Adoption Covenant is a 501(c)(3) charitable organization formed in 2003 in Lubbock, Texas, by Merinda K. Condra. It became a licensed child placing agency in 2004. In 2012, Adoption Covenant was nominated by Randy Neugebauer for special recognition, [1] and as a result of this received the Congressional Coalition on Adoption Institute's 2012 Congressional Angel in Adoption Award. [2] At that time, it was reported that Adoption Covenant had been involved in helping over 300 children find their forever homes.

The Congressional Coalition on Adoption Institute (CCAI) is an American non-partisan, non-profit organization "dedicated to raising awareness about the millions of children around the world in need of permanent, safe, and loving families and to eliminating the barriers that hinder these children from realizing their basic right to a family." CCAI was founded in 2001 by advocates of children in the U.S. and around the world in need of families. CCAI seeks to support Congress' Adoption Caucus, the Congressional Coalition on Adoption, through educating and informing its members on adoption, foster care, and child welfare issues. Additionally, CCAI serves as a resource for Members of Congress and their staff through the offering of information, resources, and opportunities to engage in adoption and foster care programs year-round. This is done through congressional briefings, leadership training programs, educational trips, and other notable programs. The Institute's work is entirely funded by donations and gifts from organizations and individuals. Kate McLean currently serves as the Executive Director of CCAI.

The primary election had been scheduled to be held on March 6, 2012, with a runoff election on May 22; because of problems arising from redistricting, the primary was postponed to May 29, and the run-off to July 31.
The 2003 United States House of Representatives special election in Texas's 19th congressional district was held on June 3, 2003 to select the successor to Larry Combest (R) who resigned to spend more time with his family. In accordance with Texas law, the special election was officially nonpartisan. This election took place during the highly controversial 2003 Texas Redistricting, during which the placement of the cities of Lubbock and Midland within the district were heavily debated. Though Randy Neugebauer of Lubbock won the special election, the new maps used for the 2004 elections put Midland in a separate district, allowing Mike Conaway to run in and win the open seat.
