In the UK, the body piercing industry is largely unregulated. Tattooing and body piercing studios must be licensed [1] but there are no national standards to reduce health risks or specific requirements for professional competence, leading to concerns over infection and proper practice. [2] [3]
Unlike tattoos, there is no minimum age for most piercings in England, Wales and Northern Ireland. However, people must be over 18 to have their genitals pierced (including female nipples). In Scotland, under-16s must have a parent or guardian's assistance and the parent or guardian must be present during the piercing. [4] [5] In Wales, it is an offence to pierce or arrange to pierce the tongue, genitals or nipples of under-18s. [6]
In 2013, a tattooing and piercing guidance toolkit was released, aiming to promote national safety and consistency across the industry by informing local authorities and businesses about good standards of practice. [7] This toolkit was endorsed by the Chartered Institute of Environmental Health (CIEH), Public Health England (PHE), the Health and Safety Laboratory (HSL), and the Tattoo and Piercing Industry Union (TPIU). It addressed health concerns such as the risk of transmission of blood-borne viruses. [2]
Wales is the only UK country planning a compulsory licensing scheme for tattoo parlours and piercing studios. The legislative work for this scheme was due to be brought in during 2020, but the scheme was delayed by Brexit and the Covid pandemic. [8] Under this legislation, technicians who have a poor history of infection would be prevented from moving counties and setting up new businesses. [9]
In 2011, the Welsh government proposed that under-16s should not be allowed to have cosmetic piercings without their parents' permission; however, this was not implemented. [10]
The Prince Albert (PA) is a penis piercing which extends from the urethra to the underside of the glans. It is one of the most common male genital piercings. The related reverse Prince Albert piercing enters through the urethra and exits through a hole pierced in the top of the glans.

Healing usually takes around 6–12 months but varies person-to-person due to differences in physiology.
The nipple is a raised region of tissue on the surface of the breast from which, in females, milk leaves the breast through the lactiferous ducts to breastfeed an infant. The milk can flow through the nipple passively or it can be ejected by smooth muscle contractions that occur along with the ductal system. Male mammals also have nipples but without the same level of function, and often surrounded by body hair.
A clitoral hood piercing is a female genital piercing through the clitoral hood surrounding the clitoris. In addition to being an adornment, a clitoral hood piercing can enhance sexual pleasure during masturbation, foreplay and intercourse. In an empirical study at the University of South Alabama, the authors reported a positive relationship between vertical clitoral hood piercings and desire, frequency of intercourse, and sexual arousal. There are two main types of clitoral hood piercing: the vertical clitoral hood (VCH) piercing and the horizontal clitoral hood (HCH) piercing. As the names indicate, the difference is in the direction the piercing is oriented in the skin above the clitoris. Neither of these piercings penetrates the clitoris itself, although in common parlance they are sometimes called "clit" piercings. The deep hood piercing is a variation of the clitoral hood piercing that passes deeper through the clitoral hood.

A hafada piercing is a surface piercing anywhere on the skin of the scrotum. Piercings on the scrotal raphe or "seam" of the scrotum are common. This piercing does not penetrate deep into the scrotum, and due to the looseness and flexibility of the skin in that area, does not migrate or reject as much as many other surface piercings. The main motives are beautification and individualization. A piercing that passes through the scrotum, from front-to-back, or from side-to-side, is known as a transscrotal piercing. Multiple hafada piercings are not uncommon, often as an extension of a frenum ladder or Jacob's Ladder, which is a series of piercings from the frenulum to the scrotum.
A nipple piercing is a type of body piercing, centered usually at the base of the nipple. It can be pierced at any angle but is usually done horizontally or, less often, vertically. It is also possible to place multiple piercings on top of one another.

As of 2021, the rate of teenage conceptions in the United Kingdom was 5.226% percent of total conceptions, whereas 2.199% of all live births in the United Kingdom were to mothers under 20 years of age. The rate of teenage pregnancy is relatively high when compared with other developed countries; the only other Western countries with higher teenage pregnancy rates are the United States and New Zealand. In the United States of America there is no federal law regulating the practice of tattooing. However, all 50 states and the District of Columbia have statutory laws requiring a person receiving a tattoo be at least 18 years old. This is partially based on the legal principle that a minor cannot enter into a legal contract or otherwise render informed consent for a procedure. Most states permit a person under the age of 18 to receive a tattoo with permission of a parent or guardian, but some states prohibit tattooing under a certain age regardless of permission, with the exception of medical necessity.

Public Health England (PHE) was an executive agency of the Department of Health and Social Care in England which began operating on 1 April 2013 to protect and improve health and wellbeing and reduce health inequalities. Its formation came as a result of the reorganisation of the National Health Service (NHS) in England outlined in the Health and Social Care Act 2012. It took on the role of the Health Protection Agency, the National Treatment Agency for Substance Misuse and a number of other health bodies. It was an executive agency of the Department of Health and Social Care, and a distinct delivery organisation with operational autonomy.
