The 2015 Monegasque municipal elections were held on 15 March to elect the 15 members of the Communal Council of Monaco. [1]
The Communal Council is the body responsible for the civil administration of the four quartiers of the Principality of Monaco. Because Monaco is both a nation and a city, the council chooses the mayor of Monaco and his/her officers. It consists of fifteen members, elected by direct universal suffrage to four-year terms, and a mayor, selected by the members. It meets every three months. The main responsibilities of the City Council and the Mayor concern the social and cultural spheres. These responsibilities include support for daycares, home care for seniors, and the Academy of music, as well as organization of elections, granting of marriage licenses, and encouraging engagement in the life of the city.
Monegasque citizens over 18 are entitled to vote. The 15 councillors were elected for a four-year period in a single multi-member constituency using plurality-at-large voting with a two-round system. A majority of the votes was required to be elected. The second round would have been held one week after the first round. The Mayor of Monaco was elected by the councillors after the election. Candidates were required to be at least 21 years old and to have the Monegasque nationality for at least 5 years. [2]
Plurality-at-large voting, also known as block vote or multiple non-transferable vote (MNTV), is a non-proportional voting system for electing several representatives from a single multimember electoral district using a series of check boxes and tallying votes similar to a plurality election. Multiple winners are elected simultaneously to serve the district. Block voting is not a system for obtaining proportional representation; instead the usual result is that where the candidates divide into definitive parties the most popular party in the district sees its full slate of candidates elected, resulting in a landslide.
The two-round system is a voting method used to elect a single winner, where the voter casts a single vote for their chosen candidate. However, if no candidate receives the required number of votes, then those candidates having less than a certain proportion of the votes, or all but the two candidates receiving the most votes, are eliminated, and a second round of voting is held.
Monégasque nationality law determines entitlement to Monégasque citizenship. Citizenship of Monaco is based primarily on the principle of jus sanguinis. In other words, citizenship is conferred primarily by birth to a Monégasque parent, irrespective of place of birth.
