The 2011 Andorran local elections were held on 4 December. Voters elected the representatives of the seven parishes.
Voters elected the members of the municipal councils (consells de comú in Catalan). The electoral law allow the municipal councils to choose their number of seats, which must be an even number between 10 and 16.
Catalan is a Western Romance language derived from Vulgar Latin and named after the medieval Principality of Catalonia, in northeastern modern Spain. It is the only official language of Andorra, and a co-official language of the Spanish autonomous communities of Catalonia, the Balearic Islands and Valencia. It also has semi-official status in the Italian commune of Alghero. It is also spoken in the eastern strip of Aragon, in some villages of Region of Murcia called Carche and in the Pyrénées-Orientales department of France. These territories are often called Països Catalans or "Catalan Countries".
All city council members were elected in single multi-member districts, consisting of the parish territory, using closed lists. Half of the seats are allocated to the party with more votes. The other half of the seats were allocated using the Hare quota (including the winning party).
The cònsol major (mayor) and the cònsol menor (deputy mayor) were elected indirectly by the municipal councilliors after the election. [1]

There are two types of elections in Andorra: parliamentary elections and local elections. The 28 members of the General Council of the Valleys are elected in parliamentary elections for a maximum term of four years. In the local elections, the council members of the seven parishes of Andorra are elected for a four-year term.
Municipal elections in Barcelona are held every four years to elect the city council. The mayor is elected indirectly by the councilliors on the first plenary session of the term.
Parliamentary elections were held in Andorra on 26 April 2009, the fourth under the 1993 Constitution. The 2009 Sammarinese local elections were held on 7 June to elect the mayors and the councils of the nine municipalities of San Marino. Overall turnout was 55.1%. The election in the City of San Marino was declared invalid, as it didn't reach the turnout quorum. Therefore, a second election was held on 29 November.
The 2003 Sammarinese local elections were held on 30 November to elect the mayors and the councils of the nine municipalities of San Marino. Overall turnout was 55.4%. The election in Borgo Maggiore was declared invalid, as the turnout quorum was not reached. Therefore, a second election was held on 18 April 2004.
The 1999 Sammarinese local elections were held on 13 June to elect the mayors and the councils of Chiesanuova, the City of San Marino and Domagnano, in San Marino. Overall turnout was 66.1%.
