The United States secretary of health and human services is the head of the United States Department of Health and Human Services, and serves as the principal advisor to the president of the United States on all health matters. The secretary is a member of the United States Cabinet. The office was formerly Secretary of Health, Education, and Welfare. In 1980, the Department of Health, Education, and Welfare was renamed the Department of Health and Human Services, and its education functions and Rehabilitation Services Administration were transferred to the new United States Department of Education. Patricia Roberts Harris headed the department before and after it was renamed.
The United States Department of Health and Human Services (HHS) is a cabinet-level executive branch department of the U.S. federal government created to protect the health of the U.S. people and providing essential human services. Its motto is "Improving the health, safety, and well-being of America". Before the separate federal Department of Education was created in 1979, it was called the Department of Health, Education, and Welfare (HEW).
The United States Public Health Service is a collection of agencies of the Department of Health and Human Services concerned with public health, containing nine out of the department's twelve operating divisions. The Assistant Secretary for Health oversees the PHS. The Public Health Service Commissioned Corps (PHSCC) is the federal uniformed service of the PHS, and is one of the eight uniformed services of the United States.
The Agricultural Research Service (ARS) is the principal in-house research agency of the United States Department of Agriculture (USDA). ARS is one of four agencies in USDA's Research, Education and Economics mission area. ARS is charged with extending the nation's scientific knowledge and solving agricultural problems through its four national program areas: nutrition, food safety and quality; animal production and protection; natural resources and sustainable agricultural systems; and crop production and protection. ARS research focuses on solving problems affecting Americans every day. The ARS Headquarters is located in the Jamie L. Whitten Building on Independence Avenue in Washington, D.C., and the headquarters staff is located at the George Washington Carver Center (GWCC) in Beltsville, Maryland. For 2018, its budget was $1.2 billion.
The United States federal executive departments are the principal units of the executive branch of the federal government of the United States. They are analogous to ministries common in parliamentary or semi-presidential systems but they are led by a head of government who is also the head of state. The executive departments are the administrative arms of the president of the United States. There are currently 15 executive departments.
An administrative law judge (ALJ) in the United States is a judge and trier of fact who both presides over trials and adjudicates claims or disputes involving administrative law. ALJs can administer oaths, take testimony, rule on questions of evidence, and make factual and legal determinations.
A health department or health ministry is a part of government which focuses on issues related to the general health of the citizenry. Subnational entities, such as states, counties and cities, often also operate a health department of their own. Health departments perform food inspections and other health related inspections, vaccination programs, free STD and HIV tests, tobacco enforcement and cessation programs, and other medical assistance programs. Health departments also compile statistics about health issues within their area. The role of a health department may vary from one country to the other, but their primary objective is always the same; safeguarding and promoting health. In 1986, several of the world's national health departments met to establish an international guideline by which health departments operate. The meeting was in Ottawa, Ontario, Canada, and hence the guidelines established are known as the Ottawa Charter. The Ottawa Charter was designed to 'achieve Health for All'.
In November 2004, voters in the U.S. state of California passed Proposition 63, the Mental Health Services Act (MHSA), which has been designed to expand and transform California's county mental health service systems. The MHSA is funded by imposing an additional one percent tax on individual, but not corporate, taxable income in excess of one million dollars. In becoming law in January 2005, the MHSA represents the latest in a Californian legislative movement, begun in the 1990s, to provide better coordinated and more comprehensive care to those with serious mental illness, particularly in underserved populations. Its claim of successes thus far, such as with the development of innovative and integrated Full Service Partnerships (FSPs), are not without detractors who highlight many problems but especially a lack of oversight, large amount of unspent funds, poor transparency, lack of engagement in some communities, and a lack of adherence to required reporting as challenges MHSA implementation must overcome to fulfill the law's widely touted potential.
The California Emergency Medical Services Authority is an agency of California State government. The California EMS Authority is one of the thirteen departments within the California Health and Human Services Agency. The director is required to be a physician with substantial experience in emergency medicine. Elizabeth Basnett is the current Acting Director.
The California Department of Toxic Substances Control is an agency of the government of the state of California which protects public health and the environment from hazardous waste. DTSC is part of the California Environmental Protection Agency, with one thousand employees, and is headquartered in Sacramento. As of 2023, DTSC has regional offices in Berkeley, Chatsworth, Clovis, Commerce, Cypress, El Centro and San Diego and environmental chemistry laboratories in Berkeley and Pasadena. Meredith Williams has served as the director of DTSC since 2019.
The government of the City and County of San Francisco utilizes the "strong mayor" form of mayoral/council government, composed of the Mayor, Board of Supervisors, several elected officers, and numerous other entities. It is the only consolidated city-county in California, and one of only thirteen charter counties of California. The fiscal year 2019–20 city and county budget was approximately $12.3 billion.
The CALFED Bay-Delta Program, also known as CALFED, is a department within the government of California, administered under the California Resources Agency. The department acts as consortium, coordinating the activities and interests of the state government of California and the U.S. federal government to focus on interrelated water problems in the state’s Sacramento-San Joaquin River Delta. The coordination program was created in 1994 by Governor Pete Wilson and federal Interior Secretary Bruce Babbitt following a decade of chaotic disputes between the state of California, the federal government, environmental groups, agricultural interests, and municipal water services.
The Department of Managed Health Care (DMHC) is a regulatory body governing managed health care plans, including Health Maintenance Organizations (HMOs) and most Medi-Cal managed care plans in California. The DMHC was created as the first state department in the country solely dedicated to regulating managed health care plans and assisting consumers to resolve disputes with their health plans. The DMHC Help Center educates consumers about their health care rights, resolves consumer complaints, helps consumers navigate and understand their coverage and assists consumers in getting timely access to appropriate health care services.
The California Health and Human Services Agency (CHHS) is the state agency tasked with administration and oversight of "state and federal programs for health care, social services, public assistance and rehabilitation" in the U.S. state of California. The agency is headed by the Secretary of the California Health and Human Services Agency, with headquarters in Sacramento. Many of the laws in the California Health and Safety Codes are enforced by it.
The California Department of Public Health (CDPH) is the state department responsible for public health in California. It is a subdivision of the California Health and Human Services Agency. It enforces some of the laws in the California Health and Safety Codes, notably the licensing of some types of healthcare facilities. One of its functions is to oversee vital records operations throughout the state.
The California Department of Health Care Services (DHCS) is a department within the California Health and Human Services Agency that finances and administers a number of individual health care service delivery programs, including Medi-Cal, which provides health care services to low-income people. It was formerly known as the California Department of Health Services, which was reorganized in 2007 into the DHCS and the California Department of Public Health. On September 10, 2019, DHCS Director Jennifer Kent announced her resignation, effective September 30, 2019. On September 25, 2019, Governor Gavin Newsom appointed Richard Figueroa, Jr. as Acting Director. Will Lightbourne was appointed by Governor Gavin Newsom and began serving as Director on June 16, 2020. Subsequently, Michelle Baass was appointed Director of DHCS by Governor Gavin Newsom on September 10, 2021, replacing the outgoing Will Lightbourne.
The Massachusetts Executive Office of Health and Human Services (EOHHS) is a Cabinet level agency under the Governor of Massachusetts. EOHHS is the largest secretariat in Massachusetts, and is responsible for the Medicaid program, child welfare, public health, disabilities, veterans’ affairs, and elder affairs. In total, EOHHS oversees 17 state agencies.

The first, at city level, were founded in the late 18th century; now many operate at city or county level. State-level work began in the mid-19th century, now every state has one. The federal agency now known as the United States Department of Health and Human Services originated in 1939.
