coordinated hundreds of experts and received advice from a sixty-member Federal Advisory Committee. The Fourth NCA (NCA4) was released in two volumes, in October 2017 and in November 2018.

The General Services Administration (GSA) is an independent agency of the United States government established in 1949 to help manage and support the basic functioning of federal agencies. GSA supplies products and communications for U.S. government offices, provides transportation and office space to federal employees, and develops government-wide cost-minimizing policies and other management tasks.

Managed services is the practice of outsourcing the responsibility for maintaining, and anticipating need for, a range of processes and functions, ostensibly for the purpose of improved operations and reduced budgetary expenditures through the reduction of directly-employed staff. It is an alternative to the break/fix or on-demand outsourcing model where the service provider performs on-demand services and bills the customer only for the work done.

The Philippines' Presidential Management Staff is an agency attached to Malacañang that is tasked to manage the development and formulation of the projects and policies of the Office of the President. Though the PMS is headed by a Secretary, the Secretaries of the Cabinet, Chief of Staff, and Appointments, support the agency. The PMS, the Office of the Appointments Secretary and the newly created Events Management Cluster are under the supervision of the Office of the Special Assistant to the President.

The McCourt School of Public Policy is one of ten constituent schools of Georgetown University. The McCourt School offers master's degrees in public policy, international development policy, policy management, data science for public policy, and policy leadership as well as administers several professional certificate programs and houses fifteen affiliated research centers. The McCourt School has twenty-one full-time faculty members, ten visiting faculty members, more than one-hundred adjunct faculty members and approximately 450 enrolled students across the various degree and executive education programs.

The Office of Energy Efficiency and Renewable Energy (EERE) is an office within the United States Department of Energy. Formed from other energy agencies after the 1973 energy crisis, EERE is led by the Assistant Secretary of Energy Efficiency and Renewable Energy, who is appointed by the president of the United States and confirmed by the U.S. Senate. Alejandro Moreno currently leads the office as the Acting Assistant Secretary.

Diana Farrell is a banker and political advisor who served until 2021 as the founding President and Chief Executive Officer of the JPMorgan Chase Institute, a global think tank dedicated to delivering data-rich analyses and expert insights for the public good. Previously, Ms. Farrell was the Global Head of the McKinsey Center for Government (MCG), providing research, proprietary data, and other tools to support government leaders focused on improving performance. In addition, she was a leader of McKinsey’s global Public Sector Practice, and a member of their Partner Review Committee.

<span class="mw-page-title-main">Good government organizations in the United States</span>

The United States has a history of citizen, nonprofit, and other non-partisan groups advocating good government that reaches back to the late-19th-century municipal-level Progressive Movement and the development of governmental professional associations in the early part of the 20th century, such as the American Public Human Services Association and the International City/County Management Association. Many of these groups had their genesis at the Public Administration Center at 1313 East 60th Street, at the University of Chicago.

The Government Performance Coalition was created in 1999 by a group of organizations and researchers with the goal of presenting the president of the United States, government managers, Congress, the media, and the public views on the improvement of government management. The coalition maintains that it seeks to ensure a continued focus and attention to performance and management issues and to identify existing issues that need new attention, and refine past efforts and highlight related governance policies that affect performance. The Coalition, comprising nearly two dozen organizations, meets regularly in Washington, D.C. to serve as a clearinghouse for its individual members’ respective agendas regarding government management improvement. During presidential election years, the Coalition sponsors events to highlight the importance of good government management issues in the campaign and to prepare materials that would be helpful to the winning candidate’s incoming political appointees.

The Office of Social Innovation and Civic Participation was an office new to the Obama Administration, created within the White House, to catalyze new and innovative ways of encouraging government to do business differently. Its first director was the economist Sonal Shah. The final director was David Wilkinson.

David Marchick is an American attorney, businessman, academic, and diplomat who serves as dean of the Kogod School of Business at American University. He previously served as chief operating officer of the United States International Development Finance Corporation during the first year of the Biden administration. He previously served as director of the Center for Presidential Transition, as a senior executive at The Carlyle Group and in four departments in the Clinton administration. He is the co-author of the book, "The Peaceful Transfer of Power: An Oral History of America's Presidential Transitions", published by UVA press.

<span class="mw-page-title-main">Shelley H. Metzenbaum</span>

Shelley Hope Metzenbaum is an American nonprofit executive, academic, and former government official specializing in public sector performance management. She was the founding president of the Volcker Alliance and worked in the Office of Management and Budget during the Obama administration. Metzenbaum is a fellow of the National Academy of Public Administration.

Ines Mergel is a full professor of public administration in the department of politics and public administration at the University of Konstanz, Germany. She was previously on the public administration faculty at The Maxwell School of Citizenship and Public Affairs of Syracuse University, where she earned tenure as an associate professor of public administration and international affairs. Mergel is an expert in social media and teaches courses in agile government, digital government, and social media in the public sector.

According to the United States Office of Government Ethics, a political appointee is "any employee who is appointed by the President, the Vice President, or agency head". As of 2016, there were around 4,000 political appointment positions which an incoming administration needs to review, and fill or confirm, of which about 1,200 require Senate confirmation. The White House Presidential Personnel Office (PPO) is one of the offices most responsible for political appointees and for assessing candidates to work at or for the White House.

Rosemary O'Leary is the Edwin O. Stene Distinguished Professor of Public Administration at the University of Kansas. Her research focuses on public management, collaboration, conflict resolution, environmental and natural resources management, and public law.
