Indirect elections for the Head of the Republic of Ingushetia were held on 9 September 2013. Incumbent Head Yunus-Bek Yevkurov was re-elected for another 5 year term. [1]

Background

Since 1992, Ingushetia has been a Republic of the Russian Federation. [2] It held direct presidential elections until 2004 when Russian Federation President Vladimir Putin abolished direct elections. [3] He replaced them with indirect elections in which the People's Assembly elected a Head. However, amid growing anti-Putin protests in 2011-2012, President Dimitry Medvedev reintroduced them. [4] However, when Putin returned to power, he signed a decree that abolished direct elections in Dagestan and Ingushetia, and some saw it as an attempt to keep unpopular leaders in power. [5]

It was rumored that former, but highly controversial Head Murat Zyazikov may be a candidate. [7]

Results

On 9 September Yanus-Bek Yevkurov was declared the winner. He will serve as Head unless he loses the next election or is dismissed by the President of Russia. [8]

Ali Taziev

Ali Musaevich Taziev, also known as Akhmed Yevloev, Magomet Yevloyev, and Emir Magas; born 19 August 1974) is the former leader of both the Ingushetia-based Ingush Jamaat and as the military wing of the Caucasus Emirate. On 30 September 2006, Taziev was appointed to the post of commander of the Caucasian Front by the orders of Dokka Umarov. In July 2007, one year after Shamil Basayev’s death, Taziev became his official successor as the most high-ranking military commander in the rebel forces. He is believed to be personally responsible for the death of several local high-ranking security officials.

Murat Zyazikov

Murat Magometovich Zyazikov is a Russian politician who was the second president of the southern Russian republic of Ingushetia. He was born in what is now Kyrgyzstan. Zyazikov was a controversial politician in Ingushetia.

Yunus-bek Yevkurov Deputy Defence Minister of Russia

Yunus-Bek Bamatgireyevich Yevkurov is a Russian politician. He was the head of the southern Russian republic of Ingushetia, appointed by President Dmitry Medvedev, from 31 October 2008 to 24 June 2019. The following day, the People's Assembly of the Republic of Ingushetia, the republic's regional parliament, voted in favor of Yevkurov's appointment, making him the third Head of Ingushetia. He is a career soldier, paratrooper, and Hero of the Russian Federation who was involved in numerous conflicts where Russia played a key role, including Kosovo (1999) and Chechnya. On 22 June 2009, Yevkurov was seriously injured following a car-bomb attack on his motorcade in the city of Nazran.

Head of the Republic of Ingushetia

The Head of the Republic of Ingushetia, formerly President of the Republic of Ingushetia, is the highest office within the Government of Ingushetia, Russia. The Head is elected by Parliament of Ingushetia. Term of service is five years.

War in Ingushetia

The War in Ingushetia began in 2007 as an escalation of an insurgency in Ingushetia connected to the separatist conflict in Chechnya. The conflict has been described as a civil war by local human rights activists and opposition politicians; others have referred to it as an uprising. By mid-2009 Ingushetia had surpassed Chechnya as the most violent of the North Caucasus republics. However, by 2015 the insurgency in the Republic had greatly weakened, and the casualty toll declined substantially in the intervening years.

Bashir Magometovich Aushev was a Russian politician of Ingush descent, who served as the Deputy Prime Minister of Ingushetia from 2002 until 2008.

Rustaman Makhauri is a Chechen military commander and a close associate of Doku Umarov, the anti-Russian underground Chechen leader. Makhauri was appointed by Umarov as Minister of Defense; he is suspected of being responsible for a series of attacks against the forces loyal to the governments in Chechnya and neighboring Ingushetia. He was captured by police in July 2009 in Ingushetia's district of Sunzhen and charged with involvement in the June 22, 2009 attack on the Ingush president Yunus-Bek Yevkurov.

He has served as the Prime Minister of Ingushetia under Ingush President Yunus-bek Yevkurov. He was further appointed the acting President of Ingushetia following an assassination attempt against Yevkurov in June 2009.

2009 Nazran bombing

The 2009 Nazran bombing occurred on 17 August 2009, in Nazran, the largest city of the Republic of Ingushetia in the Russian federation. A suicide car bomber attacked police headquarters, and at least 25 people were killed and 164 injured. It was the most serious terrorist attack in Ingushetia in the early 21st century, where there had been social and political unrest related to independence movements.

Maksharip Magometovich Aushev was an Ingush businessman and opposition leader in the Republic of Ingushetia, a federal subject of the Russian Federation. Aushev had taken over the opposition website, Ingushetia.org, after its owner, Magomed Yevloyev, a vocal critic of the Ingush government, was shot and killed while in police custody.

The Balkan Line is a 2019 Russian–Serbian action film directed by Andrey Volgin, depicting a secret operation to capture Slatina Airport in Kosovo after the bombing of Yugoslavia, led by Yunus-bek Yevkurov. These events became the most dangerous aggravation of relations between the Russians and the West since the Cuban Missile Crisis.

The Chechnya–Ingushetia border agreement was a boundary delimitation deal concluded on 26 September 2018 between Ramzan Kadyrov and Yunus-bek Yevkurov, respectively, the heads of Chechnya and Ingushetia, two federal subjects of the Russian Federation located in the North Caucasus region. According to the agreement, Ingushetia transferred 340 square kilometres, that is, about 9% of its territory, to Chechnya.

Mahmud-Ali Kalimatov

Mahmud-Ali Maksharipovich Kalimatov (Kokurkhoev), is a Kazakh-born Russian politician and government official. He was appointed as the acting Head of Ingushetia on 26 June 2019 by the Russian President Vladimir Putin on 26 June 2019 and was elected as the head of the republic on 8 September 2019.

The 2018-2019 protests in Ingushetia are thousands of people, initially unauthorized round-the-clock protest in Magas against the Agreement on Securing the Border Between Regions, signed by the head of Ingushetia Yunus-Bek Yevkurov and the head of Chechnya Ramzan Kadyrov on September 26, 2018, as well as its ratification by the deputies of the People's Assembly of the Republic of Ingushetia. The protest began on October 4, 2018 and was declared indefinite. On the fifth day, the rally was sanctioned by the authorities until October 15. The break of the round-the-clock protest lasted from 18 to 31 October 2018. The next rally took place on November 27, 2018, on the day of the consideration by the Constitutional Court of the Russian Federation of the request of the head of the Republic of Ingushetia, Yunus-Bek Yevkurov, on the compliance of the Constitution of the Russian Federation with the Agreement on the Establishment of the Administrative Boundary between Ingushetia and Chechnya. After a four-month break on March 26, 2019, the rally in Magas was resumed and declared indefinite.
