Omar R. Lopez is an American special agent and attorney serving as the sixth civilian director of the Naval Criminal Investigative Service (NCIS) since 2019. He is the first Hispanic American to serve in the role. Lopez was previously the executive assistant director for the NCIS national security directorate.
Lopez is a native of Pico Rivera,California and Hermosa,South Dakota. [1] He earned a Bachelor of Arts degree in political science with honors from California State Polytechnic University,Pomona. [2] He also holds a Juris Doctor degree from Loyola Law School and practiced formerly in California and Washington,D.C. [2]
Lopez was commissioned in the United States Navy Judge Advocate General's Corps as a judge-advocate in 1995. [2] He served in active duty and reserve assignments with U.S. Naval Special Warfare Command,U.S. Pacific Command,and the U.S. Court of Appeals for the Armed Forces. [2] Lopez served as a trial counsel and special Assistant U.S. Attorney in California. [2] Following active duty,he worked for a law firm in Washington D.C.,specializing in litigation and energy regulation. [2]
In 2003,Lopez began his career with Naval Criminal Investigative Service (NCIS) as a special agent,assigned to the Port Hueneme Resident Agency in California. [2] He worked across NCIS mission areas,including criminal drug operations,national security operations,and protective service operations,with special assignments to Federal,state,and local task forces,including deployment with the Coalition Provisional Authority –Iraq. [2] Lopez served in leadership positions at NCIS Headquarters and field offices,both domestically and overseas. [2] He was the executive assistant director for the NCIS national security directorate. [2] Lopez exercised program management and oversight over global counterterrorism and counterintelligence investigations and operations,including espionage,terrorism,compromise,technology transfer,cyber operations,threats to research,development,and acquisition programs;force protection activities,and insider threat programs. [2] In May 2019,he was awarded the silver medal of meritorious service by the Hispanic American Police Command Officers Association. [3] On June 4,2019,Lopez was sworn in by the United States secretary of the Navy,Richard V. Spencer,as the sixth civilian director of NCIS. [1] He succeeded Andrew L. Traver. The United States Naval Criminal Investigative Service (NCIS) is the primary investigative law enforcement agency of the U.S. Department of the Navy. Its primary function is to investigate major criminal activities involving the Navy and Marine Corps,though its broad mandate includes national security,counterintelligence,counterterrorism,cyberwarfare,and the protection of U.S. naval assets worldwide. Its primary function is to investigate felony crimes and serious violations of military law &the United States Code within the US Army. The division is an independent federal law enforcement agency with investigative autonomy;CID special agents,both military and civilian,report through the CID chain of command to the CID Director,who reports directly to the Under Secretary of the Army and the Secretary of the Army. Hispanic and Latino Admirals in the United States Navy can trace their tradition of naval military service to the Latino sailors,who have served in the Navy in every war and conflict since the American Revolution. Prior to the Civil War,the highest rank reached by a Latino-American in the Navy was commodore. Such was the case of Commodore Uriah Phillips Levy (1792–1862),a Sephardic Jew of Latin American descent and great grandson of Dr. Samuel Nunez,who served in the War of v. During the American Civil War,the government of the United States recognized that the rapid expanding Navy was in need of admirals therefore,Congress proceeded to authorize the appointment of nine officers the rank of rear admiral. On July 16,1862,Flag Officer David Glasgow Farragut became the first Hispanic-American to be appointed to the rank of rear admiral. Two years later (1864),Farragut became a vice admiral,and in 1866 the Navy's first full admiral. During World War I,Robert Lopez,the first Hispanic graduate of the United States Naval Academy,served with the rank of commodore in command of the Mare Island Naval Shipyard,and during World War II five Hispanics served with the ranks of rear admiral or above in either the European or Pacific Theaters of the war. As of April 2007,twenty-two Hispanic-Americans have reached the rank of admiral,and of this number thirteen were graduates of the USNA.
Hispanics in the United States Naval Academy account for the largest minority group in the institution. According to the academy,the Class of 2009 includes 271 (22.2%) minority midshipmen. Out of these 271 midshipmen,115 are of Hispanic heritage. In 2004,of the total of 736 female midshipmen,74 (10%) of them were of Hispanic descent.
Hispanics in the United States Navy can trace their tradition of naval military service to men such as Lieutenant Jordi Farragut Mesquida,who served in the American Revolution. Hispanics,such as Seaman Philip Bazaar and Seaman John Ortega,have distinguished themselves in combat and have been awarded the Medal of Honor,the highest military decoration of the United States. Hispanics have also reached the top ranks of the navy,serving their country in sensitive leadership positions on domestic and foreign shores. Among those who have reached the highest ranks in the navy are Commodore Uriah Phillips Levy,of Sephardic and Ashkenazic Jewish descent,who participated in the War of 1812 as an assistant Sailing master;Admiral David Glasgow Farragut,for whom the rank of admiral in the U.S. Navy was created during the American Civil War;and Admiral Horacio Rivero,who led the navy during the Cuban Missile Crisis.

Traver previously served as Special Agent in Charge of the Denver,Colorado field office for the Bureau of Alcohol,Tobacco,Firearms,and Explosives (ATF).

Despite both employing civilian special agents,neither the Naval Criminal Investigative Service nor the USMC Criminal Investigation Division fall-under the auspices of the DoN/DoD Police;both agencies have their own chains of command.
