The Department of Liquor Control is a South Dakota state government agency which is responsible for licensing certain operations and for collecting certain state taxes. These taxes include cigarette excise, estate, bank franchise, ore, energy mineral severance, coin-operated laundromat license fees, beer, wine and distilled spirits, gaming excise, beer and liquor license fees, and alcohol beverage brand registration fees. [1] It is also responsible for the sales and property tax refund program for the elderly and disabled. [1]

Excise Goods tax levied at the moment of manufacture rather than sale

The legal drinking age in India and the laws which regulate the sale and consumption of alcohol vary significantly from state to state. In India, consumption of alcohol is prohibited in the states of Bihar, Gujarat and Nagaland, Mizoram as well as the union territory of Lakshadweep. There is partial ban on alcohol in some districts of Manipur. All other Indian states permit alcohol consumption but fix a legal drinking age, which ranges at different ages per region. Strict alcoholic beverage control laws in place during and after Prohibition (1919-1933) prevented the industry from growing for almost a century. The Alcohol laws of Maine regulate the sale and possession of alcohol in the state of Maine in the United States. Maine is an alcoholic beverage control state.

Section 90 of the Constitution of Australia prohibits the States from imposing customs duties and of excise. The section bars the States from imposing any tax that would be considered to be of a customs or excise nature. While customs duties are easy to determine, the status of excise, as summarised in Ha v New South Wales, is that it consists of "taxes on the production, manufacture, sale or distribution of goods, whether of foreign or domestic origin." This effectively means that States are unable to impose sales taxes.
