Abd al-Latif Bin Abdullah Salih Muhammad al-Kawari, born 1975, is a Qatar-based financier, fundraiser, and "security official" for the terror-group Al Qaeda. [1]

In Qatari army

While serving in the Qatari army reserves, al-Kawari was part of the failed 1996 counter-coup-d’état which aimed to overthrow the recently proclaimed Emir Sheikh Hamad bin Khalifa Al-Thani and restore his father to the throne(10). This failed attempt resulted in dozens of arrests and death sentences, including the jailing of the Emir’s own cousin, Sheikh Hamad Bin Jasim Bin Hamad Al-Thani. [2] [3] [4] [5]

In Al Qaeda

In the early 2000s, al-Kawari worked alongside two major Al Qaeda operatives: Mustafa Hajji Muhammad Khan (a.k.a. Hassan Ghul) and Ibrahim ‘Isa Hajji Muhammad al-Bakr. [1] Ghul was designated in 2011 as an Al Qaeda operative and courier, who was active "since at least 2003", [6] and al-Bakr was designated in 2014 for providing financial, material, and technological support for the terror-group. [7] Al-Kawari worked with Ghul and al-Bakr to transfer money to Al Qaeda in Pakistan, around the same time al-Kawari also obtained a fraudulent passport for Ghul. [1]

In early 2012 al-Kawari facilitated the international travel of a courier carrying tens of thousands of dollars designated for Al Qaeda. Later that same year he, according to the U.S. Treasury Department, "worked…to coordinate the delivery of funding from Qatari financiers intended to support Al Qaeda and to deliver receipts confirming that al-Qaeda received foreign donor funding from Qatar-based extremists." [1]

Al-Kawari was also involved in the online money-raising platform, Madad Ahl al-Sham. Al-Sham was a purported Qatar-based charity that worked to fund and support the Al-Nusra Front, Al-Qaeda’s Syrian branch. In August 2012 al-Sham was cited by a Nusra Front member as “one of [the group’s] preferred conduits for donations." [8]

World reactions

On August 5, 2015 al-Kawari was designated by the United States Government as a "financier responsible for supporting terrorists throughout the Middle East." [1] The U.N. followed with sanctions and a designation on September 21 of the same year. [9] Despite these designations the Qatari government has not arrested or restricted al-Kawari, and he is believed to continue to operate.

In September 2023, UAE published a report in which it announced the removal of Qatari figures and entities from the terrorist list including Abd al-Latif Bin Abdullah Salih Muhammad al-Kawari, who was previously added in the terrorist list by the blockading countries during the Gulf crisis in June 2017. Jund al-Aqsa, later known as Liwa al-Aqsa after 7 February 2017, was a Salafist jihadist organization that was active during the Syrian Civil War. Formerly known as Sarayat al-Quds, the group was founded by Abu Abdul 'Aziz al-Qatari as a subunit within the al-Nusra Front. The group later became independent, because al-Nusra was growing too rapidly for its resources and had suffered from fighting the Islamic State of Iraq and the Levant. On 20 September 2016 the U.S. Department of State designated Jund al-Aqsa as a terrorist organization. The group rejoined al-Nusra Front, by then renamed Jabhat Fateh al-Sham (JFS), in October 2016. However, on 23 January 2017, JFS declared that Jund Al-Aqsa was no longer part of Jabhat Fateh Al-Sham. In early February 2017, some of Jund al-Aqsa's units joined the newly formed Tahrir al-Sham, while the others refused and formed a new splinter group called Liwa al-Aqsa, and captured many towns in northern Hama and southern Idlib from other rebel groups. Following these attacks, Tahrir al-Sham launched a military operation against Liwa al-Aqsa, accusing them of being an ISIL affiliate. Following intense clashes with Tahrir al-Sham, up to 2,100 Liwa al-Aqsa militants left Idlib Province to join ISIL in Raqqa Province, by 22 February 2017.

Qatar has been accused of allowing terror financiers to operate within its borders, which has been one of the justifications for the Qatar diplomatic crisis that started in 2017 and ended in 2021. In 2014, David S. Cohen, then United States Under Secretary of the Treasury for Terrorism and Financial Intelligence, accused Qatari authorities of allowing financiers who were on international blacklists to live freely in the country: "There are U.S.- and UN-designated terrorist financiers in Qatar that have not been acted against under Qatari law." Accusations come from a wide variety of sources including intelligence reports, government officials, and journalists.

Abd Al-Rahman al-Nuaimi or Abderrahman Al Nuaimi is a Qatari human rights advocate and co-founder of the Alkarama human rights NGO. He previously taught Islamic Studies at Qatar University, and once served as president of the Qatar Football Association, as well as having been a board member of Qatar Islamic Bank. He has been accused of being “one of the world’s most prolific terrorist financiers.”

Sheikh Eid Bin Mohammad Al Thani Charitable Association is a Qatari charitable organizations established in 1995 in Doha, Qatar. The organization was named after Sheikh Eid Ibn Mohammad ibn Thani ibn Jasim ibn Mohammad Al Thani (1922-1994). The U.S. Department of Treasury has characterized the organization's founder as "terrorist financier and facilitator who has provided money and material support and conveyed communications to al-Qa'ida and its affiliates in Syria, Iraq, Somalia and Yemen for more than a decade. ” The Eid Charity Foundation has been described as a Government Organized Non-Governmental Organization (GONGO) with close ties to government institutions.

Sa’d bin Sa’d Muhammad Shariyan Al Ka’bi is a known Qatari financier and facilitator of financial services that support the Qatari branch of Al-Qaeda, as well as Al-Nusra Front (ANF) for the People of the Levant (ANF), an al-Qaeda Syria based affiliate, which is listed by the United States as a terrorist group.

Khalifa Muhammad Turki al-Subaiy, born January 1, 1965, is a Qatari al-Qaeda facilitator and financier, and as such al-Subaiy has been sanctioned by numerous countries and organizations including the United Nations and U.S. government.

Mansour bin Rashid al-Matroushi, born 1979, is a Qatari Islamist-activist and blogger, most commonly known for his 2013 arrest and detention.

Muhammad Isa al-Bakr is a Qatari activist who served as a coordinator of the defunct Madad Ahl al-Sham online fundraising campaign and currently works as an employee of Ooredoo. While al-Bakr was serving as a coordinator of Madad Ahl al-Sham, the group conducted shipments of humanitarian aid supplies to rural neighborhoods in Syria. Madad Ahl al-Sham has also been accused of financing the Syrian branch of al-Qaeda, the al-Nusra Front. In 2013, al-Bakr was one of two Qatari citizens arrested for submitting a "threatening letter" to the French Embassy in Qatar. He died in September 2018 at 45 years old by car acceidient.

Ibrahim Issa Hajji Muhammad al-Bakr is a Qatari Specially Designated Global Terrorist (SDGT) according to the U.S. Department of the Treasury. Al-Bakr also has a history of supporting al-Qaeda and the Taliban through the collection and transfer of funds. Al-Bakr’s fundraising efforts for extremist groups and associations with al-Qaeda operatives and facilitators have led the United Nations and U.S. Department of the Treasury to list al-Bakr as a facilitator of terrorism. Ibrahim al-Bakr’s current location is unknown.

Abdulaziz bin Khalifa al-Attiyah, is the cousin of Qatar's foreign minister, former head of the Qatar Billiard and Snooker Federation, and former member of the Qatar Olympic Committee who has been tied to illicit terrorist financing activities, specifically for al-Qaeda, it's al-Nusra Front, and the Mahdid Ahl al-Sham campaign.

Abu Khalid al-Suri, or Mohamed al-Bahaiya or Abu Umayr al-Shami, was a Syrian jihadist militant often affiliated with Osama Bin Laden and the Syrian Islamist group Ahrar al-Sham. Al-Suri was believed to be assassinated by an ISIL suicide attack in 2014, however ISIL denied involvement in the attack or regarded it as friendly fire.

While the online campaign reportedly coordinated the delivery of humanitarian supplies to Syrian citizens in need, the U.S. Department of State identified Madid Ahl al-Sham as a fundraising source for violent extremists.

Khalid Saeed al-Bounein is a Qatari real estate investor and charity coordinator and fundraiser in eastern Qatar. Al-Bounein worked for the defunct Madid Ahl al-Sham online fundraising campaign which has been cited as a conduit for financing the al-Nusra Front.

Abd al-Malik Muhammad Yusuf Uthman Abd Al Salam is a jihadist of Palestinian Jordanian origin, who also holds a Qatari national ID. He is a U.S. and UN designated terrorist due to his financial, material, and technological support of Al-Qaeda and the Al Nusra Front.

Muhammad Yusuf Uthman Abd al Salam was the founder of Jund al-Aqsa, a Salafist jihadist group active in the Syrian Civil War. He is also commonly referred to by his nom de guerre Abu Abdulaziz al-Qatari. He was a Jordanian citizen of Palestinian origin who lived in Qatar.

Ashraf Muhammad Yusuf Uthman Abd al-Salam is a financial and logistical supporter of al-Qaeda, Jabhat Fateh al-Sham and al-Qaeda in Iraq. Al-Salam is a U.S. Department of the Treasury labeled Specially Designated Global Terrorist and was added to the United Nations and European Union sanctions lists for his association to the al-Qaeda network. Al-Salam has been fighting in Syria since early 2014.
