Justice Avula Sambasiva Rao (16 March 1917 in Mulpuru,Guntur district - 27 July 2003 [1] ) was an Indian judge who was a Lok Ayukta and Chief Justice of Andhra Pradesh;and also a Vice-chancellor of Andhra University. [2] [3] [4]
Rao was educated at Guntur,Madras and Calcutta and was an Arts and Law graduate from Madras University. Enrolled as an Advocate in Madras High Court on 7 April 1941,he practised in that Court as well as in High Court of Andhra Pradesh at Guntur and at Hyderabad until 21 April 1967. On 14 July 1966,he was appointed the 2nd Government Pleader of Andhra Pradesh.
Rao was appointed permanent judge of the Andhra Pradesh High Court on 22 April 1967. He acted as Chief Justice of High Court of Andhra Pradesh from 25 January 1975 to 10 January 1976.
Appointed permanent Chief Justice on 9 April 1978,Rao retired on 16 March 1979. He was also Vice-Chancellor of Andhra University,Waltair. [5]

The Telangana High Court is the High Court for the Indian state of Telangana. Relinquishing his position at NIIT University on 30 June 2020,he embraced the role of Vice-Chancellor at SRM University-AP,Andhra Pradesh from 1 July 2020. He was previously the Acting Vice-Chancellor of BITS Pilani,and the Director of the Hyderabad Campus of the university. He was responsible for establishing BITS Hyderabad campus. He is an alumnus of BITS Pilani and had been associated with the university for more than four decades in various capacities. As director,he was regarded as being instrumental in the establishment of the Hyderabad Campus.

The Andhra Pradesh Decentralisation and Inclusive Development of All Regions Act,2020 is an act of Andhra Pradesh Legislature aimed at the decentralisation of governance in the Indian state of Andhra Pradesh. The bill was proposed by the Government of Andhra Pradesh to establish three capitals at different places in the state namely Visakhapatnam,Amaravati,and Kurnool,which will serve as executive,legislative and judicial capitals respectively.
