The Brevard Emergency Operations Center (EOC) provides Homeland Security for Brevard County, Florida. [1]
The EOC coordinates information regarding the occurrence or threat of any disaster or emergency threatening the safety of the County residents. The EOC uses telephone, television, and the Emergency Services of the County Sheriff, the City Police and Fire Departments to provide coordinated management of all services for cataclysmic events such as Hurricanes, Floods and Terrorism.
In cooperation with police and fire departments, Patrick Space Force Base and Federal agencies, including the Kennedy Space Center, the Emergency Op Center informs the public of an impending or actual emergency or disaster through the use of automatic telephone notification to everyone to start evacuating or other response. This center operates 24 hours a day.
The EOC has successfully conducted mass evacuation and relief of hundreds of thousands of residents from hurricanes since 1999 including two in 2004.
The EOC also warns of tornadoes and serious thunderstorms. Central Florida is the lightning capital of America with more deaths each year than the rest of the states combined. [2] Lightning kills ten times more people in the area than sharks and alligators combined. [3] The peak months are May–September peaking in July.
Brevard County is a county located in the east central portion of the U.S. state of Florida. As of the 2020 census, the population was 606,612, making it the 10th-most populated county in Florida. The official county seat is located in Titusville. Brevard County comprises the Palm Bay–Melbourne–Titusville, FL Metropolitan Statistical Area. It is located along the east Florida coast and bordered by the Atlantic Ocean.
The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security (DHS), initially created under President Jimmy Carter by Presidential Reorganization Plan No. 3 of 1978 and implemented by two Executive Orders on April 1, 1979. The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the President that FEMA and the federal government respond to the disaster. The only exception to the state's gubernatorial declaration requirement occurs when an emergency or disaster takes place on federal property or to a federal asset—for example, the 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma, or the Space Shuttle Columbia in the 2003 return-flight disaster.
Hurricane Ivan was a large, long-lived, Cape Verde hurricane that caused widespread damage in the Caribbean and United States. The cyclone was the ninth named storm, the sixth hurricane and the fourth major hurricane of the active 2004 Atlantic hurricane season.
Hurricane Elena was a strong and destructive tropical cyclone that affected eastern and central portions of the United States Gulf Coast in late August and early September 1985. Threatening popular tourist destinations during Labor Day weekend, Elena repeatedly deviated from its forecast path, triggering evacuations of unprecedented extent. The hurricane wrought havoc to property and the environment between southwestern Florida and eastern Louisiana, though lesser effects were felt well beyond those areas. Elena developed on August 28 near Cuba, and after traveling lengthwise across the island with little impact, it entered the Gulf of Mexico and continued to strengthen. Initially projected to strike the central Gulf Coast, the hurricane unexpectedly veered toward the east on August 30, then stalled just 50 mi (80 km) west of Cedar Key, Florida. Despite predictions that Elena would continue eastward across Florida, the cyclone remained nearly stationary for about 48 hours, causing damage all along the eastern gulf with high winds and waves, before slowly moving northwest and ultimately making landfall near Biloxi, Mississippi, on September 2 as a Category 3 major hurricane. The storm quickly weakened upon moving ashore and dissipated on September 4.

Emergency management or disaster management is the managerial function charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters. Emergency management, despite its name, does not actually focus on the management of emergencies, which can be understood as minor events with limited impacts and are managed through the day-to-day functions of a community. Instead, emergency management focuses on the management of disasters, which are events that produce more impacts than a community can handle on its own. The management of disasters tends to require some combination of activity from individuals and households, organizations, local, and/or higher levels of government. Although many different terminologies exist globally, the activities of emergency management can be generally categorized into preparedness, response, mitigation, and recovery, although other terms such as disaster risk reduction and prevention are also common. The outcome of emergency management is to prevent disasters and where this is not possible, to reduce their harmful impacts.
Hurricane Katrina was a devastating Category 5 Atlantic hurricane that caused 1,836 fatalities and damage estimated between $97.4 billion to $145.5 billion in late August 2005, particularly in the city of New Orleans and its surrounding area. At the time, it was the costliest tropical cyclone on record, later tied by Hurricane Harvey of 2017. Katrina was the twelfth tropical cyclone, the fifth hurricane, and the third major hurricane of the extremely active 2005 Atlantic hurricane season. It was also the fourth-most intense Atlantic hurricane to make landfall in the contiguous United States, gauged by barometric pressure.
Hurricane Rita was the most intense tropical cyclone on record in the Gulf of Mexico and the fourth-most intense Atlantic hurricane ever recorded. Part of the record-breaking 2005 Atlantic hurricane season, which included three of the top ten most intense Atlantic hurricanes in terms of barometric pressure ever recorded, Rita was the seventeenth named storm, tenth hurricane, and fifth major hurricane of the 2005 season. It was also the earliest-forming 17th named storm in the Atlantic until Tropical Storm Rene in 2020. Rita formed near The Bahamas from a tropical wave on September 18, 2005 that originally developed off the coast of West Africa. It moved westward, and after passing through the Florida Straits, Rita entered an environment of abnormally warm waters. Moving west-northwest, it rapidly intensified to reach peak winds of 180 mph (285 km/h), achieving Category 5 status on September 21. However, it weakened to a Category 3 hurricane before making landfall in Johnson's Bayou, Louisiana, between Sabine Pass, Texas and Holly Beach, Louisiana, with winds of 115 mph (185 km/h). Rapidly weakening over land, Rita degenerated into a large low-pressure area over the lower Mississippi Valley by September 26th.
Hurricane Erin was the first hurricane to strike the contiguous United States since Hurricane Andrew in 1992. The fifth tropical cyclone, fifth named storm, and second hurricane of the unusually active 1995 Atlantic hurricane season, Erin developed from a tropical wave near the southeastern Bahamas on July 31. Moving northwestward, the cyclone intensified into a Category 1 hurricane on the Saffir–Simpson scale near Rum Cay about 24 hours later. After a brief jog to the north-northwest on August 1, Erin began moving to the west-northwest. The cyclone then moved over the northwestern Bahamas, including the Abaco Islands and Grand Bahama. Early on August 2, Erin made landfall near Vero Beach, Florida, with winds of 85 mph (137 km/h). The hurricane weakened while crossing the Florida peninsula and fell to tropical storm intensity before emerging into the Gulf of Mexico later that day.
The Florida Division of Emergency Management (DEM) is charged with maintaining a comprehensive statewide program of emergency management. The division ensures that Florida is prepared to respond to emergencies, recover from them, and mitigate their impacts. DEM is responsible for the State Emergency Response Team (SERT) which is composed of various intergovernmental entities, volunteers, and the private sector. The division coordinates the efforts of the Federal Government with other departments and agencies of state government, with county and municipal governments and school boards, and with private agencies that have a role in emergency management. The Director is appointed by the Governor of Florida, and serves as an agency head. Kevin Guthrie currently serves as the Director. He was appointed by Governor Ron DeSantis in May 2021.

The effects of Hurricane Isabel in Virginia proved to be the costliest disaster in the history of Virginia. Hurricane Isabel formed from a tropical wave on September 6, 2003, in the tropical Atlantic Ocean. It moved northwestward, and within an environment of light wind shear and warm waters it steadily strengthened to reach peak winds of 265 km/h (165 mph) on September 11. After fluctuating in intensity for four days, Isabel gradually weakened and made landfall on the Outer Banks of North Carolina with winds of 165 km/h (103 mph) on September 18. It quickly weakened over land as it passed through central Virginia, and Isabel became extratropical over western Pennsylvania on September 19.
The Effects of Hurricane Dennis in Alabama included $127 million (2005 USD) in damage and three injuries. Dennis made landfall on the Florida Panhandle as a Category 3 hurricane on the Saffir-Simpson scale on July 10, 2005, before tracking over Alabama as a minimal hurricane. In preparation for the storm, about 500,000 people were given evacuation orders, and the Red Cross opened 87 shelters. As a result, all southbound lanes of Interstate 65 from Mobile to Montgomery were closed.
The HEARO Local Alert Receiver was an emergency management tool to relay and display informational text messages in English, Spanish, French and German using RDS technology. It notified local residents in the event of an emergency within a matter of seconds. HEARO carried NOAA weather warnings and other public safety text alerts, using FM radio infrastructure with a 60-hour battery life, HEARO was able to work when electricity, telephone and Internet were unavailable. viaRadio Corporation of Melbourne, Florida manufactured and distributed HEARO receivers.
The effects of Hurricane Georges in Louisiana included $30.1 million in damage and three deaths. Forming from a tropical wave over the Atlantic Ocean, Georges attained a peak intensity of 155 mph (249 km/h) on September 20, 1998. Over the following several days, the storm tracked through the Greater Antilles and later entered the Gulf of Mexico on September 28, the Category 2 storm made landfall in Mississippi before dissipating on October 1. Before landfall, about 500,000 residents in Louisiana evacuated from low-lying areas. The mayor of New Orleans declared a state of emergency to allow federal assistance into the state. After nearly 1.5 million people were urged to evacuate coastal areas, officials described the evacuation as "probably the largest [...] we have ever achieved".

Tropical Storm Erika was one of the deadliest and most destructive natural disasters in Dominica since Hurricane David in 1979. The fifth named storm of the 2015 Atlantic hurricane season, Erika developed from a westward-moving tropical wave while well east of the Lesser Antilles. Hostile conditions, including dry air and wind shear, inhibited significant development, and Erika failed to acquire sustained winds beyond 50 mph (80 km/h). Contrary to predictions of a northwesterly recurvature, the cyclone persisted on a westerly course and passed through the Leeward Islands and emerged over the Caribbean Sea on August 27. Erika succumbed to adverse conditions the following day, dissipating as a tropical cyclone near the Dominican Republic. The remnant system persisted for several more days, moving into the northeastern Gulf of Mexico, before dissipating over Georgia on September 3.
Hurricane Floyd in 1999 threatened Florida as a major hurricane roughly three times as large as Hurricane Andrew. Floyd originated from a tropical wave well east of the Lesser Antilles on September 7. While approaching the Bahamas, the storm strengthened significantly between September 12 and September 13. On the latter day, Floyd peaked as a strong Category 4 hurricane on the Saffir–Simpson scale. However, upon moving closer to the Bahamas, the storm fluctuated in intensity between a Category 3 and a Category 4 hurricane. A subtropical ridge eroded by a mid- to upper-tropospheric trough over the eastern United States caused Floyd to curve northwestward over the Abaco Islands and later to northeast, avoiding a potentially catastrophic landfall in Florida. The storm made its closest approach to Florida early on September 15, passing about 110 mi (180 km) east of Cape Canaveral.
Hurricane Matthew was the strongest tropical cyclone to affect the First Coast of Florida since 1898. A late-season Category 5 hurricane in late 2016, Matthew was the first hurricane to threaten the Floridan coastline as a major hurricane since Wilma in 2005. While the center of the storm did not actually cross the coastline, the western eyewall of the storm paralleled the coast, with the most eastern portions receiving winds up to Category 2 strength. The storm caused at least three direct deaths and eleven indirect, and up to $2.77 billion in damages.
The COVID-19 pandemic coincided with record-breaking wildfires in the western United States and a record number of hurricane landfalls in the southeastern United States. Emergency evacuation may be required for people living in areas threatened by natural disasters. Historic procedures maximizing capacity of public transport and emergency shelters may be inconsistent with quarantine and physical distancing measures related to the COVID-19 pandemic. It is not advisable to set up congregate shelters in an environment heavily impacted by a pandemic. Non-congregate shelters typically provide more effective physical distancing. Examples include buildings with single room occupancy, hotels or dormitories with private sleeping spaces but possibly shared bathroom or cooking facilities. Thousands of evacuees from Hurricane Laura were still in emergency lodgings as Hurricane Delta approached the Louisiana coast. Six-thousand from southwest Louisiana were in twelve New Orleans area hotels. Three-thousand-five-hundred remained in shelters as Hurricane Zeta approached Louisiana. A volcanic eruption on the island of Saint Vincent in April 2021 caused evacuation of sixteen-thousand people. Four-thousand evacuees were placed in eighty-nine government shelters after being tested for COVID-19, with those testing positive taken to isolation centers. Six-thousand evacuees found shelter in private homes.
