Michael L. Howard is a retired United States Army lieutenant general who last served as the deputy commander of the United States European Command. [1] Prior to that, he was the command's operations director. [2]

Howard earned a B.S. degree in biology from Mercer University in 1986. [2] He later received an M.S. degree in national security strategic studies from the National War College. [1]

Prior to his current European assignment, Howard served for two years as the commanding officer of the Military District of Washington (MDW). [1] During that time, he also served as the official escort for former President George W. Bush and his family during the state funeral for his father, former President George H. W. Bush, in late 2018. [2] [3]

J. Richard Capka

J. Richard "Rick" Capka was sworn in as the 16th Federal Highway Administrator on May 31, 2006 and served until he resigned on January 24, 2008. Previously, Capka had been appointed the Deputy Administrator of the Federal Highway Administration (FHWA) in August 2002 and was the Acting Administrator since August 2005. In those capacities, he helped to prepare the Bush administration's proposed transportation reauthorization legislation; to shape the management of highway mega-projects and; to develop national programs and initiatives to relieve congestion. Lieutenant General Howard W. Penney of United States Army, was first director of Defense Mapping Agency from July 1972 to August 1974. Under Penney's leadership, the new agency focused its assets into a decentralized structure with a lean staff to respond to the rising demands for geographic information by a variety of military users.
