The 127th Assembly of the Inter-Parliamentary Union (IPU) was hosted in Quebec City, Canada from October 21 to 26, 2012. Approximately 1,500 delegates from 162 member parliaments, 10 associate members and observing organizations were invited to attend the event. [1]
The Inter-Parliamentary Union is a global inter-parliamentary institution established in 1889 by Frédéric Passy (France) and William Randal Cremer. It was the first permanent forum for political multilateral negotiations. Initially, the organization was for individual parliamentarians, but has since transformed into an international organization of the parliaments of sovereign states. The national parliaments of 178 countries are members of the IPU, and 12 regional parliamentary assemblies are associate members. The IPU has permanent observer status at the United Nations General Assembly.
Quebec City, officially Québec, is the capital city of the Canadian province of Quebec. The city had a population estimate of 531,902 in July 2016, and the metropolitan area had a population of 800,296 in July 2016, making it the second largest city in Quebec after Montreal, and the seventh largest metropolitan area and eleventh largest city in the country.
The Assembly's overall theme was: Citizenship, identity, and linguistic and cultural diversity in a globalized world. It included different discussion panels on issues such as: multilateralism and parliamentary diplomacy, peak oil and the prospects for energy security, peace consolidation after conflict, youth participation in today's global economy, and gender sensitive parliaments.
The 127th Assembly was the fourth IPU Assembly hosted by the Parliament of Canada since it was formally affiliated with the IPU in 1912.
The Parliament of Canada is the federal legislature of Canada, seated at Parliament Hill in Ottawa, the national capital. The body consists of the Canadian monarch, represented by a viceroy, the Governor General; an upper house, the Senate; and a lower house, the House of Commons. Each element has its own officers and organization. By constitutional convention, the House of Commons is dominant, with the Senate and monarch rarely opposing its will. The Senate reviews legislation from a less partisan standpoint and the monarch or viceroy provides royal assent to make bills into law.
Theo-Ben Gurirab was a Namibian politician regarded as one of the founding fathers of that Republic. He served as the second Prime Minister of Namibia from 28 August 2002 to 20 March 2005, following the demotion and subsequent resignation of Hage Geingob. Previously he was the country's first Minister of Foreign Affairs from 1990 to 2002, and was President of the United Nations General Assembly from 1999 to 2000. He was Speaker of the National Assembly of Namibia from 2005 to 2015. Gurirab retired from political life in 2015.

A United Nations Parliamentary Assembly (UNPA) is a proposed addition to the United Nations System that would allow for greater participation and voice for Members of Parliament. The idea was raised at the founding of the League of Nations in the 1920s and again following the end of World War II in 1945, but remained dormant throughout the Cold War. The Campaign for a United Nations Parliamentary Assembly (CEUNPA) was formed in 2007 by Democracy Without Borders to coordinate pro-UNPA efforts, which as of June 2017 has received the support of nearly 1,500 Members of Parliament from over 100 countries worldwide. The Commission on Global Security, Justice and Governance, chaired by former U.S. Secretary of State Madeleine Albright and former Nigerian Foreign Minister Ibrahim Gambari, has called for the creation of a United Nations Parliamentary Network "to raise greater awareness and participation by strengthening the voices of legislators in global institutions." The commission proposes that this Network "would be similar in initial composition to the Parliamentary Network on the World Bank and International Monetary Fund and the Parliamentary Conference on the World Trade Organization".

He is the former president of Bangladesh Cricket Board. He received the Order of Friendship, Russia's highest state decoration.

A Union Minister of State in the Government of India, he is the member of Parliament of India representing Darjeeling Lok Sabha constituency in West Bengal in the 16th Lok Sabha. Previously he was a Member of Parliament representing Bihar and Jharkhand in the Rajya Sabha, the upper house of the Indian Parliament, over several terms, 1986–1992, 1992–1998, 2000–2006, and 2006–2012. He was earlier a member of the Indian National Congress.
The Campaign for a United Nations Parliamentary Assembly (CUNPA) is a global network of more than 300 non-governmental organizations (NGOs) and 1,500 current and former parliamentarians from around 150 countries devoted to establishing a United Nations Parliamentary Assembly.
Josef Philip Winkler is a German politician and member of the German Green Party "Bündnis 90/Die Grünen". He has been a member of the Deutscher Bundestag, the German Parliament, from 2002 to 2013. He was deputy head of the Greens in the German parliament from 2009 to 2013.

Nurhayati Ali Assegaf, M.Si., M.P. is the Chairperson of Democratic Party Faction in the People's Representative Council of the Republic of Indonesia and Deputy Chairperson of Democratic Party for 2013 - 2015. She used to be the Vice-Chairperson of the Committee for Inter-Parliamentary Cooperation of People's Representative Council. A member of the People's Representative Council since 2004, she was re-elected in 2009. During her first term (2004-2009) Dr. Assegaf was appointed Special Staff to the First Lady of the Republic of Indonesia. Alongside these duties, as a strong proponent of women’s empowerment and gender issues, she also hosted and directed the television programme “Women’s Perspective” on the Republic of Indonesia TV Channel (TVRI). Dr. Assegaf had been Managing Director of the Business and Financial Consultant and, before that, an Associate of Winarto Soemarto & Associates (1993-1998).
Stephen Julius Masele (MP) is a Tanzanian Diplomat, Member of Parliament, global young politician and a former Investment Banker. Masele is the current First-Vice President of the Pan-African Parliament (PAP), an organ of the African Union based in South Africa. Elected in May 2018, he oversees Administration and Human Resources of the Continental Body among others. He also presides over the Pan-African Parliamentary Alliance on Food Security and Nutrition (PAP-FSN), a joint PAP-FAO project for Africa. He has been a member of the Pan-African Parliament since 2010.
Farkhunda Zahra Naderi is a politician from Afghanistan. She is the senior advisor to president Ashraf Ghani in United Nations Affairs. Naderi was appointed at this position via presidential decree released in December 2016. She previously served as a member of Afghanistan National Council from 2010 to 2015 who was elected as member of Afghan Parliament in 2010 Afghan Parliamentary Election. She was the only female representative from Afghanistan who participated in three consecutive Chantilly Conferences at Paris in 2010 and 2012.

Martin Chungong is the eighth Secretary General of the Inter-Parliamentary Union (IPU). Chungong, a Cameroonian, is the first non-European and first African to be elected IPU Secretary General. He assumed this post on 1 July 2014.
