The 4th convocation of the Sukhumi City Council held office from 10 March 2007 until March 2011.

Formation

2011 City Council election

The 26 seats of the Sukhumi Municipal assembly were contested by 66 candidates.^{[apress 1]}

Rerun in constituencies no. 3, 19 and 26

Elections in constituencies no. 3, 19 and 26 were judged invalid, in the latter two cases because turnout had not surpassed 25%. Reruns were scheduled for 1 April, with the nomination period running from 20 February to 12 March and the registration period from 13 to 22 March.^{[apress 1]}

By-election

Constituency no. 21

In April 2007, while President Sergei Bagapsh was in Moscow for medical treatment, the results of an investigation into corruption within the Sukhumi city administration were made public. The investigation found that large sums had been embezzled and upon his return, on 2 May, Bagapsh fired Adleiba along with his deputy Boris Achba, the head of the Sukhumi's finance department Konstantin Tuzhba and the head of the housing department David Jinjolia.^{[iwpr 1]}

On 4 June Adleiba paid back to the municipal budget 200,000 rubels.^{[regnum 1]} On 20 July, Adleiba resigned from the Sukhumi City Council, citing health reasons and the need to travel abroad for medical treatment.^{[apress 2]}^{[agov 1]}

The subsequent by-election was held on 2 September, the nomination period lasting from 24 July to 12 August and the registration period from 13 to 23 August.^{[apress 2]} Alias Labakhua was the only candidate in the by-election, he had already been appointed acting mayor on 15 May. Labakhua was elected with 265 votes in favour and 2 against. The election was declared valid with a turnout of 34% (267 out of 789 registered voters).^{[knot 1]} On 18 September Labakhua was permanently appointed mayor by President Bagapsh.^{[apress 3]}

On 21 February, the new city assembly director of the Sukhumi shoe factory Adgur Amichba as its chairman with 15 out of 23 votes, over outgoing Chairman Givi Gabnia. Head of the state company Abkhazavtotrans Raul Bebia was elected deputy chairman, history teacher Nina Storozhenko was elected secretary.^{[apress 1]}

Sergei Uasyl-ipa Bagapsh was an Abkhaz politician who served as the second President of the Republic of Abkhazia. He was Prime Minister from 1997 to 1999 and was later elected as President in 2005. He was re-elected in the 2009 presidential election. He died on 29 May 2011, at the age of 62, from complications of surgery.

Sergei Shamba is a senior politician from Abkhazia. He is currently a member of the People's Assembly of Abkhazia and Chairman of United Abkhazia. He was Prime Minister of Abkhazia under President Sergei Bagapsh from 13 February 2010 until 27 September 2011. Between 1997 and 2010 he had been Minister for Foreign Affairs under both Bagapsh and his predecessor Vladislav Ardzinba, with only a half-year interruption in 2004. Shamba has twice unsuccessfully participated in presidential elections, in 2004 and 2011. He has been a staunch proponent for dialogue between Abkhazia and Georgia.

Aleksandr Zolotinskovich Ankvab is an Abkhaz politician and businessman who was president of Abkhazia from 29 May 2011, until his resignation on 1 June 2014. Under president Sergei Bagapsh, he previously served as prime minister from 2005 to 2010 and vice-president from 2010 to 2011. He was appointed prime minister again on 23 April 2020.

Sukhumi or Sokhumi, also known by its Abkhaz name Aqwa, is a city in a wide bay on the Black Sea's eastern coast. It is both the capital and largest city of the Republic of Abkhazia, which has controlled it since the Abkhazia war in 1992–93. However, internationally Abkhazia is considered part of Georgia. The city, which has an airport, is a port, major rail junction and a holiday resort because of its beaches, sanatoriums, mineral-water spas and semitropical climate. It is also a member of the International Black Sea Club.

Parliamentary elections were held in Abkhazia on 4 March 2007, with a second round in seventeen constituencies on 18 March.

Sukhum District is one of the districts of Abkhazia, Georgia’s breakaway republic. It corresponds to the eponymous Georgian municipality. Its capital is Sukhumi, the town by the same name, which is also the capital of entire Abkhazia. The population of the district is 11,531 according to the 2011 census. The city of Sukhumi is a separate administrative entity with more than 60,000 inhabitants.

Adgur Rafet-ipa Kharaziya, is the current Mayor of Sukhumi and a former Minister of Agriculture and Vice Speaker of the People's Assembly of Abkhazia.

Astamur Anton-ipa Adleiba is a former Minister of Youth, Sports, Tourism and Resorts of Abkhazia and a former mayor of Abkhazia's capital Sukhumi. He was dismissed from this last position for corruption.

Alias Mikhailovich Labakhua was Mayor of Sukhumi from 15 May 2007 until 22 October 2014

Presidential elections were held in Abkhazia on 12 December 2009, the fourth such elections since the post of President of the Autonomous Republic of Abkhazia was created in 1994. The result was a victory for incumbent president Sergei Bagapsh, who received 63% of the vote, winning a second term in office. Bagapsh competed against four opposition candidates: former vice president and prime minister Raul Khajimba, who came second behind Bagapsh in the 2004 presidential election, and newcomers Beslan Butba, Zaur Ardzinba and Vitali Bganba. Khajimba had stated that he, Ardzinba and Butba would support each other should one of them reach the second round of the election. Bagapsh was inaugurated on 12 February 2010.

On 12 February 2011, Abkhazia held local elections for the 5th convocations of its local assemblies.

The Government of President Sergei Bagapsh was the Government of the Republic of Abkhazia from 2005 until 2011.

Presidential elections were held in Abkhazia on 26 August 2011. This was the fifth such election since the post of President of the Republic of Abkhazia was created in 1994. The election was held to elect the successor of president Sergei Bagapsh who died in office on 29 May 2011.

The Government of President Alexander Ankvab was the Government of the Republic of Abkhazia from 2011 until 2014.

The 4th convocation of the People's Assembly of Abkhazia was in place from 2007 until 2012.

Valeri Ramshukhovich Bganba is an Abkhazian politician who served as the Prime Minister of Abkhazia from 18 September 2018 to 23 April 2020 and as the acting President of Abkhazia from 13 January to 23 April 2020. Prior to that he was the Speaker of the People's Assembly of Abkhazia from 2012 until 2017. He was elected as speaker on 3 April 2012 and was succeeded by Valery Kvarchia on 12 April 2017. Bganba became acting President on 1 June 2014, following the resignation of Alexander Ankvab as a result of the 2014 Abkhazian political crisis. On 25 September 2014 he was replaced by Raul Khajimba, the winner of the presidential elections on 24 August.

The State Security Service of Abkhazia is the principal security and intelligence agency of Abkhazia.

On 3 April 2016, Abkhazia held local elections for the 6th convocations of its local assemblies in all districts except Gali.

Daur Arshba is an Abkhazian politician. He is the Head of the Presidential Administration, having been appointed by President Raul Khajimba on 10 October 2016, and Chairman of the pro-government Forum for the National Unity of Abkhazia. In the past, he has served as Vice Speaker of the People's Assembly and as Head of Tkvarcheli District. Following the death of Gennadi Gagulia on 8 September 2018, Arshba was appointed Acting Prime Minister of Abkhazia, a position he held until 18 September 2018.
