Colombia, officially the Republic of Colombia, is a country mostly in South America with insular regions in North America. The Colombian mainland is bordered by the Caribbean Sea to the north, Venezuela to the east and northeast, Brazil to the southeast, Ecuador and Peru to the south and southwest, the Pacific Ocean to the west, and Panama to the northwest. Colombia is divided into 32 departments. The Capital District of Bogotá is also the country's largest city hosting the main financial and cultural hub, and other major urbes include Medellín, Cali, Barranquilla, Cartagena, Santa Marta, Cúcuta, Ibagué, Villavicencio and Bucaramanga. It covers an area of 1,141,748 square kilometers, and has a population of around 52 million. Colombia is the largest Spanish-speaking country in South America. Its cultural heritage—including language, religion, cuisine, and art—reflects its history as a colony, fusing cultural elements brought by mass immigration from Europe and the Middle East, with those brought by the African diaspora, as well as with those of the various Indigenous civilizations that predate colonization. Spanish is the official language, although English and 64 other languages are recognized regionally.
Santa Marta, officially the Distrito Turístico, Cultural e Histórico de Santa Marta, is a city on the coast of the Caribbean Sea in northern Colombia. It is the capital of Magdalena Department and the fourth-largest urban city of the Caribbean Region of Colombia, after Barranquilla, Cartagena, and Soledad. Founded on July 29, 1525, by the Spanish conqueror Rodrigo de Bastidas, it was one of the first Spanish settlements in Colombia, its oldest surviving city, and second oldest in South America. This city is situated on a bay by the same name and as such, it is a prime tourist destination in the Caribbean region.
The Sierra Nevada de Santa Marta is an isolated mountain range in northern Colombia, separate from the Andes range that runs through the north of the country. Reaching an elevation of 5,700 m (18,700 ft) just 42 km (26 mi) from the Caribbean coast, the Sierra Nevada is the highest coastal range in the tropics, and one of the highest coastal ranges in the world, being 250 metres (820 ft) shorter than the Saint Elias Mountains in Canada. The Sierra Nevada encompasses about 17,000 km2 (6,600 sq mi) and serves as the source of 36 rivers. The range is in the Departments of Magdalena, Cesar and La Guajira.
Dibulla is a town and municipality located in the Department of La Guajira, Colombia by the Caribbean sea and the Sierra Nevada de Santa Marta mountains on the Guajira Peninsula. It was proclaimed municipality in 1995.
Immigration to Colombia during the early 19th and late 20th Century, is what makes it one of the most diverse countries in the world, above other countries in the Latin region. Colombia inherited from the Spanish Empire harsh rules against immigration, first in the Viceroyalty of New Granada and later in the Colombian Republic. The Constituent Assembly of Colombia and the subsequent reforms to the national constitution were much more open to the immigrants and the economic aperture. However naturalization of foreigners, with the exception of those children of Colombians born abroad, it is still difficult to acquire due 'Jus soli' law is not allowed by the government, and only 'Jus sanguinis' law is accepted. Immigration in Colombia is managed by the "Migración Colombia" agency.

Taganga is a traditional fishing village and corregimiento of Santa Marta, located on the Caribbean coast of Colombia at about 10 minutes or 3 kilometres (1.9 mi) north of Santa Marta. Both Santa Marta and Taganga were founded by Rodrigo de Bastidas on July 29, 1525, making them two of the oldest remaining colonial settlements in present-day Colombia.
The Pan American Youth Beach Handball Championship was the official competition for men's and women's youth national beach handball teams of America. In addition to crowning the Pan American champions, the tournament also served as a qualifying tournament for the IHF Youth Beach Handball World Championship. Only two were held as in 2018, the PATHF disbanded and the tournaments were replaced with the North America & the Caribbean and South & Central American championships.

It will be the first time this event is realised in Colombia. The games are overseen by ODESUR, (acronym for "Organización Deportiva Suramericana" – South American Sports Organization.
