West Virginia's 1st Senate district is one of 17 districts in the West Virginia Senate. It is currently represented by Republicans Ryan Weld and Laura Chapman. [2] [3] All districts in the West Virginia Senate elect two members to staggered four-year terms.
District 1 is based in the Northern Panhandle, covering all of Brooke, Hancock, and Ohio Counties and parts of Marshall County. It includes the communities of Wheeling, Chester, New Cumberland, Weirton, Follansbee, Wellsburg, West Liberty, and Bethlehem. [4]
The district is located entirely within West Virginia's 2nd congressional district, and overlaps with all or part of the 1st through 7th districts of the West Virginia House of Delegates. [5] It borders the states of Ohio and Pennsylvania.

Ohio County is a county located in the Northern Panhandle of the U.S. state of West Virginia. As of the 2020 census, the population was 42,425. Its county seat is Wheeling. The county was formed in 1776 from the District of West Augusta, Virginia. It was named for the Ohio River, which forms its western boundary with the state of Ohio. West Liberty was designated as the county seat in 1777, serving to 1797.
New Cumberland is a city in and the county seat of Hancock County, West Virginia, United States, along the Ohio River. The population was 1,020 as of the 2020 census. It is part of the Weirton–Steubenville metropolitan area and is located near the Mountaineer Casino, Racetrack and Resort.
West Virginia's 2nd congressional district consists of the northern half of the state. It contains Barbour, Berkeley, Brooke, Doddridge, Grant, Hampshire, Hancock, Hardy, Harrison, Jefferson, Lewis, Marion, Marshall, Mineral, Monongalia, Morgan, Ohio, Pleasants, Preston, Randolph, Ritchie, Taylor, Tucker, Tyler, Upshur, Wetzel, and Wood counties.

Randal "Randy" Duane Swartzmiller is an American politician and a former Democratic member of the West Virginia House of Delegates representing the 1st district from 2000 until his defeat for re-election in 2014. Swartzmiller again served in the House of Delegates from 2018 to 2020, when he left to be an unsuccessful candidate for the West Virginia Senate.
