Operation Delego^[1] was a major international child pornography ^[2] investigation, launched in 2009, which dismantled an international pedophile ring that operated an invitation-only Internet site named Dreamboard which featured incentives for images of the violent sexual abuse of young children under twelve, including infants. Only 72 charges were filed against the approximately 600 members of Dreamboard due to the extensive encryption involved. Members were required to upload new material at least every 50 days to maintain their access and remain in good standing.

Operation Delego is a spinoff investigation from leads developed through "Operation Nest Egg," the prosecution of another online group dedicated to sharing and disseminating child pornography. Operation Nest Egg was a spinoff investigation developed from leads related to another international investigation, "Operation Joint Hammer," which targeted transnational rings of child pornography trafficking.^[3] Dozens of law enforcement agencies were involved worldwide in Delego,^[4] including Eurojust, and arrests were made on all five continents.^[5] Twenty of those charged, however, are only known by their Internet handles, and as such were individually charged as John Does and remain at large. However, some of the indictments were unsealed as of August 2011, and the names of some of those involved in Dreamboard are publicly available.

United States Department of Homeland Security Secretary Janet Napolitano stated at a news conference that "The board may have been the vehicle for the distribution of up to 123 terabytes of child pornography, which is roughly equivalent to 16,000 DVDs," making this the DHS's largest child porn bust in its history. Launched in 2009 by federal law enforcement, Operation Delego resulted in the arrest of 52 people in 14 countries of which are Canada, Denmark, Ecuador, France, Germany, Hungary, Kenya, the Netherlands, the Philippines, Qatar, Serbia, Sweden and Switzerland, according to United States Department of Justice Attorney General Eric Holder. Furthermore, according to federal agents, while Dreamboard's servers were located in Shreveport, Louisiana, the site's top administrators were in France and Canada.

Convictions

A total of 72 individuals have been charged as a result of Operation Delego. To date, 57 of the 72 charged defendants have been arrested in the United States and abroad.^[6] 42 individuals have pleaded guilty.^[6] 25 of the 42 individuals who have pleaded guilty for their roles in the conspiracy have been sentenced to prison and have received sentences ranging between 10 years and life in prison.^[6] 15 of the 72 charged individuals remain at large and are known only by their online identities.^[6] Efforts to identify and apprehend these individuals continue.^[7]

Timeline

On May 10, 2011, Timothy Lee Gentry, 33, of Burlington, Ky., was sentenced to 25 years in prison.^[8]
On May 31, 2011, Michael Biggs, 32, of Orlando, Fla., was sentenced to 20 years in prison.^[8]
On June 22, 2011, Michael Childs, 49, of Huntsville, Ala., was sentenced to 30 years in prison.^[8]
On June 29, 2011, Christopher Luke, 31, of Tonawanda, NY, was sentenced to 20 years in prison for engaging in a child exploitation enterprise.^[8]
On July 14, 2011, Charles Christian, 49, of Tilton, Ill., was sentenced to more than 22 years in prison.^[8]
On July 17, 2012, Robert Cuff, 49, was sentenced to life in prison for producing and distributing child pornography.^[9]
Jonathan Mayer, 29, of Newport, Tenn., and Shane Micah Turner, 33, of Roy, Utah, were sentenced in connection with their participation in the Dreamboard bulletin board. Each received a sentence of 17 ½ years in prison followed by lifetime supervised release, as a result of both defendants pleading guilty to conspiring to advertise child pornography. The sentences were handed down by U.S. District Judge S. Maurice Hicks.^[9]
On May 17, 2012 John Wyss, aka "Bones," 55, of Monroe, Wisconsin, was found guilty, after a four-day jury trial, of one count of engaging in a child exploitation enterprise, one count of conspiracy to advertise child pornography and one count of conspiracy to distribute child pornography.^[7] In September 2012 Wyss was sentenced to life in prison.^[3]
On January 8, 2013, David Ettlinger, aka "ee1", 35, of Newton, Massachusetts was sentenced to serve 45 years in prison. In addition to his prison term, Ettlinger was sentenced to lifetime supervised release.^[6]
On July 29, 2013, the final two defendants, of those arrested thus far, in the Dreamboard child exploitation and child pornography ring were sentenced to federal prison.^[10]
Christopher Blackford, 28, of Charleston, S.C., was sentenced to 22 years in federal prison before U.S. District Court Judge S. Maurice Hicks in the Western District of Louisiana. In addition to his prison sentence, Blackford faces a lifetime of supervised release. Blackford admitted in his April guilty plea that he joined Dreamboard in December 2009 and contributed 84 posts to the online bulletin board that contained child pornography.^[10]
William Davis, 39, of Bristol, N.H., was sentenced to more than 17 years in federal prison in addition to a lifetime of supervised release. Davis admitted in his April guilty plea that he posted advertisements offering to distribute child pornography to other members of the board.^[10]

Child erotica is non-pornographic material relating to children that is used by any individuals for sexual purposes. It is a broader term than child pornography, incorporating material that may cause sexual arousal such as nonsexual images, books or magazines on children or pedophilia, toys, diaries, or clothes. Law enforcement investigators have found that child erotica is often collected by pedophiles and child sexual abuse offenders. It may be collected as a form of compulsive behavior and as a substitute for illegal underage pornography and is often a form of evidence for criminal behavior.

Paul F. Little was an American pornographic actor, producer, and director better known by his stage name Max Hardcore. In the United States, child pornography is illegal under federal law and in all states and is punishable by up to life imprisonment and fines of up to $250,000. U.S. laws regarding child pornography are virtually always enforced and amongst the harshest in the world. The Supreme Court of the United States has found child pornography to be outside the protections of the First Amendment to the United States Constitution. Federal sentencing guidelines on child pornography differentiate between production, distribution, and purchasing/receiving, and also include variations in severity based on the age of the child involved in the materials, with significant increases in penalties when the offense involves a prepubescent child or a child under the age of 18. U.S. law distinguishes between pornographic images of an actual minor, realistic images that are not of an actual minor, and non-realistic images such as drawings. The latter two categories are legally protected unless found to be obscene, whereas the first does not require a finding of obscenity.

Simulated child pornography is child pornography depicting what appear to be minors but which is produced without their direct involvement.

Sextortion employs non-physical forms of coercion to extort sexual favors from the victim. Sextortion refers to the broad category of sexual exploitation in which abuse of power is the means of coercion, as well as to the category of sexual exploitation in which threatened release of sexual images or information is the means of coercion.

Rufus Seth Williams is a former district attorney of the city of Philadelphia. He began his term January 4, 2010. He formerly served as an assistant district attorney. Williams was the first African-American district attorney in Philadelphia and in the Commonwealth of Pennsylvania. On March 21, 2017, Williams was indicted on 23 counts of bribery, extortion, and fraud. His trial began June 19, 2017. He resigned and pleaded guilty to one charge on June 29, 2017.

Operation Protect Our Children was a 2011 joint operation by U.S. Immigration and Customs Enforcement, and the U.S. Department of Justice's Child Exploitation and Obscenity Section and Asset Forfeiture and Money Laundering Section to execute "seizure warrants against 10 domain names of websites engaged in the advertisement and distribution of child pornography". The enforcement action was spearheaded by ICE's Cyber Crimes Center (C3).

The Federal Correctional Institution, Elkton is a low-security United States federal prison for male inmates near Elkton, Ohio. It is operated by the Federal Bureau of Prisons, a division of the United States Department of Justice. It also has an adjacent satellite prison camp that houses low and minimum-security male inmates.

Lisa A. Biron is a disbarred attorney from Manchester, New Hampshire, and a convicted child molester and child pornographer. In November 2012, she was indicted on federal charges related to the sexual exploitation of her 14-year-old daughter, including taking her to Canada to have sex with a man there. She was convicted on all charges in a January 2013 trial, and was sentenced that May to 40 years in prison.

Playpen was a notorious darknet child pornography website that operated from August 2014 to March 2015. The website operated through the Tor network which allowed users to use the website anonymously. After running the website for 6 months, the website owner Steven W. Chase was captured by the FBI. After his capture, the FBI continued to run the website for another 13 days as part of Operation Pacifier.

George Aref Nader is a Lebanese-American consultant, lobbyist, political adviser, and repeat sex offender. He has repeatedly acted as an unofficial liaison between United States politicians and the United Arab Emirates and Saudi Arabia and as a lobbyist for private security firm Blackwater.

Joshua Adam Schulte is a former Central Intelligence Agency (CIA) employee who was convicted of leaking classified documents to WikiLeaks. WikiLeaks published the documents as Vault 7, which The New York Times called "the largest loss of classified documents in the agency's history and a huge embarrassment for C.I.A. officials." After his conviction, the Department of Justice called it "one of the most brazen and damaging acts of espionage in American history."

The Welcome to Video case involved the investigation and prosecution of a child pornography ring which traded videos through the South Korean website Welcome to Video, owned and operated by Son Jung-woo. Authorities estimated about 360,000 downloads had been made through the website, which had roughly 1.2 million members, 4,000 of which were paid members, from 38 countries. Through international cooperation and investigations, 337 people were arrested on charges of possessing child pornography.

United States v. Ogoshi is a pending case in the United States District Court for the Western District of Michigan. It is considered part of Project Safe Childhood.
