El Dorado County, officially the County of El Dorado, is a county located in the U.S. state of California. As of the 2020 census, the population was 191,185. The county seat is Placerville. The county is part of the Sacramento-Roseville-Arden-Arcade, CA Metropolitan Statistical Area. It is located entirely in the Sierra Nevada, from the historic Gold Country in the western foothills to the High Sierra in the east. El Dorado County's population has grown as Greater Sacramento has expanded into the region. Where the county line crosses US 50 at Clarksville, the distance to Sacramento is 15 miles. In the county's high altitude eastern end at Lake Tahoe, environmental awareness and environmental protection initiatives have grown along with the population since the 1960 Winter Olympics, hosted at the former Squaw Valley Ski Resort in neighboring Placer County.
U.S. Route 50 (US 50) is a transcontinental United States Numbered Highway, stretching from West Sacramento, California, in the west to Ocean City, Maryland, in the east. The California portion of US 50 runs east from Interstate 80 (I-80) in West Sacramento to the Nevada state line in South Lake Tahoe. A portion in Sacramento also has the unsigned designation of Interstate 305. The western half of the highway in California is a four-or-more-lane divided highway, mostly built to freeway standards, and known as the El Dorado Freeway outside of downtown Sacramento. US 50 continues as an undivided highway with one eastbound lane and two westbound lanes until the route reaches the canyon of the South Fork American River at Riverton. The remainder of the highway, which climbs along and out of the canyon, then over the Sierra Nevada at Echo Summit and into the Lake Tahoe Basin, is primarily a two-lane road.

The 2009 Amgen Tour of California was the 4th running of an annual cycling race contained within the state of California. The event was staged February 14–22 and began with a prologue in the state capital of Sacramento. The event was held as part of the schedule of both the UCI America Tour and USA Cycling Professional Tour. The race was won by Levi Leipheimer for the third consecutive year.
The American River is a 30-mile-long (50 km) river in California that runs from the Sierra Nevada mountain range to its confluence with the Sacramento River in downtown Sacramento. Via the Sacramento River, it is part of the San Francisco Bay watershed. This river is fed by the melting snowpack of the Sierra Nevada and its many headwaters and tributaries, including the North Fork American River, the Middle Fork American River, and the South Fork American River.
The 2010 Tour of California was the fifth running of the Tour of California cycling stage race. It was held from May 16–23, and was the first edition of the race held in the month of May, after the first four occurred in February. It was rated as a 2.HC event on the UCI America Tour. It began in Nevada City and concluded in the Agoura Hills.
The 2011 Amgen Tour of California was the sixth running of the Tour of California cycling stage race. It was held from May 15–22, and was rated as a 2.HC event on the UCI America Tour. Originally scheduled for eight stages, the race was due to begin in South Lake Tahoe, but snow around the Lake Tahoe area led to stage 1 being delayed, shortened and ultimately cancelled. The race concluded in Thousand Oaks as planned.
The 2012 Amgen Tour of California was the seventh running of the Tour of California cycling stage race. It was held from May 13–20, and was rated as a 2.HC event on the UCI America Tour. It began in Santa Rosa and concluded in front of Los Angeles's Staples Center after eight stages. As per the Union Cycliste Internationale rules adopted in 2011, the use of race radios was prohibited, since only the events which are designated UCI World Tour events can use the devices.

Wiles originally played soccer until she entered the University of Utah as a pre-medical student at the age of 18. She subsequently took up cycling with her then boyfriend during her sophomore year in 2008.

The tour is part of the 2016 women's road cycling calendar and is held from 30 August to 4 September. The tour has six stages, including a team time trial. The tour starts in Tiel and concludes with a stage in Valkenburg. The tour has an UCI rating of 2.1.
