Aeronautical Message Handling System (AMHS) or Air Traffic Services Message Handling System (ATSMHS) is a standard for aeronautical ground-ground communications (e.g. for the transmission of NOTAM, flight plans or meteorological data) based on X.400 profiles. It has been defined by the ICAO.
IWXXM requires the use of AMHS for international exchange. [1]
ICAO Doc 9880 Part II [2] defines two fundamental levels of service within the ATSMHS;
Additionally, ICAO Doc 9880 (Part II, section 3.4) outlines different subsets of the Extended ATSMHS. The Basic ATSMHS performs an operational role similar to the Aeronautical Fixed Telecommunication Network with a few enhancements. The Extended ATSMHS provided enhanced features but includes the Basic level of service capability; in this way it is ensured that users with Extended Service capabilities can inter-operate, at a basic level, with users having Basic Service capabilities and vice versa.
The ATSMHS is provided by a set of end systems, which collectively comprise the ATS Message Handling System. The systems co-operate to provide users (human or automated) with a data communication service. The AMHS network is composed of interconnected ATS Message Servers that perform message switching at the application layer (Layer 7 in the OSI model).
Direct users connect to ATS Message Servers by means of ATS Message User Agents. An ATS Message User Agent supporting the Extended level of service will use the Basic level of service to allow communication with users who only support the Basic ATSMHS.
In order to ensure unobstructed communication between the ANSPs, the European Air Navigation Planning Group (EANPG) of ICAO has defined 59 test cases in its EUR AMHS Manual (V5.0), 17/06/2010 (Appendix D, AMHS Conformance Tests), ASIA/PAC AMHS Manual (Annex B, AMHS Conformance and Compatibility Test, V2.0, 22/09/08) which have to be performed prior to establishment of bilateral links between the ANSPs. Those tests are conducted using a test engine (AMHS Conformance Test Tool) and verify the conformance to the AMHS standard, which is defined in ICAO Doc 9880-AN/466: Manual on Detailed Technical Specifications for the Aeronautical Telecommunication Network (ATN) using ISO/OSI Standards and Protocols, Second Advanced Edition - 2016, Part II.
In the context of Single European Sky (SES) initiative and the European regulation EC552/2004 [3] EUROCONTROL developed a specification [4] to complement the regulation. The use of the specifications facilitates the demonstration of conformity to the essential requirements and regulatory provisions.
In order to facilitate the transition from legacy protocols to this new standard EUROCONTROL launched a project called ECG (European or EATM Communications Gateway) to develop a gateway between AFTN and AMHS. The ECG was developed by the French manufacturer THALES and the German manufacturer FREQUENTIS COMSOFT. Meanwhile, nearly all AMHS systems in Europe are derived from the ECG (see table below).
Similar solutions are offered by Indra Avitech GmbH (Germany), Intelcan (Canada), TELEFONICA (Spain), IDS AirNav (Italy, Canada), Copperchase Ltd (UK), Radiocom (USA) working together with Skysoft Servicios S.A. (Argentina) and FREQUENTIS (Austria).
The first AMHS system was implemented by Avitech GmbH (Germany) as a pioneer solution and went into operational use in 1996 with 36 centers for the German Military (Bundeswehr) and the first AMHS connection in Europe is in operational use since February 2005 between the ANSPs of Germany and Spain. Second in Europe were Bosnia and Herzegovina with Austria in 2011. The first operational AMHS connection in the Middle East was established in 2009 between the United Arab Emirates (Abu Dhabi) and Oman. In the meantime Abu Dhabi has evolved as a nucleus for the introduction of AMHS in the Middle East, resulting in a coherent AMHS network of operational connection between UAE, Jordan, Egypt, Saudi Arabia, Oman and Qatar. Since 2010 Jordan, Egypt and Saudi Arabia form the first operational AMHS triangle. In 2012 the South American countries Peru and Colombia joined the circle of AMHS users while Asia has operated AMHS links between Hong Kong and Macao since 2009 and between Singapore and India since 2011.
Interregional AMHS connections for improved traffic between ICAO regions could be established between the UK and the US in 2011 and the UK and Singapore in the beginning of 2012.
By end 2011, ANSPs worldwide have replaced 14 operational international AFTN connections by an AMHS link. The up-to-date worldwide implementation status of AMHS is recorded in the ICAO COM Charts which are available from the AMC (ATS Messaging Management Centre) operated by EUROCONTROL.

The Open Systems Interconnection (OSI) model is a reference model from the International Organization for Standardization (ISO) that "provides a common basis for the coordination of standards development for the purpose of systems interconnection." In the OSI reference model, the communications between systems are split into seven different abstraction layers: Physical, Data Link, Network, Transport, Session, Presentation, and Application.
The Aeronautical Fixed Telecommunications Network (AFTN) is a worldwide system of aeronautical fixed circuits provided, as part of the Aeronautical Fixed Service, for the exchange of messages and/or digital data between aeronautical fixed stations having the same or compatible communications characteristics. AFTN comprises aviation entities including: ANS providers, aviation service providers, airport authorities and government agencies, to name a few. It exchanges vital information for aircraft operations such as distress messages, urgency messages, flight safety messages, meteorological messages, flight regularity messages and aeronautical administrative messages.
ENAIRE is the air navigation manager in Spain, certified for the provision of enroute, approach and aerodrome control services. As a public corporate entity attached to the Spanish Ministry of Public Works, it is responsible for air traffic control, aeronautical information and the communication, navigation and surveillance networks so air companies and their aircraft can fly safely and in an organised format within Spanish airspace.
The airline teletype system uses teleprinters, which are electro-mechanical typewriters that can communicate typed messages from point to point through simple electric communications channels, often just pairs of wires. The most modern form of these devices are fully electronic and use a screen, instead of a printer.
The European Organisation for the Safety of Air Navigation, commonly known as Eurocontrol, is an international organisation working to achieve safe and seamless air traffic management across Europe. Founded in 1963, Eurocontrol currently has 41 member states with headquarters in Brussels, Belgium. It has several local sites as well, including an Innovation Hub in Brétigny-sur-Orge, France, the Aviation Learning Centre (ALC) in Luxembourg, and the Maastricht Upper Area Control Centre (MUAC) in Maastricht, the Netherlands. The organisation employs approximately two thousand people, and operates with an annual budget in excess of half a billion euros.
In aviation, ACARS is a digital datalink system for transmission of short messages between aircraft and ground stations via airband radio or satellite. The protocol was designed by ARINC and deployed in 1978, using the Telex format. More ACARS radio stations were added subsequently by SITA.
In aviation, an Aeronautical Information Publication is defined by the International Civil Aviation Organization as a publication issued by or with the authority of a state and containing aeronautical information of a lasting character essential to air navigation. It is designed to be a manual containing thorough details of regulations, procedures and other information pertinent to flying aircraft in the particular country to which it relates. It is usually issued by or on behalf of the respective civil aviation administration.
The Future Air Navigation System (FANS) is an avionics system which provides direct data link communication between the pilot and the air traffic controller. The communications include air traffic control clearances, pilot requests and position reporting. In the FANS-B equipped Airbus A320 family aircraft, an Air Traffic Services Unit (ATSU) and a VHF Data Link radio (VDR3) in the avionics rack and two data link control and display units (DCDUs) in the cockpit enable the flight crew to read and answer the controller–pilot data link communications (CPDLC) messages received from the ground.
ASTERIX is a standard for the exchange of air traffic services (ATS) information. It is developed and maintained by the European ATS organization Eurocontrol. ASTERIX is surveillance data format which is being adopted by the world users community as the universal standard in this domain today.
System Wide Information Management (SWIM) is a global Air Traffic Management (ATM) industry initiative to harmonize the exchange of Aeronautical, Weather and Flight information for all Airspace Users and Stakeholders. SWIM is an integral part of the International Civil Aviation Organization (ICAO) Global Air Navigation Plan (GANP). The GANP defines 4 Performance Improvement Areas (PIA), SWIM resides in PIA 2: Globally interoperable systems and data, where its implementation is further defined in Aviation System Block Upgrades (ASBU) B1-SWIM and B2-SWIM. ASBU B1-SWIM defines SWIM as a “a net-centric operation where the air traffic management (ATM) network is considered as a series of nodes, including the aircraft, providing or using information.” it goes on to say “The sharing of information of the required quality and timeliness in a secure environment is an essential enabler to the ATM target concept.”
The Aeronautical Information Service, or AIS is a service established in support of international civil aviation, whose objective is to ensure the flow of information necessary for the safety, regularity, and efficiency of international air navigation.
IEC 60870 part 6 in electrical engineering and power system automation, is one of the IEC 60870 set of standards which define systems used for telecontrol in electrical engineering and power system automation applications. The IEC Technical Committee 57 have developed part 6 to provide a communication profile for sending basic telecontrol messages between two systems which is compatible with ISO standards and ITU-T recommendations.
The VHF Data Link or VHF Digital Link (VDL) is a means of sending information between aircraft and ground stations. Aeronautical VHF data links use the band 117.975–137 MHz assigned by the International Telecommunication Union to Aeronautical mobile (R) service. There are ARINC standards for ACARS on VHF and other data links installed on approximately 14,000 aircraft and a range of ICAO standards defined by the Aeronautical Mobile Communications Panel (AMCP) in the 1990s. Mode 2 is the only VDL mode being implemented operationally to support Controller Pilot Data Link Communications (CPDLC).
The Aeronautical Telecommunication Network (ATN) is an internetwork architecture that allows ground/ground, air/ground, and avionic data subnetworks to interoperate by adopting common interface services and protocols based on the ISO OSI Reference Model.
The International Cooperation on Airport ATM Systems (ICAS) is a group of Airports, Air Navigation Service Providers (ANSPs) and EUROCONTROL.
The aeronautical fixed service (AFS) is a telecommunication service between specified fixed points provided primarily for the safety of air navigation and for the regular, efficient and economical operation of air services. The AFS is provided by voice and data networks, including AFTN, AMHS and CIDIN.
CIMACT is EUROCONTROL's Civil-Military Air Traffic Management Co-ordination Tool.
Remote and virtual tower (RVT) is a modern concept where the air traffic service (ATS) at an airport is performed somewhere other than in the local control tower. Although it was initially developed for airports with low traffic levels, in 2021 it was implemented at a major international airport, London City Airport.
The Weather Information Exchange Model (WXXM) is designed to enable the management and distribution of weather data in digital format (XML). WXXM version 2.0, set to be finalized in 2014, is based on Geography Markup Language (GML) and is one of the GML Application Schemas. It is being developed by the US Federal Aviation Administration (FAA) and the European Organisation for the Safety of Air Navigation (EUROCONTROL). WXXM is a member of a family of data models designed for use in aviation safety, notably Aeronautical Information Exchange Model (AIXM) and the Flight Information Exchange Model (FIXM).
English Language Proficiency for Aeronautical Communication Test (ELPAC) is a EUROCONTROL test for aeronautical communication designed to assess ICAO English Language Proficiency for pilots and air traffic controllers, and reflects the range of tasks undertaken in air traffic control and pilot communications. The test focuses on language proficiency, not operational procedures.
IWXXM messages are lengthy and contain characters not supported by AFTN, so cannot use AFTN equipment. IWXXM requires the use of AMHS for international exchange.
