The Republic of Estonia gained its independence from the Russian Empire on 24 February 1918 and established diplomatic relations with many countries via membership of the League of Nations. The forcible incorporation of Estonia into the Soviet Union in 1940 was not generally recognised by the international community and the Estonian diplomatic service continued to operate in some countries. Following the restoration of independence from the Soviet Union, Russia was one of the first nations to re-recognize Estonia's independence. Estonia's immediate priority after regaining its independence was the withdrawal of Russian forces from Estonian territory. In August 1994, this was completed. However, relations with Moscow have remained strained primarily because Russia decided not to ratify the border treaty it had signed with Estonia in 1999.

The United States Ambassador-at-Large for Global Criminal Justice is the head of the Office of Global Criminal Justice in the United States Department of State. The ambassador-at-large advises the United States Secretary of State and the Under Secretary of State for Civilian Security, Democracy, and Human Rights directly and formulates U.S. policy responses to atrocities committed in areas of conflict and elsewhere throughout the world. As the President’s envoy, this Ambassador travels worldwide engaging heads of state and international organizations to build bilateral and international support for U.S. policies. As part of this, the Ambassador visits affected countries and engages a range of diplomatic, legal, economic, military, and intelligence tools to help secure peace and stability and build the rule of law. The Joint Baltic American National Committee, Inc. (JBANC) is a non-profit organization that monitors issues affecting Baltic-American communities in the United States and the nations of Estonia, Latvia, and Lithuania. JBANC functions as the public affairs bureau for its three parent organizations, the Estonian American National Council (EANC), the American Latvian Association, Inc. [2], and the Lithuanian American Council, Inc. (LAC). The organization was founded on April 27, 1961 through a joint proclamation by Estonian National Committee in the U.S.A. Chairman Julius Kangur; American Latvian Association, Inc., in the United States President Peter P. Lejins; and Lithuanian American Council, Inc., President Leonard Simutis.
Margus Kolga is an Estonian diplomat. He graduated from the University of Tartu's Faculty of History in 1992. After graduation, he joined the Ministry of Defence of Estonia, where until 1994 he served as a desk officer in the Supply and Logistics Department. In 1994 he was promoted to the post of the Head of the Bureau of Defence Policy and from 1995 he worked as Head of the Department of the Security Policy. He served as the deputy chancellor on defense policy for Estonia from 1996 to 2003. During this period Margus Kolga was actively involved in Estonia's NATO integration process and headed the Governmental Interagency Task Force for NATO membership. From 2003 to 2007 he worked as a senior research fellow in the Baltic Defence College and was responsible for the organising and support of the newly established Higher Command Studies Course (HCSC). In 2007 Margus Kolga joined the Ministry of Foreign Affairs of Estonia as the Director General of the 1st Political Department until 2010. From 2010-2015 he served as the Permanent Representative of Estonia to the United Nations. In 2015 he was seconded to the State Chancellery to coordinate the drafting of the new Security Policy Strategy. In 2016 he returned to the Ministry of Foreign Affairs and took his position as head of the UN Security Council Campaign Task Force.
Eerik-Niiles Kross is an Estonian politician, diplomat, former chief of intelligence and entrepreneur. He is a member of parliament (Riigikogu). During the 1980s, Kross was a prominent figure in the anti-Soviet non-violent resistance movement in Soviet-occupied Estonia. After re-independence, in 1991, he joined Estonia's Foreign Ministry. He served as the head of intelligence from 1995 to 2000; and as national security advisor to former President Lennart Meri in 2000 and 2001.
The Embassy of the United States in Tallinn, Estonia, is located at the chancery building on Kentmanni Street. This building housed the U.S. legation to Estonia from April 1, 1930 until September 5, 1940. The U.S. Mission to Estonia resumed operations in the same building on February 6, 1992.

The Estonian Foreign Intelligence Service is the foreign intelligence service of the Republic of Estonia. The Foreign Intelligence Service coordinates with all Estonian intelligence functions, collects intelligence concerning foreign interests and activities, and transmits information to the President, Prime Minister, the General Staff of the Estonian Defence Forces, the Interior Minister, the Foreign Minister, and the Minister of Defence.
