Education in Nigeria is overseen by the Federal Ministry of Education. The local authorities take responsibility for implementing state-controlled policy regarding public education and state schools. The education system is divided into Kindergarten, Primary education, Secondary education, and Tertiary education. Nigeria's federal government has been dominated by instability since declaring independence from Britain, and as a result, a unified set of education policies is yet to be successfully implemented. Regional differences in quality, curriculum, and funding characterize the education system in Nigeria. The Federal College of Fisheries and Marine Technology is a higher education institute located on Victoria Island in Lagos, Nigeria. It is a monotechnic approved by the National Board for Technical Education. The College was originally known as the Federal School of Fisheries, established in 1969 as a vocational training institute for Nigeria's in-shore fishing fleet. It was upgraded to a technological institution in 1992. Afe Babalola University (ABUAD) is a private university located in Ado-Ekiti, Ekiti State, Nigeria. It was founded by a lawyer and philanthropist, Afe Babalola, in 2009. Afe Babalola University offers Academic programs in six Colleges: Sciences, Law, Engineering, Social and Management Sciences, Medicine and Health Sciences, and Postgraduate Studies. The Alvan Ikoku Federal College of Education, Owerri is located in Owerri, the capital of Imo State, Nigeria. It was established in April, 1963 as the Advanced Teachers Training College by the defunct Eastern Nigeria Government on the grounds of the Old Shell Camp, Owerri. It has since expanded across the Orlu Road on the Nworie River.
