Vijaya Raje Scindia, born Lekha Divyeshwari Devi and known popularly as the Rajmata of Gwalior, was a prominent Indian political personality. In the days of the British Raj, as consort of the last ruling Maharaja of Gwalior, Jivajirao Scindia, she ranked among the highest royal figures of the land. In later life, she became a politician of considerable influence and was elected repeatedly to both houses of the Indian parliament. She was also an active member, for many decades, of the Jana Sangh and the Bharatiya Janata Party.
The All India Congress Committee (AICC) is the Presidium or the central decision-making assembly of the Indian National Congress. He has written Haiku poems and the epic Hindi poem "Mukamati". His life is the subject of the 2018 documentary film Vidyoday released by Landmark Films.

On 30 May 2019, he was appointed as Cabinet minister for Skill Development and Entrepreneurship, Government of India.

Pandey, well known for his knowledge of Hindi and its promotion as an official language, was a graduate of Banaras Hindu University and played a key role in organising World Hindi Conferences abroad. Pandey was also known as a member of the "shouting brigade" in the Rajya Sabha. Dr Pandey died on 1 September 2018 after a prolonged illness.

The slogan was coined by the INC president, Rahul Gandhi, against the ruling Bharatiya Janata Party (BJP) affiliated sitting Prime Minister Narendra Modi, after raising allegations of favouritism and price escalation in the Dassault Rafale deal. The slogan was coined with the intention of conveying that the person who was entrusted with safeguarding public money was in fact a thief; context being that Modi had in past claimed to be a "chowkidar" of the nation.
