History
In April 1986 the Logistics Assistance Office-Far East (LAO-FE) was established as an Army Materiel Command (AMC) Forward presence in the U.S. Pacific Command (PACOM); in July 1987 LAO-FE was renamed AMC-FE with the mission of providing oversight of AMC activities in the PACOM Area of Responsibility (AOR) and serving as the AMC focal point for logistics and readiness issues in support of US Army Pacific (USARPAC), US Army Japan (USARJ), and 8th US Army (EUSA).
In 1988, AMC-FE was organized under the Logistics Assistance Program Activity (LAPA) and subsequently assigned to the Logistics Support Activity (LOGSA) in 1993. After Operation Desert Storm, AMC redesigned LAPA and created Logistics Support Elements (LSE). In October 1994, AMC LSE-FE was established at Camp Market, Korea with the responsibilities of developing AMC Contingency Plans (CONPLANs), Mobilization Plans (MOBPLANs), and Operations Plans (OPLANs) in support of Army Service Component Commanders (ASCC) for contingency operations within PACOM; however, during this time, the management of the War Reserve Stocks (WRS), Depot Support Activity Far East (DSAFE) and other Logistics assets within PACOM were splintered under direct management of various AMC staff sections and organizations.
In 2000 AMC transformed again and placed AMC-LSE-FE under direct control of the Operational Support Command (OSC), headquartered in Rock Island Arsenal, Illinois which in 2002 became the US Army Field Support Command (AFSC) and today is known as Army Sustainment Command (ASC). As a result of the transformation in 2000, AMC-LSE-FE was again renamed in 2001 to AMC Forward-Far East (AMC-FWD-FE) which saw us regaining oversight for all AMC activities in the PACOM Area of operations to include Combat Equipment Battalion-Northeast Asia (CEB-NEA) and Depot Support Activity Far East (DSAFE).
On 1 May 2005, AMC FWD-FE was re-designated as the Army Field Support Brigade-Far East and subsequently renamed the 403d Army Field Support Brigade (Provisional) on 16 October 2007. This was the result of a year-long effort to reorganize AMC-FWD-FE into a brigade structure. In conjunction with the ongoing transformation of Army forces, AFSB-FE also transformed and restructured its Logistics Assistance Offices into Logistics Support Elements (LSEs) and Brigade Logistics Support Teams (BLSTs) in order to provide modular support to USARPAC, USARJ and the Eighth Army. The AFSB-FE continued to plan and execute contingency operations in major exercises as well as deploying numerous individuals in support of Operations Enduring and Iraqi Freedom, while at the same time maintaining logistics support to the PACOM theater.
Effective 16 October 2008, the organization formally became, the 403d Army Field Support Brigade, with an approved MTOE and TDA. On 1 October 2012, the Installation Management Command (IMCOM) Director of Logistics (DOL) resources and personnel in Korea and Japan transferred to the 403d AFSB with the mission of providing logistical support encompassing supply and services, transportation, and maintenance services to all regional and garrison forces including dependants. The Brigade continues to provide tactical to strategic-level sustainment in order to ensure Theater readiness and enable Commanders to conduct Unified-Action and the full range of military operations in Northeast Asia.
The United States Army Pacific (USARPAC) is an Army Service Component Command (ASCC) designated by the Secretary of the Army (SECARMY); it may also serve as a Joint Task Force headquarters. It is the army component unit of the United States Indo-Pacific Command, and its mission is to support the Commander, United States Indo-Pacific Command. The main areas that this command has jurisdiction in include Hawaii, Alaska, the Pacific Ocean, South Korea and Japan. It also performs missions in Southeast Asia, in the countries stretching from the Philippines all the way to Bangladesh and India. United States Forces Korea (USFK) has operational command and control on US Forces in Korea since January 2012, and USARPAC headquarters oversees the manning, training, and equipping of US Army forces assigned to USFK.
The Eighth Army is a U.S. field army which is the commanding formation of all United States Army forces in South Korea. It commands U.S. and South Korean units and is headquartered at the Camp Humphreys, in the Anjeong-ri of Pyeongtaek, South Korea. It is the only field army in the U.S. Army.
United States Indo-Pacific Command (USINDOPACOM) is a unified combatant command of the United States Armed Forces responsible for the Indo-Pacific region.
Air Force Materiel Command (AFMC) is a major command (MAJCOM) of the United States Air Force (USAF). AFMC was created on July 1, 1992, through the amalgamation of the former Air Force Logistics Command (AFLC) and the former Air Force Systems Command (AFSC).
Air Materiel Command (AMC) was a United States Army Air Forces and United States Air Force command. Its headquarters was located at Wright-Patterson Air Force Base, Ohio. In 1961, the command was redesignated the Air Force Logistics Command with some of its functions transferred to the new Air Force Systems Command.
United States Army, Japan (USARJ) is a Major Command of the United States Army. It consists of operating port facilities and a series of logistics installations throughout Honshū and Okinawa. USARJ participates actively with the Japan Ground Self-Defense Force in bilateral training exercises and the development of bilateral plans. It commands and supports United States Army assigned units, attached units, and augmentation forces and employs these forces in support of the commander. USARJ maintains and strengthens the credibility of deterrent power in the Pacific through maintenance of defense facilities, war reserves and operational project stocks. USARJ is headquartered at Camp Zama.

The United States Army Medical Materiel Agency (USAMMA), a subordinate unit of the U.S. Army Medical Research and Materiel Command (USAMRMC) at Fort Detrick, Maryland, serves as the U.S. Army's executive agent for strategic medical acquisition and logistics programs.
The United States Army Security Assistance Command (USASAC) – "The Army's Face to the World", implements Army security assistance programs, including Foreign Military Sales (FMS) of defense articles and services to eligible foreign governments. For example, the USASAC helped provide Iraq with weapons and ammunition, including Hellfire missiles after it requested them to respond to the increased violence in the country. The USASAC is also responsible for life cycle management of FMS cases, from pre-letter of request, development, execution, and closure. Each sale to overseas customers comprises the same "total package" of quality material, spare parts, training, publications, technical documentation, maintenance support, and other services that AMC provides to Army units. The command manages about 4,600 FMS cases valued at more than $134 billion.
The Logistics Civil Augmentation Program (LOGCAP) is a program administered by the US Army to provide contingency support to augment the Army force structure. The first three contracts were awarded to a single bidder in each round of competition. The fourth and current contract, awarded in June 2007, was split between three companies with each company having the opportunity to compete for task orders.
The 401st Army Field Support Brigade is now located at Camp Arifjan, Kuwait, after moving from Afghanistan, where it leverages the full might of the Army Materiel Enterprise across Central Command’s (CENTCOM) area of responsibility in Southwest Asia. The 401st AFSB executes sustainment, property accountability, and responsible retrograde in support of Army, joint and multinational forces, and other U.S. government agencies across CENTCOM. It also provides the strategic logistics link from the national industrial base to the joint Warfighter in the field. The 401st AFSB now commands four Army Field Support Battalions (AFSBn), operating mostly in the middle east, sustaining the warfighter throughout the entire CENTCOM area of responsibility. The 401st AFSB provides its headquarters, the Army Sustainment Command (ASC), and the Materiel Enterprise partners a forward presence and executes critical programs and missions in support of Operation Freedom’s Sentinel in Afghanistan. These include building and sustaining the CENTCOM joint Warfighter; providing property accountability; enhancing CENTCOM readiness, and providing strategic depth. The 401st AFSB also manages the Logistics Civilian Augmentation Program (LOGCAP) to provide essential combat support and combat service support tailored to requirements identified by battlespace commanders. It is also involved in contracted field support maintenance; the Logistics Assistance Program; Theater Property Equipment; Army Preposition Stocks-5; support to Foreign Military Sales; and Life Cycle Management Command reach back support.
The 3rd Expeditionary Sustainment Command is a United States Army unit. It derives its lineage from the 3rd Logistical Command, which was activated in Japan on 19 September 1950 for service in Korea.

Gustave F. Perna is a retired United States Army four-star general who last served as the chief operating officer of the federal COVID-19 response for vaccine and therapeutics. He previously served as the chief operating officer of Operation Warp Speed from July 2020 until the operation's duties and responsibilities were transferred to the White House COVID-19 Response Team in February 2021. As chief operating officer of COVID-19 response, he oversaw the logistics in the United States federal government's distribution of the vaccine to the COVID-19 pandemic. The Senate confirmed his nomination as chief operating officer on July 2, 2020, and he assumed the office shortly after.
The Army Reserve Sustainment Command (ARSC) is a subordinate command of the 377th Theater Sustainment Command. The Army Reserve Sustainment Command is located in Birmingham, Alabama. The command comprises five subordinate commands and has command and control of Army Reserve Soldiers throughout the United States. The United States Army Reserve Sustainment Command provides trained and ready Soldiers on a continuous and global basis to U.S. Army Materiel Command (AMC), the Assistant Secretary of the Army for Acquisition, Logistics and Technology, the Defense Contract Management Agency (DCMA) and the Logistics Civil Augmentation Program (LOGCAP) in order to sustain Unified Land Operations.
Camp Henry is a U.S. military base in Daegu, South Korea. Camp Henry was named in 1960 after First Lieutenant Frederick F. Henry, who served with F Company, 38th Infantry Regiment, 2nd Infantry Division. Camp Henry is located in the Nam-gu District of Daegu City on 51 acres16 acres (0.065 km2). It consists primarily of administrative buildings and community support facilities. The U.S. Army Garrison - Daegu, headquartered at Camp Henry in Daegu, manages the installation and provides base operations services for the people who live and or work at Camp Carroll. Major tenant units on Camp Henry are the 19th Sustainment Command (Expeditionary) and the 403rd Army Field Support Brigade—Korea (Provisional).
Major General David Wilson is a general officer in the United States Army who serves as the Commanding General of 8th Theater Sustainment Command at Fort Shafter, Hawaii, since June 16, 2020. He previously served as the Director J/U-4, United States Forces Korea/United Nations Command/Deputy Director, C4 Combined Forces Command located in Camp Humphreys, Republic of Korea and as the 40th Chief of Ordnance and Commandant of the United States Army Ordnance School at Fort Lee, Virginia.
Edward Michael Daly is a four-star general in the United States Army who serves as the 20th commanding general of the U.S. Army Materiel Command. He previously served as the deputy commanding general of Army Materiel Command from August 7, 2017 to July 2, 2020. In his role, he is responsible for managing the day-to-day operations of the army's logistics enterprise. He also served as the Senior Commander of Redstone Arsenal, Redstone. He assumed his current assignment on July 2, 2020.
Army Service Component Commands (ASCCs) are U.S. Army commands responsible for recommendations to the Joint Force Commander on the allocation and employment of U.S. Army forces within a combatant command or further assigned to subordinate unified command. In the event that a combatant commander created a subordinate unified command the Department of the Army will form a matching Army component headquarters.
The 405th Army Field Support Brigade is stationed at Kaiserslautern, Germany. 405th AFSB is under operational control (OPCON) of the 21st Theater Sustainment Command, a command of U.S. Army Europe and Africa (USAREUR-AF), the US Army component of EUCOM, a combatant command.
