The 1st Congress of the Otan party in Kazakhstan was held on 1 March 1999. President Nursultan Nazarbayev was unanimously chosen to be the chairman by the 385 delegates.

Background

On 21 October 1998, a public association in supporting Nursultan Nazarbayev's reelection campaign in the 1999 presidential election was created. On 19 January 1999, a meeting of the public association was held, at which it was decided to transform the organization into the Otan party. On 1 March 1999, the 1st Congress was held, which was attended by 385 delegates and 117 invited guests in Almaty. The delegates of the Congress chose Nazarbayev to be the chairman and adopted the composition of the audit commission and the party Charter. [1]

Aftermath

Nursultan Nazarbayev refused to accept the post as chairman due to constitutional limits on president's affiliation with political parties. He suggested that former Prime Minister Sergey Tereshchenko take over the role to which he remained until 2002. Nazarbayev nevertheless remained as a de facto Chairman and the party went on to participate in the 1999 legislative election. [2]

With a membership of around 300,000 people, Auyl has participated in every Kazakh parliamentary election since 2004 and nominated presidential candidate Toleutai Raqymbekov in the 2019 presidential election. It first entered the Mäjilis at the 2023 legislative election, winning eight seats and becoming the largest opposition party.

The Agrarian Party of Kazakhstan was a political party in Kazakhstan. The party remained active for just under seven years before it was dissolved on 22 December 2006, and incorporated into the new Nur Otan party.

Presidential elections were held in Kazakhstan on 4 December 2005. Incumbent president Nursultan Nazarbayev, in power since 1989, sought and won a 3rd term against four other candidates. Opposition candidates were allowed some access to the mass media, but this was still restricted. According to western election observers, opposition candidates also suffered considerable harassment. The Organization for Security and Co-operation in Europe (OSCE) criticized the elections, calling them unfair, but noted improvements.

Legislative elections were held in Kazakhstan on 18 August 2007 to elected. President Nursultan Nazarbayev's ruling Nur Otan party received 88% of the vote and won all of the available seats, as none of the six other parties contesting the election had managed to pass the 7% electoral threshold to win seats.

Jastar Ruhy, previously known as Jas Otan until 2022, is a youth wing of AMANAT, the ruling party of Kazakhstan. The youth organisation was originally formed at the 1st Jas Otan Congress in Astana on 14 May 2008.

Legislative elections were held in Kazakhstan on 10 October 1999, with a second round on 24 October. The result was a victory for the new Otan party, which won 23 of the 77 seats. Voter turnout was 62.5%.

<span class="mw-page-title-main">2012 Kazakh legislative election</span>

Legislative elections were held in Kazakhstan on 15 January 2012. The result was a victory for the Nur Otan party, which won 83 of the 98 seats in the Mäjilis. However, the Organization for Security and Co-operation in Europe (OSCE) stated that the election "did not meet fundamental principles of democratic elections." The elections marked the first time that the second-placed party would gain parliamentary seats irrespective of whether it cleared the 7% electoral threshold. Due to the Zhanaozen massacre and the resulting state of emergency there, the election was not planned to be held in Zhanaozen. However, this decision was overturned on 10 January 2012.

Sergey Alexandrovich Tereshchenko was a Kazakhstani politician. He served as the Prime Minister of Kazakhstan from 1991 to 1994 and later as the acting chairman of Otan from 1999 to 2002.

Snap presidential elections were held in Kazakhstan on 26 April 2015 to elect the President of Kazakhstan. This was the fifth presidential election held and second without having any formal opposition candidates. With the highest-ever nationwide turnout of 95.2%, the result was a victory for long-term incumbent President Nursultan Nazarbayev of Nur Otan who received 97.8% of the vote, the largest since 1991, thus winning a fifth term in office while his closest challenger, Turgyn Syzdyqov, received only 1.6% of the votes.

Legislative elections were held in Kazakhstan on 20 March 2016. The date was set by president Nursultan Nazarbayev on 20 January 2016, when he dissolved the Mäjilis after it had requested dissolution on 13 January, with the reason cited being the economic crisis caused by low oil prices. Normally, the term of the Mäjilis would have expired in fall of 2016.

Snap presidential elections were held in Kazakhstan on 9 June 2019 to elect the President of Kazakhstan following the resignation of long-term President Nursultan Nazarbayev in March 2019. This was the sixth presidential election held since Kazakhstan's independence. The elections were not free and fair, and were widely denounced as a sham. Acting president Kassym-Jomart Tokayev of Nur Otan won the election.

<span class="mw-page-title-main">2021 Kazakh legislative election</span>

Legislative elections were held in Kazakhstan on 10 January 2021 to elect the members of the Mäjilis to the 7th Parliament of Kazakhstan. They were the eighth legislative elections in Kazakhstan's history since independence and coincided with the 2021 local elections. The elections were the first to be held under Kassym-Jomart Tokayev's presidency and the first since 2004 to be held at the normally scheduled date, rather than due to an early dissolution of the Mäjilis.

Serikbolsyn Abdildaevich Abdildin was a Kazakh economist, politician, First Secretary of the Communist Party from 1996 to 2010, member of the Mazhilis from 1999 to 2004 and a candidate in the 1999 presidential election. He is often described as "patriarch" for the formation of parliamentarism and the first-drafted Kazakh Constitution in early years of independence. While proclaiming himself as a Communist, Abdildin was vivid supporter for democracy and has called for reforms for a multi-party system with a rule of law.

<span class="mw-page-title-main">Romin Madinov</span>

Romin Rizuly Madinov is a Kazakh politician who served as a member of the Mazhilis from 1999 to 2016 and was a Chairman of the Agrarian Party from 1999 until it was merged with the Otan party in 2006.

The 21st Nur Otan Extraordinary Congress was held on 28 January 2022 to elect the new chairman of Nur Otan after former President Nursultan Nazarbayev announced in stepping down from leading the largest ruling party in Kazakhstan for more than 20 years in November 2021 and the days of turmoil conflict that took place in early January. The congress was conducted remotely and attended by 389 delegates. For the first time since 1999, the Nur Otan unanimously elected incumbent President Kassym-Jomart Tokayev as its new party leader.
