A declaration of independence, declaration of statehood or proclamation of independence is an assertion by a polity in a defined territory that it is independent and constitutes a state. Such places are usually declared from part or all of the territory of another state or failed state, or are breakaway territories from within the larger state. The flag of the Republic of Kosovo was adopted by the Assembly of the Republic of Kosovo immediately following the unilateral declaration of independence of Kosovo on 17 February 2008. The flag design emerged from an international competition, organized by an informal group from the Provisional Institutions of Self-Government known as the Kosovo Unity Team, which attracted almost one thousand entries. The winning design was proposed by Muhamer Ibrahimi. It shows six white stars in an arc above a golden map of Kosovo, all on a blue field. The stars symbolize Kosovo's six major ethnic groups: Albanians, Serbs, Bosniaks, Turks, Romani, and Gorani.

Municipalities are the second-level administrative divisions of Albania, below the counties and above the communes. Since the most recent administrative reforms in 2014, Albania has 61 municipalities.

The 2008 Kosovo declaration of independence, which proclaimed the Republic of Kosovo to be an independent and sovereign state, was adopted at a meeting held on 17 February 2008 by 109 out of the 120 members of the Assembly of Kosovo, including the Prime Minister of Kosovo, Hashim Thaçi, and by the President of Kosovo, Fatmir Sejdiu. It was the second declaration of independence by Kosovo's Albanian-majority political institutions; the first was proclaimed on 7 September 1990.

Independent Albania was proclaimed on 28 November 1912. This chapter of Albanian history was shrouded in controversy and conflict as the larger part of the self-proclaimed region had found itself controlled by the Balkan League states: Serbia, Montenegro and Greece from the time of the declaration until the period of recognition when Albania relinquished many of the lands originally included in the declared state. Since the proclamation of the state in November 1912, the Provisional Government of Albania asserted its control over a small part of central Albania including the important cities of Vlorë and Berat.

Albania has 2,972 villages as of 2016. Albania has reformed its domestic administrative divisions 21 times since its Declaration of Independence from the Ottoman Empire in 1912. Following the most recent reorganization, enacted in 2014 and carried out in June 2015, Albania's 12 counties were entirely divided into 61 municipalities for regional government and 373 administrative units for local government. An independence referendum was held in Kosovo, then known as the Socialist Autonomous Province of Kosovo between 26 and 30 September 1991. The Provincial Assembly, which had been dissolved in 1990 by Serbian authorities but whose Albanian members continued to meet underground, declared the Republic of Kosova a sovereign and independent state on 22 September 1991. Over 99% of voters voted in favour of independence, with a turnout of 87%. The referendum was boycotted by Serbs living in the region, who comprised around 10% of the population.

The Independence Cup is an annual friendly football tournament held in Albania on 28 November to commemorate Albanian Independence Day. The tournament took place in Vlorë between 2009 and 2015, in Tiranë in 2016 and in Korçë in 2017. Clubs from Albania, Kosovo, North Macedonia and Montenegro have taken part in the tournament. Since the 2019 Albania earthquake the tournament has not been held anymore.
