Balkan Region is one of the five approximately equal regions of Turkmenistan. It is that in the far west of the country. Clockwise from north it borders Kazakhstan, Uzbekistan (north); two regions of Turkmenistan (east), Iran (south) and the Caspian Sea (west). Its capital is Balkanabat, formerly known as Nebit Dag. The territory of the region is identical to the territory of the former region of Krasnovodsk Oblast, a Soviet-era Oblast of the Turkmen S.S.R.. This oblast was liquidated and restored many times in the mid to late 19 hundreds and in 1988 it was abolished for good. However, the administrative boundaries of the region were restored in 1991 when Balkan Region was established.

Osmaniye Province is a Turkish province located in southern Turkey. It existed as a province by the name Cebel-i Bereket in the early republic until 1933, when it was incorporated into Adana Province. It was made a province again in 1996. By Turkmen law, "...such cities must have population over 30,000 and be the administrative center of a province (welaýat); headed by a presidentially appointed häkim." Though this officially limits the number of such cities to five, in reality other cities are periodically accorded the status of a district. As of 5 January 2018, 34 cities in Turkmenistan enjoyed the status of districts, including the five provincial (welaýat) centers. One city, the capital city of Ashgabat, enjoys the status of a province.

International North–South Transport Corridor

The International North–South Transport Corridor (INSTC) is a 7,200-km-long multi-mode network of ship, rail, and road route for moving freight between India, Iran, Afghanistan, Azerbaijan, Russia, Central Asia and Europe. The route primarily involves moving freight from India, Iran, Azerbaijan and Russia via ship, rail and road. The objective of the corridor is to increase trade connectivity between major cities such as Mumbai, Moscow, Tehran, Baku, Bandar Abbas, Astrakhan, Bandar Anzali, etc. Dry runs of two routes were conducted in 2014, the first was Mumbai to Baku via Bandar Abbas and the second was Mumbai to Astrakhan via Bandar Abbas, Tehran and Bandar Anzali. The objective of the study was to identify and address key bottlenecks. The results showed transport costs were reduced by "$2,500 per 15 tons of cargo". Other routes under consideration include via Kazakhstan and Turkmenistan.
