District boundaries have changed over time, therefore, senators before 2021 may not represent the same constituency as today. From 1993 until 2003, the district covered eastern Washington County; from 2003 until 2013, it shifted to cover southern and eastern Lane County, including much of downtown Eugene, as well as northern Douglas County; and from 2013 until 2023, it stayed mostly the same while gaining some of southern Creswell and northern Roseburg.
The current district is substantially different from its previous iterations. It is substantially physically smaller and is centered around the downtowns of Eugene and Springfield while not containing any other incorporated cities.

Eugene is a city in and the county seat of Lane County, Oregon, United States. It is located at the southern end of the Willamette Valley, near the confluence of the McKenzie and Willamette rivers, about 50 miles (80 km) east of the Oregon Coast.
Interstate 5 (I-5) is the main north–south Interstate Highway on the West Coast of the United States, running largely parallel to the Pacific Coast of the contiguous U.S. from Mexico to Canada. It travels through the states of California, Oregon, and Washington, serving several large cities on the West Coast, including San Diego, Los Angeles, Sacramento, Portland, and Seattle. It is the only continuous Interstate highway to touch both the Mexican and Canadian borders. Upon crossing the Mexican border at its southern terminus, the highway continues to Tijuana, Baja California, as Mexican Federal Highway 1 (Fed. 1). Upon crossing the Canadian border at its northern terminus, it continues to Vancouver as British Columbia Highway 99 (BC 99).
The Lane Transit District (LTD) is a public agency that provides public transportation in Lane County, Oregon, United States. The transit district serves the Eugene and Springfield metropolitan areas, including the neighboring cities of Coburg, Junction City, Creswell, Cottage Grove, Veneta, and Lowell. LTD began service in 1970 with 18 buses and two vans, and today carries roughly 10.5 million customers annually with a fleet of 111 buses. Many of LTD's riders are students; University of Oregon and Lane Community College students ride by simply showing their student I.D. Student fees subsidize both programs, as well as limited late-night service until about 1 a.m. In 2022, the system had a ridership of 5,572,300, or about 17,900 per weekday as of the third quarter of 2023.
Oregon OR 126 (OR 126) is a 204.63-mile-long (329.32 km) state highway that connects coastal, western, and central parts of the U.S. state of Oregon. A short freeway section of OR 126 in Eugene and Springfield is concurrent with Interstate 105 (I-105).
Floyd Prozanski is an American Democratic politician who is a current member of the Oregon State Senate, representing the 4th District, since 2004. He previously served in the Oregon House of Representatives, from 1995 through 2000 and again for the 2003 session. He resigned from the House in December 2003 to accept appointment to the Senate seat that had been vacated by Tony Corcoran. He won election to the seat in November 2004.
