Asia Emergency Response Facility (AERF) is a Special Operation of the United Nations World Food Programme, designed to establish an emergency response facility in Asia.

In 24 October 1945, at the end of World War II, the organization was established with the aim of preventing future wars. At its founding, the UN had 51 member states; there are now 193. The UN is the successor of the ineffective League of Nations.
The World Food Programme (WFP) is the food-assistance branch of the United Nations and the world's largest humanitarian organization addressing hunger and promoting food security. According to the WFP, it provides food assistance to an average of 91.4 million people in 83 countries each year. From its headquarters in Rome and from more than 80 country offices around the world, the WFP works to help people who cannot produce or obtain enough food for themselves and their families. It is a member of the United Nations Development Group and part of its executive committee.
The AERF was created in 2003 following the signing of an MOU between the World Food Programme and the Cambodian Government. The purpose of AERF would become the Asia facility of the United Nations Humanitarian Response Depot (UNHRD), working in collaboration with the other operating UNHRD facilities provide worldwide coverage for "first line response" to emergencies.
Cambodia, officially the Kingdom of Cambodia, is a country located in the southern portion of the Indochina peninsula in Southeast Asia. It is 181,035 square kilometres in area, bordered by Thailand to the northwest, Laos to the northeast, Vietnam to the east and the Gulf of Thailand to the southwest. The head of government is the Prime Minister, currently Hun Sen, the longest serving non-royal leader in Southeast Asia, ruling Cambodia since 1985. In 802 AD, Jayavarman II declared himself king, uniting the warring Khmer princes of Chenla under the name "Kambuja". This marked the beginning of the Khmer Empire, which flourished for over 600 years, allowing successive kings to control and exert influence over much of Southeast Asia and accumulate immense power and wealth. The Indianised kingdom facilitated the spread of first Hinduism and then Buddhism to much of Southeast Asia and undertook many religious infrastructural projects throughout the region, including the construction of more than 1,000 temples and monuments in Angkor alone. Angkor Wat is the most famous of these structures and is designated as a World Heritage Site. After the fall of Angkor to Ayutthaya in the 15th century, a reduced and weakened Cambodia was then ruled as a vassal state by its neighbours. In 1863, Cambodia became a protectorate of France, which doubled the size of the country by reclaiming the north and west from Thailand.
The United Nations Humanitarian Response Depot (UNHRD) is an international network of six humanitarian support hubs located strategically around the world, that provide supply chain solutions to the international humanitarian community. The hubs are located in Brindisi (Italy), Dubai (UAE), Accra (Ghana), Panama City (Panama), Kuala Lumpur (Malaysia) and Las Palmas (Spain).
AERF was created to meet the requirements for planning and supplying equipment for emergencies in Asia. Although the facility is primarily for WFP use, it is designed to be shared by UN agencies, the Red Cross movement, international and local NGO’s and partners from the private sector.

In the international response to the 2005 Kashmir earthquake many countries, international organizations and non-governmental organizations offered relief aid to the affected regions. The aid given was in the form of monetary donations and pledges, as well as relief supplies including food, medical supplies, tents and blankets. Rescue and relief workers were sent from different parts of the world to the region and they brought along rescue equipment, including helicopters and rescue dogs.

The WFP-managed United Nations Humanitarian Air Service (UNHAS) provides common air services for the humanitarian community to very remote and very challenging locations. In doing so, it facilitates the implementation and monitoring of humanitarian interventions in numerous life-saving thematic areas. In most countries requiring humanitarian assistance, surface travel is impeded by challenging security situations, long distances and poor road conditions. Furthermore, most of the destinations the humanitarian community needs to reach are not served by adequate commercial air operators. When no other means of reaching isolated communities is available, aid workers can rely on UNHAS to provide access.

In the November event, Southern Thailand near Hat Yai was hit, North-central Vietnam had their own event in October. Myanmar had reported a series of limited but still deadly and destructive events from June to October.
