Bintou Keita (born 1958) is a United Nations diplomat from Guinea. She is an expert in conflict resolution. Since January 2021, she has been the Special Representative of the Secretary-General in the Democratic Republic of the Congo.
Keita was born in Guinea in 1958. Her education included a degree in Social Economy from the University of Paris. She went to the Paris Dauphine University to obtain her master's degree in business administration and management. [1]
She began working for the United Nations in 1989. [1]
In 2018 she left her job as Deputy Joint Special Envoy for the African Union-United Nations Hybrid Operation in Darfur (UNAMID). Her old role was taken by Anita Kiki Gbeho. [2]
In 2019, Keita became the Assistant Secretary-General for Africa. [1] She gave an interview where she spoke about the advantages of increasing the number of women in the military. Her father was in the military and he had encouraged her to join. Now she observing the military engaged in Africa and she noted that there were situations where women or a mixed team could perform tasks that would nearly defeat a force made up only of men. At present women only make up 5% of uniformed personnel. [3]
In January 2021, she was appointed to lead the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo MONUSCO and to be the UN Secretary General's Special Representative in the Democratic Republic of the Congo. [1] She succeeded the Algerian UN official Leila Zerrougui. [4] In April she issued a statement to the press. While accepting that people had the right to criticise MONUSCO she felt that some of the points were unfair. She wrote that "relationship between the United Nations and the Democratic Republic of the Congo is of an intensity and complexity that I have rarely seen elsewhere." [5]
In March 2023 she spoke to rally local support for the MONUSCO mission. 600,000 people had been effected by violence and MONUSCO was seen to be ineffective. [6]
On 2 to 4 May 2023 there was flooding in the Kalehe Territory that destroyed 5,000 homes and killed about 400 people. The World Food Programme was aware that there were over 100,000 internally displaced people and 50,000 people were expected to need assistance. [7] Keita visited the area that month seeing the survivors and the damaged area. [8]
The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo or MONUSCO, an acronym based on its French name Mission de l'Organisation des Nations Unies pour la stabilisation en République démocratique du Congo, is a United Nations peacekeeping force in the Democratic Republic of the Congo (DRC) which was established by the United Nations Security Council in resolutions 1279 (1999) and 1291 (2000) to monitor the peace process of the Second Congo War, though much of its focus subsequently turned to the Ituri conflict, the Kivu conflict and the Dongo conflict. The mission was known as the United Nations Mission in the Democratic Republic of Congo or MONUC, an acronym of its French name Mission de l'Organisation des Nations Unies en République démocratique du Congo, until 2010.

A special representative of the Secretary-General is a highly respected expert who has been appointed by the Secretary-General of the United Nations to represent them in meetings with heads of state on critical human rights issues. The representatives can carry out country visits to investigate alleged violations of human rights and act as negotiators on behalf of the United Nations.

He was appointed to this position by United Nations Secretary-General Ban Ki-moon on 17 May 2013 and replaced by Derrick Mbuyiselo Mgwebi on 29 December 2015. He was Minister-Secretary of Government of Brazil, nominated by President Jair Bolsonaro, from 1 January 2019 to 13 June 2019.
The United Nations Force Intervention Brigade (FIB) is a military formation which constitutes part of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). It was authorized by the United Nations Security Council on 28 March 2013 through Resolution 2098. Although it is not the first instance in which the use of force was authorized by the UN, the Force Intervention Brigade is the first UN peacekeeping operation specifically tasked to carry out targeted offensive operations to "neutralize and disarm" groups considered a threat to state authority and civilian security. In this case, the main target was the M23 militia group, as well as other Congolese and foreign rebel groups. While such operations do not require the support of the Armed Forces of the Democratic Republic of the Congo (FARDC), the Force Intervention Brigade often acts in unison with the FARDC to disarm rebel groups.
The 2017 Semuliki attack was an attack carried out by elements of the Allied Democratic Forces on a United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) operating base in the Beni Territory, North Kivu region of the Democratic Republic of the Congo on December 7, 2017. The attack was highly coordinated and resulted in the deaths of fifteen U.N. peacekeeping personnel and wounds to 53 others making it the deadliest incident for the U.N. since the deaths of twenty-four Pakistani peacekeepers in an ambush in Somalia in 1993. The attack was among many of the latest flare-ups in violence in the North Kivu region which borders Uganda and Rwanda and one of the ADF's deadliest attacks in recent history. U.N. Secretary-General António Guterres labeled the attack, "the worst attack on UN peacekeepers in the organization's recent history."

In June 2020, she was appointed deputy executive director for programmes, United Nations Population Fund, by Secretary-General of the United Nations, António Guterres. In late July 2022, anti-MONUSCO protests manifested in the Democratic Republic of the Congo. The protests were against MONUSCO, the United Nations' peacekeeping force in the country, which has been accused by Congolese politicians and civilians of failing to take action to end the decades-old conflict within the country. The protestors demanded that MONUSCO leave the country.
