The 2021 Gagauzian legislative elections were held on 19 September 2021 in order to elect the 35 members of the People's Assembly of Gagauzia in Moldova. [1] The second round or rerun for any applicable constituencies was held on 3 October.
All residents of the Gagauzia who are 21 years or over and are a Moldovan citizen are eligible to vote. [2] The 35 seats are elected from single-member constituencies using the two-round system. [3] If no candidate receives 50% of the vote in the first round, a second round is held between the top two candidates. More than one-third of registered voters must participate in order for the election to be considered valid. If the threshold is not met, the elections will be declared null and void, and will be repeated at a later date.

Parallel voting is a type of mixed electoral system in which representatives are voted into a single chamber using two or more different systems, most often first-past-the-post voting (FPTP) with party-list proportional representation (PR). It is the most common form of mixed member majoritarian representation (MMM), which is why these terms are often used synonymously with each other. In some countries, parallel voting is known as the supplementary member (SM) system, while in academic literature it is sometimes called the superposition method within mixed systems.

An electoral system or voting system is a set of rules that determine how elections and referendums are conducted and how their results are determined. Electoral systems are used in politics to elect governments, while non-political elections may take place in business, non-profit organisations and informal organisations. These rules govern all aspects of the voting process: when elections occur, who is allowed to vote, who can stand as a candidate, how ballots are marked and cast, how the ballots are counted, how votes translate into the election outcome, limits on campaign spending, and other factors that can affect the result. Political electoral systems are defined by constitutions and electoral laws, are typically conducted by election commissions, and can use multiple types of elections for different offices.

The Constitution holds that elections are to be held no later than four years and three months from the date of inauguration of the previous legislature. The elections were held under a parallel voting system, replacing the closed-list proportional system used in Moldova at all previous parliamentary elections since the independence. The electoral campaign period began in November 2018 and continued up until the election day. Candidates from four parties were elected to the Parliament, more specifically the Party of Socialists of the Republic of Moldova (PSRM), the Democratic Party of Moldova (PDM), the ACUM electoral alliance composed of the DA and the PAS, and the Șor Party. The Party of Communists (PCRM) failed to obtain any seats for the first time since the independence of the Republic of Moldova. The results were subsequently confirmed and validated by Moldova's Constitutional Court on 9 March 2019. Furthermore, the results triggered a constitutional crisis in June.
