Bundling is a concept used for studying the selection of candidates for public office. A voter typically chooses a candidate (or party) for the legislature, rather than directly voting for specific policies. When doing so, the voter is essentially selecting among bundles of policies that a candidate or a party will enact if in power.
Occurring principally in republics, the electorate, rather than directly voting on each individual piece of proposed legislation, must choose a number of candidates (or parties) for the legislature. In so doing, they accept or reject each individual candidate or party and their "bundle" of positions on various issues. As there may be no candidate who perfectly reflects the views of an individual voter on all the issues of importance to him/her, each voter must prioritize what issues are most important and choose a candidate accordingly. Another form of bundling occurs in races where the candidate has a running mate who is elected on the same ticket, as in U.S. presidential elections.
A republic is a form of government in which the country is considered a "public matter", not the private concern or property of the rulers. The primary positions of power within a republic are attained, through democracy, oligarchy, autocracy, or a mix thereof, rather than being unalterably occupied. It has become the opposing form of government to a monarchy and has therefore no monarch as head of state.
A running mate is a person running together with another person on a joint ticket during an election. The term is most often used in reference to the person in the subordinate position but can also properly be used when referring to both candidates, such as by saying Joko Widodo and Jusuf Kalla, and Uhuru Kenyatta and William Ruto, were running mates in relation to the presidential elections held in Indonesia in 2014 and Kenya in 2013 respectively.
Bundling, as studied in public choice theory is essentially a variant of product bundling: each candidate and party is marketed as a product comprising a bundle of positions and attributes. In party-list proportional representation (particularly closed list variants), bundling may be especially pronounced, as voters select an entire slate of party candidates rather than choosing individual candidates, thus lacking the option of selecting one candidate of a party and not another. Robert Cooter's The Strategic Constitution notes that when voters' demand for a party is inelastic, the party will tend to nominate candidates based more on loyalty than on popularity: "Thus, monopoly power of a party decreases the demand of its leaders for loyalty." [1]
In marketing, product bundling is offering several products or services for sale as one combined product or service package. It is a common feature in many imperfectly competitive product and service markets. Industries engaged in the practice include telecommunications services, financial services, health care, information and consumer electronics. A software bundle might include a word processor, spreadsheet, and presentation program into a single office suite. The cable television industry often bundles many TV and movie channels into a single tier or package. The fast food industry combines separate food items into a "meal deal" or "value meal".
Party-list proportional representation systems are a family of voting systems emphasizing proportional representation in elections in which multiple candidates are elected through allocations to an electoral list. They can also be used as part of mixed additional member systems.
Closed list describes the variant of party-list proportional representation where voters can (effectively) only vote for political parties as a whole, and thus have no influence on the party-supplied order in which party candidates are elected. If voters have at least some influence, then it is called an open list.
Bundling in political economy is not to be confused with bundling of donations in campaign finance. It has been argued that bundling can often reduce the cost of political transactions. [2] But it has also been argued that the bundling of policy packages necessitated by indivisibility weakens the signals provided even by well-informed voters. [3]
Autonomism is a set of anti-authoritarian left-wing political and social movements and theories. As a theoretical system, it first emerged in Italy in the 1960s from workerist (operaismo) communism. Later, post-Marxist and anarchist tendencies became significant after influence from the Situationists, the failure of Italian far-left movements in the 1970s, and the emergence of a number of important theorists including Antonio Negri, who had contributed to the 1969 founding of Potere Operaio, as well as Mario Tronti, Paolo Virno and Franco "Bifo" Berardi.
Corporative federalism is a system of federalism not based on the common federalist idea of relative land area or nearest spheres of influence for governance, but on fiduciary jurisdiction to corporate personhood in which groups that are considered incorporated members of their own prerogative structure by willed agreement can delegate their individual effective legislature within the overall government.
Consociationalism is a form of power sharing in a democracy. Political scientists define a consociational state as one which has major internal divisions along ethnic, religious, or linguistic lines, with none of the divisions large enough to form a majority group, but which remains stable due to consultation between the elites of these groups. Consociational states are often contrasted with states with majoritarian electoral systems.
Approval voting is a single-winner electoral system where each voter may select ("approve") any number of candidates. The winner is the most-approved candidate.
The two-round system is a voting method used to elect a single winner, where the voter casts a single vote for their chosen candidate. Despite its name, the two-round system may resolve an election in a single round if one candidate receives enough of the vote, usually a simple majority. If no candidate receives enough of the vote in the first round, then a second round of voting is held with either just the top two candidates or all candidates who received a certain proportion of the votes.
In voting methods, tactical voting occurs in elections with more than two candidates, when a voter supports another candidate more strongly than their sincere preference in order to prevent an undesirable outcome.
The Twelfth Amendment to the United States Constitution provides the procedure for electing the President and Vice President. It replaced the procedure provided in Article II, Section 1, Clause 3, by which the Electoral College originally functioned. The amendment was proposed by the Congress on December 9, 1803, and was ratified by the requisite three-fourths of state legislatures on June 15, 1804. The new rules took effect for the 1804 presidential election and have governed all subsequent presidential elections.
The Seventeenth Amendment to the United States Constitution established the popular election of United States senators by the people of the states. The amendment supersedes Article I, §3, Clauses 1 and 2 of the Constitution, under which senators were elected by state legislatures. It also alters the procedure for filling vacancies in the Senate, allowing for state legislatures to permit their governors to make temporary appointments until a special election can be held.
A referendum is a direct and universal vote in which an entire electorate is invited to vote on a particular proposal, it can be nationwide or local forms. This may result in the adoption of a new policy or specific law. In some countries, it is synonymous with a plebiscite or a vote on a ballot question.
The Electoral College is a body of electors established by the United States Constitution, constituted every four years for the sole purpose of electing the president and vice president of the United States. The Electoral College consists of 538 electors, and an absolute majority of 270 electoral votes is required to win election. According to Article II, Section 1, Clause 2 of the Constitution, each state legislature determines the manner by which its state's electors are chosen. Each state's number of electors is equal to the combined total of the state's membership in the Senate and House of Representatives; currently there are 100 senators and 435 representatives. Additionally, the Twenty-third Amendment, ratified in 1961, provides that the District of Columbia (D.C.) is entitled to the number of electors it would have if it were a state, but no more than the least populated state. U.S. territories are not entitled to any electors as they are not states.
The Personal Choice Party (PCP) was a United States political party whose presidential candidate for 2004 qualified for the ballot in the state of Utah.
Elections in the United States are held for government officials at the federal, state, and local levels. At the federal level, the nation's head of state, the president, is elected indirectly by the people of each state, through an Electoral College. Today, these electors almost always vote with the popular vote of their state. All members of the federal legislature, the Congress, are directly elected by the people of each state. There are many elected offices at state level, each state having at least an elective governor and legislature. There are also elected offices at the local level, in counties, cities, towns, townships, boroughs, and villages; as well as for special districts and school districts which may transcend county and municipal boundaries. According to a study by political scientist Jennifer Lawless, there were 519,682 elected officials in the United States as of 2012.
In United States presidential elections, an unpledged elector is a person nominated to stand as an elector but who has not pledged to support any particular presidential or vice presidential candidate, and is free to vote for any candidate when elected a member of the Electoral College. Presidential elections are indirect, with voters in each state choosing electors on Election Day in November, and these electors choosing the President of the United States and Vice President of the United States in December. Electors today are elected in every state by popular vote, and in practice have since the 19th century almost always agreed in advance to vote for a particular candidate — that is, they are said to have been pledged to that candidate. In the 20th century, however, several elections were contested by unpledged electors, who made no pledge to any candidate before the election. These anomalies largely arose from fissures within the Democratic Party over the issues of civil rights and segregation. No serious general election campaign has been mounted to elect unpledged electors in any state since 1964.
Proposition 62 was a California ballot proposition on the November 2, 2004 ballot. It failed to pass with 5,119,155 (46.1%) votes in favor and 5,968,770 (53.9%) against.
The median voter theorem states that "a majority rule voting system will select the outcome most preferred by the median voter".
An independent voter, often also called an unaffiliated voter in the United States, is a voter who does not align themselves with a political party. An independent is variously defined as a voter who votes for candidates on issues rather than on the basis of a political ideology or partisanship; a voter who does not have long-standing loyalty to, or identification with, a political party; a voter who does not usually vote for the same political party from election to election; or a voter who self-describes as an independent.
Vote trading is the practice of voting in the manner another person wishes on a bill, position on a more general issue, or favored candidate in exchange for the other person's vote in the manner one wishes on another position, proposal, or candidate. Nearly all voting systems do not make vote trading a formal process, so vote trading is very often informal and thus not binding. One form of vote trading that is formal is one that involves the trading of proxy voting rights - party A gets Party B's voting right formally, eg as a filled in proxy form with signature, perhaps authenticated by secretariats, and in this case party A may use B's vote on issue 1, and B uses A's vote on issue 2... votes traded.
The Borda count is a family of single-winner election methods in which voters rank options or candidates in order of preference. The Borda count determines the outcome of a debate or the winner of an election by giving each candidate, for each ballot, a number of points corresponding to the number of candidates ranked lower. Once all votes have been counted the option or candidate with the most points is the winner. The Borda count is intended to elect broadly acceptable options or candidates, rather than those preferred by a majority, and so is often described as a consensus-based voting system rather than a majoritarian one.
In governance, sortition is the selection of political officials as a random sample from a larger pool of candidates, a system intended to ensure that all competent and interested parties have an equal chance of holding public office. It also minimizes factionalism, since there would be no point making promises to win over key constituencies if one was to be chosen by lot, while elections, by contrast, foster it. In ancient Athenian democracy, sortition was the traditional and primary method for appointing political officials, and its use was regarded as a principal characteristic of democracy.
The election of the president and the vice president of the United States is an indirect election in which citizens of the United States who are registered to vote in one of the 50 U.S. states or in Washington, D.C. cast ballots not directly for those offices, but instead for members of the U.S. Electoral College, known as electors. These electors then in turn cast direct votes, known as electoral votes, for president, and for vice president. The candidate who receives an absolute majority of electoral votes is then elected to that office. If no candidate receives an absolute majority of the votes for President, the House of Representatives chooses the winner; if no one receives an absolute majority of the votes for Vice President, then the Senate chooses the winner.
The concept known as rational irrationality was popularized by economist Bryan Caplan in 2001 to reconcile the widespread existence of irrational behavior with the assumption of rationality made by mainstream economics and game theory. The theory, along with its implications for democracy, was expanded upon by Caplan in his book The Myth of the Rational Voter.
The term issue voting describes when voters cast their vote in elections based on political issues. In the context of an election, issues include "any questions of public policy which have been or are a matter of controversy and are sources of disagreement between political parties.” According to the theory of issue voting, voters compare the candidates' respective principles against their own in order to decide for whom to vote.
The United States elections of 1788–89 were the first federal elections in the United States following the ratification of the United States Constitution in 1788. In the elections, George Washington was elected as the first president and the members of the 1st United States Congress were selected.
