Payam Toos Khorasan Football Club is an Iranian football club based in Mashhad, Razavi Khorasan. They compete in the 2nd Division. The club is more commonly known as Payam Mashhad when it was based in Mashhad from 1976 to May 2011. The club was moved to Nishapur from May to November 2011, however due to lack of support in Nishapur, the club moved back to Mashhad. In April 2013 Ali Sheykh Eslami bought Payam Imam Reza Football Club and renamed the club "Payam Vahdat Khorasan Football Club". The re-founded club, Payam Khorasan F.C., was formed in July 2021, taking its name from the year of foundation of the predecessor club and securing a place in the 2020-21 2nd Division. The 2016–17 Hazfi Cup was the 30th season of the Iranian football knockout competition. Zob Ahan Isfahan, the defending champions, were eliminated by Tractor Sazi in the semi-final in extra time. The competition started on 12 September 2016, and the final was played on 11 May 2017. Naft Tehran defeated Tractor Sazi in the final, earning their first title.

The 2017–18 Azadegan League was the 27th season of the Azadegan League and 17th as the second highest division since its establishment in 1991. The season featured 13 teams from the 2016–17 Azadegan League, two new teams relegated from the 2016–17 Persian Gulf Pro League: Saba Qom and Machine Sazi and three new teams promoted from the 2016–17 League 2: Shahrdari Tabriz and Shahrdari Mahshahr both as champions and Bargh Jadid Shiraz. The 2017–18 Hazfi Shield Cup was the 31st season of the Iranian football knockout competition. The competition begin in August 2017 and the final was played on May 3, 2018. Mehdi Sharifi, then center forward for Persian side Tractor SC was the Cup's top scorer with five goals. The Cup was won by Esteghla FC in a 1–0 victory over Khooneh Be Khooneh. The final's only goal was scored by Mame Thiam, an Esteghlal forward in the 35' minute of the game. This was Esteghlal seventh Hazfi Cup title.

The 2018–19 Azadegan League was the 28th season of the Azadegan League and 18th as the second highest division since its establishment in 1991. The season featured 12 teams from the 2017–18 Azadegan League, two new teams relegated from the 2017–18 Persian Gulf Pro League: Siah Jamegan and Naft Tehran and two new teams promoted from the 2017–18 League 2: Karoon Arvand Khorramshahr and Shahin Bushehr both as champions. Navad Urmia replaced Gostaresh Foulad, while Sorkhpooshan Pakdasht replaced Esteghlal Jonoub. Oxin Alborz changed their name into Gol Reyhan. The league started on 10 August 2018 and ended on 30 April 2019. Gol Gohar won the Azadegan League title for the first time in their history. Gol Gohar and Shahin Bushehr promoted to the Persian Gulf Pro League. Peyman Ranjbari and Shahriyar Moghanlou were the league's top scorers, with 16 goals each.

The season featured 11 teams from the 2018–19 Azadegan League, two new teams relegated from the 2018–19 Persian Gulf Pro League: Sepidrood and Esteghlal Khuzestan and two new teams promoted from the 2018–19 League 2: Khooshe Talaei Saveh, Arman Gohar Sirjan and Nirooye Zamini as champion, runner-up and third placed team respectively. Damash replaced Karoon Arvand Khorramshahr, while Elmoadab Tabriz replaced Shahrdari Tabriz. Khooneh be Khooneh changed their name into Rayka Babol. The league started on 17 August 2019 and was scheduled to end in April 2020 but in March 2020 it was suspended due to COVID-19 pandemic in Iran until June 2020. After suspension, the league was ended on 16 August 2020. Hamid Kazemi of Havadar emerged as the league's top scorer with 17 goals.
