The league will also be composed of 20 teams divided into Three divisions. Two divisions of 7 teams each and one division 6 teams, whose teams will be divided geographically. Teams will play only other teams in their own division, once at home and once away for a total of 18 matches each.

The 2010–11 Azadegan League was the 20th season of the Azadegan League and tenth as the second highest division since its establishment in 1991. The season featured 19 teams from the 2009–10 Azadegan League, three new teams relegated from the 2009–10 Persian Gulf Cup and four new teams promoted from the 2009–10 2nd Division. Foolad Natanz replaced Sepahan Novin, Machine Sazi replaced Petroshimi Tabriz and Sanat Sari replaced Mehrkam Pars. Shensa Arak changed their name to Hamyari Arak. The 2011–12 Hazfi Cup was the 25th season of the Iranian football knockout competition. Persepolis were the defending champion but were eliminated by Esteghlal in the quarter-finals. This was the fourth consecutive win for Esteghlal against Persepolis in official matches. The competition began on September 12, 2011 and ended on March 15, 2012. Esteghlal beat Shahin Bushehr 4–1 on penalties and was qualified for the group stage of the 2013 AFC Champions League.
