2024 by-election

In May 2024, independent councillor Stuart Borrowman died. [2] A by-election was held on 22 August 2024 to elect his replacement, and was won by Labour candidate Susan Manion. [3] [4]

          West Lothian is one of the 32 council areas of Scotland, and was one of its historic counties. The county was called Linlithgowshire until 1925. The historic county was bounded geographically by the Avon to the west and the Almond to the east. The modern council area occupies a larger area than the historic county. It was reshaped following local government reforms in 1975: some areas in the west were transferred to Falkirk; some areas in the east were transferred to Edinburgh; and some areas that had formerly been part of Midlothian were added to West Lothian.

          Armadale is a town within the county of West Lothian in the Central Belt of Scotland. It lies to the west of Bathgate and to the east of Blackridge. Armadale, formerly known as Barbauchlaw, is an ex-mining town which was also known for its brick manufacturing. It is named after Armadale in Sutherland, this estate being owned by Sir William Honeyman who later acquired the land of Barbauchlaw. Primarily a residential community, the town has a number of different public places, a central Mains Street and a series of parks, green spaces and nature reserves, many of which lie atop former mines and industrial areas.

          The 2012 West Lothian Council election took place on 3 May 2012 to elect members of West Lothian Council. The election used the 9 wards created as a result of the Local Governance (Scotland) Act 2004, with each ward electing three or four Councillors using the single transferable vote system form of proportional representation, with 33 Councillors being elected. The Bathgate Ward gained an additional seat for the 2012 elections. The election saw Labour remain the largest party on the Council as they gained 2 seats. The Scottish National Party (SNP) also made 2 net gains and significantly increased their vote share, outpolling Labour in terms of votes cast. The Conservatives retained their single seat on the Council and so to did the Independents. The Action to Save St. John's Hospital group were completely wiped out from the authority losing all of their 3 seats.

          The 2017 West Lothian Council election took place on 4 May 2017. The election resulted in no overall party majority, leading to the Labour Party and the Conservative Party forming a coalition administration.

          Stuart Borrowman was a Scottish politician who was an independent councillor for the Armadale and Blackridge ward from the 2003 West Lothian Council election until his death. Originally elected as a member of the Scottish National Party (SNP) and serving as then-leader John Swinney's Chief of Staff from 2001 to 2002, he defected to Scottish Labour in 2004 before becoming an independent.
