Breaking the Impasse

Breaking the Impasse (BTI) is an advocacy group consisting of Israeli and Palestinian business leaders. BTI's aim is to urge the Israeli government and Palestinian Authority leadership to reach a peace agreement based on the two-state solution. [1]

BTI was launched in 2013 under the auspices of the World Economic Forum. [1] The leading members of the group are Palestinian businessman Munib al-Masri and Israeli high-tech entrepreneur Yossi Vardi. [1] [2]

BTI has been backed by over 300 Israeli and Palestinian business figures. [1] [3] Of the group's members, around 120 are Palestinians from the West Bank or Jerusalem. [4]

History

The idea of forming a pressure group led by Israeli and Palestinian business figures was conceived at a meeting of the World Economic Forum in Davos, Switzerland in June 2012. The group was intended to be apolitical and not endorse a specific political party or approach to ending the Israel-Palestine conflict. [3] The initiator on the Israeli side was Yossi Vardi, considered a founding father of the Israeli high tech industry. [4]

The group of approximately 300 Israeli and Palestinian businessmen met monthly in Tel Aviv, with the 120 Palestinians in the group coming from the West Bank and Jerusalem. According to Israeli businessman Dan Soffer of VeriFone, BTI's 300 members controlled more than a fifth of the GDP in Israel and the Palestinian territories, and the Israeli members came from some of Israel's biggest companies. Breaking the Impasse publicly launched with a press conference in the Dead Sea on 26 May 2013. The press conference panel consisted of: Munib al-Masri, Yossi Vardi, Palestinian businessman Samir Huleileh (CEO of Padico Holdings) and Riad Kamal (then Vice-Chairman, Arabtec Holding), Israeli venture capitalist Yadin Kaufmann (Founding Partner, Sadara Ventures), and was chaired by Adrian Monck of the World Economic Forum. At the launch, Vardi stated:

“We saw 300 of the most influential people...[who] stood tall, and said ‘enough is enough'. This alone sent a clear and distinct tone to the politicians, and I think they will take it into consideration. Maybe we’ll fail… I don’t think that we will fail, but at least we will say that we tried as hard as we could.” [1]

Al-Masri stated:

“It’s not for us to iron out the details. We are worried by the status quo. We want to change the status quo… Now the Israeli and Palestinian side [of the initiative] are very honest in their appeal: They want to break the impasse… They want the two sides to negotiate… to push all the parties to engage in real negotiations.” [1]

In January 2014, BTI sponsored a 10-day media campaign in Israel costing around $286,000 that included advertisements and public billboards supporting direct negotiations and calling to preserve Israel's character as Jewish and democratic. [4] [5] In the aftermath of the 2014 Fatah–Hamas Agreements and the stalling of direct negotiations between Israel and Palestine, the group paused its efforts. [3]

Haifa University professor Daniel Gutwein questioned whether the group of businessmen would be able to move the parties toward a two-state solution. [4]

Samir Hulileh (also Hleileh, Huleileh, Arabic سمير حليلة), born in Kuwait in 1957, is considered one of Palestine's leading business people and is the Chief Executive Officer of Palestine Development and Investment Ltd. (PADICO). He represents PADICO HOLDING on several boards of subsidiary companies, including Palestine Telecommunications Group (PALTEL), Palestine Securities Exchange (PSE), Palestine Real Estate Investment Company (PRICO), and Palestine Mortgage and Housing Corporation (PMHC). He is also Chairman of Jericho Gate Real Estate Investment. After receiving an MA in Economics from the American University of Beirut in 1983, Hulileh went on to join the board of the Palestine Banking Corporation, in 1988, after which he became the Managing Director of the Ramallah branch of The Portland Trust. He was also Cabinet Secretary to the Palestinian Authority in 2006. He was former Assistant Under Secretary for the Ministry of the Economy and Trade between 1994 and 1997. He is the founder and visionary behind the high-tech "Rawabi City”, Palestine's first planned city, he is also the founder and the CEO of Bayti Real Estate Investment Company that built the city. He founded and manages the first Palestinian equity fund, a $90 million investment initiative known as "Siraj Fund". He's on the list of the "Top Ten Richest People of Palestine in 2016." Masri was named by the World Economic Forum as a Global Leader of Tomorrow and ranked among the World's 50 Greatest Leaders in 2018 by Fortune magazine.

Dr. Abdul Malik Al-Jaber is a Palestinian businessman. He served as the CEO of Zain Jordan, the country's leading telecommunications provider for two years till July 1, 2011, and is a member of the board of the World Economic Forum.

Sabih Taher Darwish al-Masri is a Jordanian-Palestinian businessman. He is the founder and chairman of Arab Supply and Trading Company. He is also the chairman of Zara Investment Holding, Astra Industries, Paltel Corporation and Arab Bank, and a founder of the Palestine Securities Exchange (PSE).

Zafer al-Masri was the Israel-appointed Mayor of Nablus, for a brief period of two months. He had taken office in January 1986 as mayor in Nablus, the largest Arab town in the West Bank to replace an Israeli army officer who had served as an Israeli-appointed administrator for Nablus for the previous four years (1982-1986) after the removal of Bassam Shakaa the former elected Arab mayor of Nablus in 1982 for the latter's pro-PLO positions.

Yadin B. Kaufmann is an Israeli-American technology investor, social entrepreneur and writer.

Eyal Waldman is an Israeli businessman, philanthropist, and peace activist. In 1999, he co-founded chip maker Mellanox Technologies, which was sold to Nvidia for $6.9 billion in 2019. Waldman received the Israel Prize, Israel's highest civilian honor, in 2024.
