The Light welterweight competition was the median weight class featured at the 2009 World Amateur Boxing Championships, and was held at the Mediolanum Forum. Welterweights were limited to a maximum of 64 kilograms in body mass.
The Mediolanum Forum is an indoor sports arena that is located in Assago, near Milan, Italy. The arena has a seating capacity of 12,700 and is primarily used for ice hockey, basketball, tennis & live concerts. The venue is the home ground of the Italian League professional basketball team Pallacanestro Olimpia Milano.

Richard "Dick" McTaggart, MBE is a retired Scottish amateur boxer. He competed in the 1956 and 1960 Olympics in the lightweight division and won a gold and a bronze medal, respectively. In 1956 he received the Val Barker Trophy for best boxing style at the Olympics. At the 1964 Olympics McTaggart moved to the light-welterweight category, but lost in the third bout to the eventual winner Jerzy Kulej. McTaggart won the British ABA title in 1956, 1958, 1960, 1963 and 1965, and retired with a record of 610 wins out of 634 bouts.
Issake Dabore is a retired boxer from Niger who mainly fought in the light-welterweight and welterweight weight classes. Dabore competed at three Olympics; Tokyo 1964, Mexico City 1968 and Munich 1972. He was the first Nigerien person to compete at the Olympics and the first Nigerien to win an Olympic medal. Dabore won his Olympic medal at the 1972 Munich Olympics, where he won a bronze medal in the men's light-welterweight.

As of October 2019, Taylor is ranked as the world's best active light welterweight by BoxRec and third by the Transnational Boxing Rankings Board. He currently has an 75% knockout-to-win ratio.

Like all Olympic boxing events, the competition was a straight single-elimination tournament. Both semifinal losers were awarded bronze medals, so no boxers competed again after their first loss. Bouts consisted of six rounds each. Five judges scored each bout.
