Apex Building Group, Inc. (Apex) is a general contractor and real estate development company that was founded in Harlem (Manhattan) and is now based in Yonkers, New York, focusing on affordable housing and mixed-use properties serving families in New York and the tri-state region. Apex Building Group, Inc. is a certified minority-owned business enterprise (MBE) [1] [2] that is led by Robert Horsford [3] and Lee Brathwaite. [4]
The firm was founded in 1997 by Horsford. It has added or preserved more than 4,700 units of affordable housing in New York and the tri-state region. [5] A typical project includes residences that are affordable to lower income individuals and families, and some include housing designated for formerly homeless individuals. [6]
In the 1920s, Victor Horsford, grandfather of Robert Horsford, [7] started a real estate business called Victor Horsford Realty in Harlem. Victor owned several multifamily rentals which formed the start of the family's real estate and affordable housing work in the City of New York. Apex Building Group was incorporated in 1997 by his grandson, third generation real estate professional Robert Horsford.
Apex was selected in 2017 to develop an affordable housing project in central Harlem. [8] A 2019 project saw Apex renovating homes in East Baltimore, Maryland [9] and Twin Parks West, New York. [10]
In 2021, Apex completed development of Balton Commons, a Harlem building for mixed-income housing that was also launched with a technology startup incubator run by Silicon Harlem, [11] which is geared toward STEM education for high schoolers. [12]
In 2022, Apex broke ground on Alafia, a 576-unit affordable housing development in Brooklyn, on the former site of the Brooklyn Developmental Center. [13] The project will add 11 acres of green space to its East New York neighborhood, and includes solar and geothermal elements. [14] [15] [16] [17]
Another 2022 project saw the construction of the offices of Brotherhood Sister Sol, [18] a not-for-profit youth development organization for Black and Latinx youth. [19] The project was noted by the New York Times for being a "complicated building... focus[ing] on Black and brown architects and developers." [19]
A 2023 project to renovate housing for 2,900 residents selected Apex and two other firms to complete the work. [20] [21] [22]
In 2024, the New York Department of Housing Preservation and Development chose Apex to convert an office building in Prospect Heights into 116 units of housing. [23] The project is part of the "24 in 24" plan to develop affordable housing on underutilized publicly owned land. [24] The same year, Apex was also selected as part of a consortium to renovate low-income housing in Harlem as part of the PACT program. [25]
Queensbridge Houses, also known simply as Queensbridge or QB, is a public housing development in the Long Island City neighborhood of Queens, New York City. Owned by the New York City Housing Authority, the development contains 96 buildings and 3,142 units accommodating approximately 7,000 people in two separate complexes. The complex opened in 1939 and is the largest housing project in North America.
East New York is a residential neighborhood in the eastern section of the borough of Brooklyn in New York City, United States. The New York City Housing Authority (NYCHA) is a public development corporation which provides public housing in New York City, and is the largest public housing authority in North America. Created in 1934 as the first agency of its kind in the United States, it aims to provide decent, affordable housing for low- and moderate-income New Yorkers throughout the five boroughs of New York City. NYCHA also administers a citywide Section 8 Leased Housing Program in rental apartments. NYCHA developments include single and double family houses, apartment units, singular floors, and shared small building units, and commonly have large income disparities with their respective surrounding neighborhood or community. The Robert Fulton Houses is a housing project located in the Chelsea neighborhood of Manhattan in New York City, owned and operated by the New York City Housing Authority (NYCHA). The 6.27-acre (2.54 ha) site is located between West 16th and 19th Streets and bounded by Ninth and Tenth Avenues. The project consists of 945 apartments in eleven buildings; three of the developments are 25 stories, while the others are 6 stories high.
The Prospect Plaza Houses was a 4.53-acre (18,300 m2) complex owned by the New York City Housing Authority (NYCHA) in the Ocean Hill section of Brooklyn and was bordered by St. Marks and Sterling Place, Howard and Saratoga Avenues. It was the first NYCHA development to be completely demolished.
The Williamsburg Houses, originally called the Ten Eyck Houses, is a public housing complex built and operated by the New York City Housing Authority (NYCHA), in the Williamsburg neighborhood of Brooklyn. It consists of 20 buildings on a site bordered by Scholes, Maujer, and Leonard Streets and Bushwick Avenue. The Williamsburg Houses were built in 1936–1938 under the auspices of the Housing Division of the Public Works Administration (PWA). Richmond Shreve was the chief architect of the project; the design team of nine other architects was led by the Swiss-American modernist William Lescaze. The construction contract was awarded to Starrett Brothers & Eken. The designs called for the inclusion of modern art commissioned through the Federal Arts Project.
Samuel Gompers Houses, also known as Gompers Houses, is a public housing development built and maintained by the New York City Housing Authority (NYCHA) on the Lower East Side of Manhattan on Pitt Street between Delancey and Stanton Streets. Gompers Houses is composed of two 20-story buildings with 474 apartments that house approximately 1,116 people. It is built on a 3.7 acres (15,000 m2) site bordered by Stanton Street to the north, Columbia Street to the east, Delancey Street to the south, and Pitt Street to the west.
Morrisania Air Rights is a New York City Housing Authority (NYCHA) public housing project in Melrose and Morrisania, Bronx, consisting of three buildings, 19, 23, and 29 stories tall. There are 843 apartments housing some 1,952 residents. It was designed by the architectural firm The Eggers Partnership also known as Eggers & Higgins.

The Alloy Block is an under-construction mixed-use development in Boerum Hill, Brooklyn, New York City, near Downtown Brooklyn. There are over 550 community gardens on city property, over 745 school gardens, over 100 gardens in land trusts, and over 700 gardens at public housing developments throughout New York City. The community gardens are maintained by city residents who steward the often underutilized land. The community garden movement in NYC began in the Lower East Side during the disrepair of the 1960s on vacant, unused land. These first gardens were tended without governmental permission or assistance.
Kingsborough Houses-Kingsborough Extension, also known as Kingsborough Houses, is a 15.97-acre housing project in the Crown Heights neighborhood of Brooklyn in New York City. It is bordered by Ralph and Rochester Avenues, and Pacific and Bergen Streets. The project consists of 16, six-story buildings with 1,148 apartment units. It is owned and managed by New York City Housing Authority.
Low Houses, or Seth Low Projects, is a public housing complex built and operated by the New York City Housing Authority (NYCHA), located in Brownsville, Brooklyn. The development is named after Seth Low (1850–1916), a former city mayor who attacked the existence of unsanitary tenements. Low Houses has four buildings between 17 and 18 stories tall, each with 535 apartments. It was completed on December 31, 1967, with a total area of 5.89-acres. The Low Houses is considered one of Brooklyn's toughest projects and have been known for shootings and gang violence throughout the years.
