The United States Congress is the bicameral legislature of the federal government of the United States consisting of two houses: the lower house known as the House of Representatives and the upper house known as the Senate. The House and Senate are equal partners in the legislative process—legislation cannot be enacted without the consent of both chambers.

Once a bill is approved by one house, it is sent to the other which may pass, reject, or amend it. For the bill to become law, both houses must agree to identical versions of the bill. After passage by both houses, a bill is enrolled and sent to the president for signature or veto. Bills from the 118th Congress that have successfully completed this process become public laws, listed as Acts of the 118th United States Congress.

The Lawsuit Abuse Reduction Act of 2015 is legislation that amends Rule 11 of the Federal Rules of Civil Procedure to require judges to impose mandatory sanctions on attorneys, law firms, or parties who file frivolous "claims, defenses, and other legal contentions." The legislation replaces the current rule, which allows judges' discretion to impose sanctions, and instead forces judges to impose mandatory sanctions prescribed by Congress. It also removes the rule's safe harbor protection, which currently allows attorneys to correct their pleadings, claims or contentions within a 21-day period without fear of sanctions.

In the United States Congress, a bill is proposed legislation under consideration by either of the two chambers of Congress: the House of Representatives or the Senate. Anyone elected to either body can propose a bill. After both chambers approve a bill, it is sent to the President of the United States for consideration.
