The 2006 Prime Minister's Cup was the third national football cup competition in Laos. The competition was won by Lao-American College FC who beat Lao Army FC 3-1 in the final. [1] This was the first time the tournament had been held in two years as the 2004 edition was cancelled due to a clash with both the Laotian National Games and the 2005 Southeast Asian Games. [2]
Four teams qualified from the 2006 Lao League as a result of finishing in the top four places. A further four teams participated from provincial teams. It is unclear whether the provincial teams went through a qualification process similar to that undertaken in the 2003 Prime Minister's Cup.

Major General Phoumi Nosavan was a military strongman who was prominent in the history of the Kingdom of Laos; at times, he dominated its political life to the point of being a virtual dictator. He was born in Savannakhet, the French Protectorate of Laos, on 27 January 1920. Originally a civil servant in the French colonial administration of Laos, during the last year of World War II he joined the resistance movement against the Japanese occupiers. Exiled from 1946 to early 1949 for his opposition to French return to colonizing Laos, he returned to his native soil to begin a military career in 1950 after the collapse of the anti-French Lao Issara government. By 1955, he was Chief of Staff of the brand-new Royal Lao Army. While in that position, he was largely responsible for appointing senior officers into command positions in the Military Regions of Laos. Following that, in 1957 he was the first Lao officer to be schooled in France at the École de Guerre. While in France, he became acquainted with Central Intelligence Agency operative John F. "Jack" Hasey. Phoumi returned to Laos to become a founding member of the Committee for the Defence of National Interests on 17 June 1958. On 25 December 1959, he took control of the capital of Vientiane and of the nation in a bloodless coup.
General Khamtai Siphandone is a Laotian politician who was President of Laos from 24 February 1998, until 8 June 2006, when he was replaced by Choummaly Sayasone. He was a member of the Communist Party of Indochina in 1954 and a member of the Central Committee of the Lao People's Revolutionary Party in 1956.
Bounnhang Vorachith is a Laotian politician who has been General Secretary of the Lao People's Revolutionary Party and President of Laos since 2016. Previously he served as Deputy Prime Minister from 1996 to 2001, as Prime Minister from 2001 to 2006, and as Vice President of Laos from 2006 to 2016.

The 1993 Lao League was the fourth recorded season of top flight football in Laos. Savannakhet FC, from Thakhek, and Lao Army FC, from Vientiane, won the championships. The tournament won by Savannakhet was apparently a tournament from which teams from Vientiane were excluded and Lao Army won a separate tournament exclusively for teams from Vientiane.

Ngele'ia FC is a Tongan football club located in Kolofou, Tonga. It played in the Lion Shield, the top level of football competition in Tonga, from at least 1971 until 2009, winning four outright titles and one shared title in the seventies and eighties. The Prime Minister's Cup is an annual football competition in Laos, first established in 2003 to provide a platform for teams outside of Vientiane to compete against those in the Lao League In addition to encouraging the development of football across Laos, the cup is also intended to encourage regional players to take their place in the national team and to celebrate the National Day of Laos on December 2.

Bank FC is a football club based Laos. They last played in the Lao League, the top national football league in Laos in 2011 when they finished runners up to Lao Police Club. They did not participate in the 2012 season. They had previously participated in the Lao League in 2010 when they competed under the name Bank of Lao. Prior to this they appear to have competed in the Lao League under the name Bank in 2003, 2004, 2005, 2006 and 2007. A team called Banks FC entered the Lao League in 2008 who may be the same team
