The Arab Towns Organization (ATO) is a network which exists to develop cooperation between Arab cities in order to promote their development, while preserving their Arab identity.

History and profile

ATO was set up in Kuwait on 15 March 1967. [1] [2] It is based in Kaifan, Kuwait City. [2]

Membership is open to municipalities, from Arab nations, other institutions with related activities and interested individuals. Member cities, according to the website (in 2008), come from the following countries: Algeria, Bahrain, Comoros, Djibouti, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Mauritania, Morocco, Oman, Palestine, Qatar, Saudi Arabia, Somalia, Sudan, Syria, Tunisia, United Arab Emirates and Yemen. There are several related institutions, including a Development Fund for Arab Cities, which began life in 1979, and the Arab Urban Development Institute [3] which started up in 1980, describing itself as ‘the scientific and technical wing of the ATO’. As of 2013, the organization had members from twenty-two countries. [2]

ATO is one of the main partners in the Euro-Arab Forum, which has organised conferences in Dubai in 2008 and Malaga in 2011. The other partners are COPPEM, CEMR and the Congress of the Council of Europe.

As of 2011 the ATO Secretary General was Abdulaziz Al Adasani. He was re-elected in 2010 for another three-year term, at the 15th ATO General Assembly in Kuwait in October 2010. A decision was taken at this meeting to hold the 16th Assembly in Aleppo in 2012.

The Arab Air Carriers' Organization is a non-profit organization with 37 constituent airline members from 19 countries within North Africa and the Middle East. The constituent countries are Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Mauritania, Morocco, Oman, Palestine, Qatar, Saudi Arabia, Sudan, Syria, Tunisia, the United Arab Emirates and Yemen; all within the Arab world. It is headquartered in Beirut, Lebanon. The AACO members collectively offer 3,371 daily flights to 435 airports in 126 countries.

The United Nations Human Settlements Programme (UN-Habitat) is the United Nations programme for human settlements and sustainable urban development. It was established in 1977 as an outcome of the first United Nations Conference on Human Settlements and Sustainable Urban Development held in Vancouver, Canada, in 1976. UN-Habitat maintains its headquarters at the United Nations Office at Nairobi, Kenya. It is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. It is a member of the United Nations Development Group. The mandate of UN-Habitat derives from the Habitat Agenda, adopted by the United Nations Conference on Human Settlements in Istanbul, Turkey, in 1996. The twin goals of the Habitat Agenda are adequate shelter for all and the development of sustainable human settlements in an urbanizing world.

Ekmeleddin Mehmet İhsanoğlu is a Turkish chemistry and science history professor, academician, diplomat and politician who was Secretary-General of the Organisation of Islamic Cooperation (OIC) from 2004 to 2014. ARLEM is a permanent, joint assembly, bringing together local and regional authorities from the three shores of the Mediterranean. This assembly is designed to provide an institutional framework to bring together CoR members and representatives of European associations involved in Euro-Mediterranean co-operation with their counterparts from the Mediterranean partners in a permanent joint body.
